Box A * Withee, Wisconsin 54498 The Village of Withee Board met on March 14, 2022, in the Municipal Building, Conference Room at 6:30 pm for the regular board meeting. ROLL CALL President Lindgren called the meeting to order. Roll call was answered by Trustees Lindgren, Shelton, Gehrke, Frankewicz, and Kalepp. Clerk Niemi recorded the minutes. Also, present were DPW Troy Hatlestad, Police Chief Patrick Fehlman, Officer Jacob Haugstad, and Cindy Cardinal. MINUTES A Kalepp/Frankewicz motion to approve the minutes of the February 14, 2022, regular meeting minutes carried with all ayes. FINANCIAL STATEMENTS A Frankewicz/Shelton motion to approve the monthly financial statements for the General, Water, and Sewer Accounts carried with all ayes. PAYMENT OF BILLS A Shelton/Frankewicz motion to approve paying the General Account checks 35438 thru 35481; Water Account checks 7037 thru 7047; and Sewer Account checks 2503 thru 2504 carried with all ayes. PAYROLL REPORT The board reviewed the employee time cards and payroll report. COMMUNITY INPUT There was no community input. COMMITTEE REPORTS Trustee Kalepp reported that the library discussed purchasing a defibrillator. Trustee Lindgren reported that a representative from Feed My People plans to use an area at the Withee Ball Park for a monthly mobile food pantry since the pantry at Community Alliance is discontinuing in April. DEPARTMENT OF PUBLIC WORKS A Kalepp/Gehrke motion to appoint Troy Hatlestad, Everett Lindgren, and John Frankewicz to the Bipartisan Infrastructure Law (BIL) Selection Committee carried with all ayes. This committee will evaluate and rank the Statement of Qualifications received from consulting firms that are interested in designing street and storm sewer improvements along 1st Street from Pine Street to Division Street. The BIL committee is meeting Monday, March 28th at 4 pm at Village Hall. A Shelton/Frankewicz motion to hire Dave Laabs as a part-time public works employee at $13.80/hour with no benefits to assist DPW Hatlestad as needed carried with all ayes. POLICE REPORT The board reviewed the February call log. Chief Fehlman and Officer Haugstad reported on a recent drug bust, theft at the school, which was solved, traffic stops with citations, and the increase of child related cases. Most investigations take many hours to complete. In the spring, the part-time officer will begin with ordinance enforcement. A Frankewicz/Kalepp motion to approve the bills paid 2/02/2022 thru 3/02/2022 carried with all ayes. GENERAL DEPARTMENT Clerk Niemi with MSA representative, Dave Rasmussen, provided information for a bill to extend TID#1 to Representative Jesse James office. The bill passed in the Assembly and was sent to the Senate. Unfortunately, it did not get picked up in the Senate and died. Plans are to gain the support of our representative and senator to sponsor the bill again next year. A Frankewicz/Shelton motion to approve pursuing special legislation to extend TID#1 in 2023 carried with all ayes. The board was informed that virtual Open Book will be April 19, 2022, when Bowmar Appraisal can be contacted by phone or email. The Board of Review (BOR) will be held April 26, 2022, from 5 to 7 pm at the Village Hall. Clerk Niemi ordered the BOR training and will complete it to meet the state mandated annual training requirement for at least one person on the board.
