TIF Annual Meeting

Box A * Withee, Wisconsin 54498 The Standing Joint Review Board met on June 6, 2023 in the Municipal Building, Conference Room at 10 a.m. for the TID Annual meeting with Zoom video/teleconference available for attendees. ROLL CALL Chair Everett Lindgren called the meeting to order. Roll call was answered by Everett Lindgren for the Village of Withee, Scott Winch for Owen-Withee School District, Dan Hiipakka as Withee community member, and Larry Klabon for the Clark County Board, and Joni Geroux (Zoom) for the Chippewa Valley Technical College. Also present were Village auditor, April Anderson, from CLA (Zoom) and Cindy Cardinal. Clerk Niemi recorded the minutes. Members reviewed the financial statements of TID 1, 2 and 3 as presented. Questions were asked about what happens to the remaining deficit from TID 1 since it terminated. April Anderson from CLA explained, it has already been paid by the general fund of the Village, but the Village doesn’t get to recoup that cost from the tax increments since TID #1 is closed. Special legislation to extend TID 1 was pursued in 2022 by Representative James which passed the Assembly and wasn’t introduced in the Senate by Senator Bernier. In 2023, Representative Hurd tried to introduce it to the Assembly again, but no one would co-sponsor as they didn’t want to set a precedence of re-opening a TID. Financials were reviewed for TID 2 & 3, and it was noted that they won’t recoup all their costs by their termination dates. Clerk Niemi said the Village is eligible for two extensions for the remaining TIDs before termination, so that will be an option if necessary. There is no business scheduled to be built in TID 2. In TID 3, Andrew T. Fawley Trucking is supposed to start building the trucking terminal in 2023. A Dan Hiipakka/Larry Klabon motion to adjourn at 10:17 a.m. carried with all ayes.
