TIF Annual Meeting

Box A * Withee, Wisconsin 54498 The Standing Joint Review Board met on April 10, 2025, in the Municipal Building, Conference Room at 10 a.m. for the TID Annual meeting and support for resolutions to extend TID 2, with Zoom video/teleconference available for attendees. ROLL CALL Chair Everett Lindgren called the meeting to order. Roll call was answered by Everett Lindgren for the Village of Withee Board, Dan Hiipakka as Withee community member, Larry Klabon for the Clark County Board, Ken Pearson for the Chippewa Valley Technical College, and Randy Bergman, Owen-Withee School District Administrator. Also attending by telephone was Village auditor, April Anderson, from CLA, as she was unable to access Zoom. Cindy Cardinal was also in attendance. Clerk Niemi recorded the minutes. Members reviewed the financial statements of TID 2 and 3 as presented. A Klabon/Hiipakka motion to accept the financial statements for TID 2 and TID 3 carried with all ayes. Members reviewed the cash analysis presented for the developer agreement between Esker Properties, LLC and the Village of Withee for construction of a warehouse assessed at just over $1 million being built in the spring of 2025. The PAYGO tax rebate in the developer agreement is based on extending TID 2 with a 3-year standard extension and 3-year technical school extension. A Klabon/Hiipakka motion to adopt Resolution 01-04-25 Technical College Extension to extend TID 2 three additional years to December 17, 2032 (2035: doing a simultaneous Standard Extension as well) carried with the following roll call vote: Lindgren, yes; Pearson, yes; Bergman, yes; Hiipakka, yes; Klabon,yes. A Klabon/Hiipakka motion to adopt Resolution 02-04-25 Standard Extension to extend TID 2 three additional years to December 17, 2032 (2035; doing a simultaneous Technical College Extension as well) carried with the following roll call vote: Lindgren, yes; Pearson, yes; Bergman, yes; Hiipakka, yes; Klabon,yes.
