The Village of Withee Board met on June 13, 2022, in the Municipal Building, Conference Room at 6:30 p.m.
for the regular board meeting.
ROLL CALL
President Lindgren called the meeting to order. Roll call was answered by Trustees Lindgren, Shelton, Gehrke,
Frankewicz, and Kalepp. Clerk Niemi recorded the minutes. Also present were DPW Troy Hatlestad, Cindy
Cardinal, Leslie Frankewicz, Denise Lee, and Merlin Lee.
MINUTES
A Frankewicz/Kalepp motion to approve the minutes of the May 9, 2022, regular meeting and May 9, 2022,
organizational meeting carried with all ayes.
FINANCIAL STATEMENTS
A Shelton/Frankewicz motion to approve the monthly financial statements for the General, Water, and Sewer
Accounts carried with all ayes.
PAYMENT OF BILLS
A Frankewicz/Gehrke motion to approve paying the General Account checks 35579 thru 35633, Water Account
checks 7071 thru 7086, and Sewer Account check 2513 thru 2515 carried with all ayes.
PAYROLL REPORT
The board reviewed the employee time cards and payroll report.
COMMUNITY INPUT
Leslie Frankewicz stated she has seen police patrolling across from her house only twice and watched cars
speed with only one vehicle stopped. She said that the speeding on Division Street has been going on for years,
and she doesn’t want an accident to happen. Trustee Frankewicz commented that speeders should not be
allowed to drive 15 mph above the speed limit before getting a ticket. Denise Lee said that is too fast for a
residential area with little kids on bikes. Leslie felt that if the police would enforce the speed limit like Thorp
and Greenwood, our reputation would make drivers slow down. Leslie and Denise also mentioned the trucks
with air brakes. Trustee Gehrke said they would address the concerns at the next police committee meeting.
COMMITTEE REPORT
Trustee Kalepp stated that the Library Board is getting ready for Withee Days. President Lindgren said no
printed police report was available. A visual display of the calls since January 1, 2022, was presented. Speeding
vehicles are getting warnings vs. citations at a ratio of 5:1. The Crown Victoria is almost done. Due to Officer
Haugstad caring for K-9 Jimmi, he is authorized to take the patrol vehicle home up to 25 miles. Police Chief
Fehlman had his six-month evaluation. The department is still waiting for docking stations for radios and
laptops in the patrol cars.
POLICE REPORT
A Shelton/Gehrke motion to approve the police bills paid 05/04/2022 to 06/07/2022 carried with all ayes. A
Gehrke/Shelton motion to approve the wage recommendation of $1.00 an hour raise to $29.60 effective June 1,
2022, for Police Chief Patrick Fehlman carried with four ayes and Frankewicz voting nay.
GENERAL DEPARTMENT
A Kalepp/Frankewicz motion to approve Class “B” licenses for: Withee Community Softball League, Agent
Jackie Jo Peissig; Withee Mobil Mart d/b/a Withee BP (Suite A), Agent Deanne Wells; Withee Mobil Mart d/b/a
Chester’s Chicken (Suite B), Agent Deanne Wells; Black River Sportsmen’s Club, Agent Jeffrey Greschner
carried with all ayes. A Frankewicz/Gehrke motion to approve Temporary Class “B” license for O-W Lions
Club, Agent Kevin Molitor carried with all ayes. A Shelton/Kalepp motion to approve “Class B” licenses for:
Jason Thornton d/b/a IGYS Bar & Grill, Agent Samantha Thornton; Midway Bar LLC, Agent Dawn Burkhardt
carried with all ayes. A Frankewicz/Kalepp motion to approve operator licenses for: Lori Thieme, Kitara Mills,
Courtney Renderman, Donna Roder, Candace Hubbard, Jessica Lulloff, Danielle Staniec, Leah Shakal, Shanna
Nernberger, Lacey Ladewig, Teri Shattuck, Arthur Petke, Ashley Seefluth, Marsha Ross, Dawn Klabon, Gary
Lindgren, Bobbi Mortimer, Jody Nordine, Jeffrey Conger (contingent on schooling completed) carried with all
ayes.
A Gehrke/Frankewicz motion to approve the Wisconsin Help for Homeowners (WHH) Homeowner Assistant
Fund (HAF) participation agreement between the State of WI Department of Administration Division of Energy,
Housing, and Community Resources with the Village of Withee carried with all ayes. The board discussed the
participation in the Clark County Economic Development & Tourism booth at Farm Technology Days. No one
can work so no action was taken.
A Kalepp/Shelton motion to adjourn at 7:09 p.m. carried with all ayes.
