Approve Previous Meeting Minutes R Decision: Approved Unanimously Motion by: Mike O’Brien D Second: Robert Millar Commission members voted to approve the June Joint Planning & Housing Commission meeting minutes. There were not comments the minutes and they were approved unanimously following a motion by Mike O’Brien and a second from Robert Millar. III. Public Comment None IV. Discussion: Review of Unified Land Use and Development Regulations (ULUDR) Section 5.17 - Inclusionary Housing Requirements l Planning and Zoning Director Ravit Venkataraman presented update ULUDR requires in regards to Inclusionary Housing Requirements l The recommendations included were based on best practices after reviewing the regulations put forth in comparable municipalities l There is a new addition to the regulations regarding units of 3 bedrooms or more which are designed to incentive the creation of this type of property l Staff also included language that will ensure families will not be prevented from applying for an IZ unit because they unit does not specifically match their household size l The staff also added additional language regarding incentives including additional height, reduced parking requirements and payment in lieu l The regulation also includes annual reporting so that the city is able to reconsider requirements over time l Commission members from both Housing and Planning discussed the draft regulations for an IZ unit because they unit does not specifically match their household size l The staff also added additional language regarding incentives including additional height, reduced parking requirements and payment in lieu l The regulation also includes annual reporting so that the city is able to reconsider requirements over time l Commission members from both Housing and Planning discussed the draft regulations debated a number of topics including proposed percentages of required affordable rental units l Some members asked staff to explain their decision to change the payment in lieu amount $65,000 from $80,000 ¡ The number was decided by an equation that incorporates the difference between rent and what is affordable to a low income household T l Staff express that the payment in lieu number is designed to allow for some developer flexibility without creating an option that developers use to consistently avoid creating IZ units l Planning Commission member Tommy Murray asked if the payment in lieu incentive F equation that staff members proposed might potentially incentivize landlords to charge more for rents and asked that staff discuss this further l Commission members discussed the list of incentives drafted by staff V. Discussion: Developer Roundtable A l Staff suggested a developer roundtable event for the November joint meeting on Tuesday November 19th or Wednesday November 20th ¡ Staff listed a group of local developers and property owners to invite R l The idea of the meeting is to include developer feedback on feasibility and financial impact of the regulations l Planning Commission is current Transportation Demand Management plan to reduce the traffic need at their properties and hope to have a draft complete to share with developers at the meeting D VI.
