Public Comment Individuals from the Skate Park are present to comment. Brett LaCour: Winooski skate is great, “we love it. There’s so much open space and not overloaded with a lot of stuff, which creates congestion, and many features are frustrating with a lot of skaters.” The footprint and features are wonderful, but are reaching the end of their lifespan. Certain aspects and wood sheets are degraded. Because it is so popular and the features are so great, it’s our favorite park in the city. Interested in improving the features that are already there, want to see renovations in the park and improve features. The open space is great for beginners and people don’t collide. Only 6 folks are here tonight, but there are at least 200 people in the skate community who are interested in the skatepark. Submitted: ideas and grid, feature suggestions with photos. Requests for lights and toolshed, since current skaters do their own cleaning of tree debris and dirt. Ray Coffey recommended that they be connected with the Omnes Parks planning group. III. City and Department Updates Police Department update by Rick Hebert - new hires announced - budget announcement Fire Department update by Erica Bailey - budget update: fundraiser was successful - storm coverage was successful and nothing severe happened in the City - From Ray Coffey: Water main break that led to gas line break ,and FD handled and managed it very well. Kudos to Public Works, PD, and FD Winooski Roaring ‘20’s series: - Saturday 25th: From the Parlor to the Polling Place – songs and stories of the Suffragettes. This is going very well. Greenhouse is open. Community Gardens will be ramping up soon. Omnes is still on target for their updated Parks presentation around March. Senior Center: Will be continuing with Coffee Chats on Tuesdays 9:30-11am. All are invited to come and participate. There will be a once-a-month Saturday supper as well. International Lunch happening on February 7th. Community Services update by Ray Coffey: Will be presenting to City Council regarding budget cycle. Flagging childcare program as a conversation to have with SHCPC and City Council around March/April. V. Myers Memorial Pool Operation Planning Update & Discussion Presentation: Ray Coffey– see attached presentation of operating budget, operating schedule, building and pool details. City Council approved funds to add shade structure to the design because there is money to do so in the budget. - Universal accessiblity to pools and building - 4-Season Community Room for meetings/celebrations - Family bathrooms/all-gender bathrooms Changes are being proposed related to operating budget for the pool. The pool will be the primary driver of the budget increase for Fiscal Year 2021. We are building a great pool, but operating expenses will be significant. o Proposing to add a full- time Public works position, .4 of whose time will be spent maintaining the pool. l Proposing to contract with YMCA for lifeguard services (approx. $15/hour pricepoint) l Additional $1300 for telephone/Wifi service l There will be Community services staff on site to support healthy behaviors during pool hours. l The new fence will have extra security measures built in. l Lifeguards will help manage safety. l School SRO will be on duty during summer and split time between pool and O’Brien Center l 12-week season l Concessions and free lunch for kids under age 18 l There seems to be adequate parking at Landry Park and on Pine St, but we will learn as we go! l Although we expect it will be used by majority residents, we may see a lot of out- of-town usage. l Conversation about operating hours in lap pool/family pool and fee structures.  l Concessions and free lunch for kids under age 18 l There seems to be adequate parking at Landry Park and on Pine St, but we will learn as we go! l Although we expect it will be used by majority residents, we may see a lot of out- of-town usage. l Conversation about operating hours in lap pool/family pool and fee structures. Appointment of Commissioner to the Winooski Partnership for Prevention Board Motion by: Mary Hussman Second: Paul Rabidoux Ray Coffey: In recent years, City Councilors have had a challenging time being a representative of the City on the Partnership for Prevention coalition. It seems that the SHCP Commission is a good fit to have a member of our group on the Partnership board. They meet once a month at O’Brien Community Center on a Wednesday evening. They recently received a grant and are excited to get to work. The role involves being a liaison between the SHPC and the Winooski Partnership. Bruce Wilson is interested.
