I. Call to Order

IV. Committee Member Updates
Congrats to N. Eddy on being awarded the 2023 Sarah Hagar award from the Vermont Library
Association.
V. Library Updates
Programming: Regular suite of youth programming continues including STEAM, storytime,
playgroup, Pokemon Club, monthly graphic novel club, and weekly visits to Thrive. First Friday
series of the month will be Karaoke this Friday. Also will be installing a new StoryWalk at
Richards Park.
On the adult side, ESL and tech assistance in partnership with USCRI, monthly writing and book
club groups, and visits to Our Lady of Providence. April is also National Poetry Month and the
roving typewriter will be popping up at the Senior Center, Misery Loves Co., Rosies, and at the
WSD Library. On April 29 th the library will host a seed swap with the Rec department and have
a raffle of giveaways. P. Doherty to give some items.
Monthly Stats: Overall numbers were up for March; P. Doherty approved the annual report and
it has been filed with the state.
Staffing: Kirsten Wilson returned from the Public Library Youth Services Leadership Summit in
Ft. Lauderdale; One P/T clerk will be leaving for FT employment on 5/13 – hopeful Donna is able
to return from leave to fill the gap. Other P/T sub going out on medical leave and will have a new
sub filling in. Sometimes other City staff from Community Services have to assist in order to fill
it has been filed with the state.

Grants: Needs assessment submitted to VT Dept of Libraries for the U.S. Treasury Capital
Projects Fund for Libraries – Winooski Library anticipates asking for $2M from this funding
opportunity to support renovation and construction costs of the proposed Champlain Housing
Trust build-out. Grant will most likely open for submissions in a month or two.
VI. Building Updates
Estimating $20M for renovations; library anticipates asking for $2M from Vermont Library grant
funding; operationally, the sale of the building and renovation is anticipated to have a neutral
impact on the City budget.
Meeting again with CHT re: costs and purchases and planning for renovations
Renderings are available from CHT architect and from the City’s perspective, the library is being
prioritized
Renderings have different options and configurations and city staff are evaluating for potential
utility in light of needs.
City is working through zoning considerations for the project.
VII. Youth Committee Member Position Description
Council approved Charter change.
Committee reviewed changes suggested by Council to the position description; J. Wignall made
a motion to approve changes, P. Doherty seconded, Committee approved.
N. Eddy will share updated language with Paul Sarne, Communications Director.
N. Eddy will share youth member opportunity w/ School Library Commissioners.
