I. Call to Order

V. Library Updates
Monthly stats
l Programming is the same; this Saturday at 12pm will host members of Winooski City
Council and School Board to answer questions on school and city budget.
l Stats for January – Slower this month with folks coming through the door. On the other
hand,online news/electronic books & media usage is way up.
l Staffing – community service staff (CSS) has continuing to assist. 120 hours have
been covered by CSS since July 2023. Kirstin will attend The Public Library Association
(PLA) conference in April 2024 in Columbus, OH.
l Barcoded 4,000 library items so far.
l Grant Updates – applied for grant from CLiF for $500. VT Dept of Libraries opened the
grant for 16.4M dollars by U.S. Treasury Dept. Applications opened a few days ago and
close on March 12, 2024. Capital projects only that must have a focus on internet access,
telehealth information, education, connecting with providers. WML need to create more
space would apply. WML is working with CHT to complete the application and apply.
Projects must be completed by December 31, 2026. Will need a letter of support from the
Chair of the Library and a letter of support from the City Council as well as the Friends of
the Winooski Memorial Library. Dad Guild. WML will gather and collect and memorialize

l City Council approved the proposed budget at Jan 22 meeting. Good news for WML –
included for 14 additional hours per week for clerk. A value of $18,000.
l Friends of WML is still in the works to gather the group.
Building Update – Feb 20 th City Council meeting will go for approval for a resolution and an
agreement with CHT - agreement to work toward the sale with CHT. Also will be working on
detailing of the financing. Grant will be helpful with the project if we can obtain that. More
discussions on how the project will unfold. Nov 1, 2024 targeted as a kick off date. Not sure if
that will happen – so tentative at best.
VI. Final Approval of Draft Intellectual Freedom Policy

Reviewed the revised version of the policy document. The Library Committee approved the

VII. Review of Updates to the Vermont Statutes and Standards Related to Libraries
Nate sent documents. Nate provided recommendations by the State regarding leaning on the
Vermont Statutes and Standards related to the libraries. Nate provided some standards for
Library Committees and Library Trustees and adhering to those. No major changes. There is a
section on Patron Confidentiality and when a library would share patron records with someone
else (i.e. parent requesting the records of a child in their care. Ex. This would apply for Children
16 and under would be an exception. Vermont is challenging this to change the age to 12.)
