The Standing Joint Review Board met on May 21, 2024, in the Municipal Building, Conference Room at 10 a.m.
for the TID Annual meeting with Zoom video/teleconference available for attendees.
ROLL CALL
Chair Everett Lindgren called the meeting to order. Roll call was answered by Everett Lindgren for the Village of
Withee Board, Dan Hiipakka as Withee community member, Larry Klabon for the Clark County Board, and Ken
Pearson for the Chippewa Valley Technical College. Scott Winch, Owen-Withee School District Administrator,
arrived at 10:03 am. Also attending by Zoom videoconference was Village auditor, April Anderson, from CLA.
Clerk Niemi recorded the minutes.
Members reviewed the financial statements of TID 2 and 3 as presented, and it was noted that both TIDs may not
recoup all costs by termination dates. Clerk Niemi said the Village is eligible for two extensions for the TIDs
before termination, so that will be an option if necessary. There are no businesses scheduled to be built in TID 2.
In 2023, the Toss In Wash laundromat and car wash were built in TID 3. The Andrew T. Fawley Trucking
company agreed to build a trucking terminal in 2023 in TID 3. However, they are no longer in business so aren’t
going to build. Andrew Fawley is requesting that the Village Board allow him to deed the property to Straightline
Investments, LLC. Straightline Investments, LLC plans to build storage units and possible storefronts on the
parcel. The deed transfer is still being discussed between the Village of Withee Board and Straightline
Investments, LLC. In 2022, Maurina Monuments built a storefront with mini storage in TID 3. Maurina sold a
parcel of land west of the mini storage for a new construction company to build a shop with office and a cold
storage building. Now, the construction company may buy an existing shop but still plans to build in TID 3 in the
future. Klabon asked about the negative balances on TID 2 and 3. April Anderson from CLA explained that it is
normal to have a negative balance as the investments were made with the Village funds which are then reimbursed
from future increment. So, TIDs usually operate at a deficit in the beginning and hope to recoup the funds by
receiving the tax increment over the lifespan.
