Box A * Withee, Wisconsin 54498 The Village of Withee Board met on May 9, 2022, in the Municipal Building, Conference Room at 6:30 p.m. for the regular board meeting. ROLL CALL President Lindgren called the meeting to order. Roll call was answered by Trustees Lindgren, Shelton, Gehrke, Frankewicz, and Kalepp. Clerk Niemi recorded the minutes. Also present were DPW Troy Hatlestad, Cindy Cardinal, Chief Patrick Fehlman, and Officer Jacob Haugstad. MINUTES A Frankewicz/Kalepp motion to approve the minutes of the April 11, 2022 public hearing, April 11, 2022 regular meeting, April 26, 2022 Board of Review, and April 26, 2022 Special meeting minutes carried with all ayes. FINANCIAL STATEMENTS A Shelton/Gehrke motion to approve the monthly financial statements for the General, Water, and Sewer Accounts carried with all ayes. PAYMENT OF BILLS A Shelton/Kalepp motion to approve paying the General Account checks 35530 thru 35578, Water Account checks 7061 thru 7070, and Sewer Account checks 2510 thru 2512 carried with all ayes. PAYROLL REPORT The board reviewed the employee time cards and payroll report. COMMUNITY INPUT There was no community input. COMMITTEE REPORT Trustee Kalepp reported that the Library Board is preparing for the Withee Days booth and is purchasing the Philips HeartStart AED. TAX INCREMENTAL DISTRICT (TID) TERMINATION RESOLUTION 01-05-22 A Gehrke/Frankewicz motion to pass Tax Incremental District (TID) Termination Resolution 01-05-22 for TID No.1 carried with the following roll call vote: Lindgren, yes; Shelton, yes; Gehrke, yes; Frankewicz, yes; Kalepp, yes. This resolution is required by the Department of Revenue when the TID life expires, even though insufficient increment was collected to cover project costs. DEPARTMENT OF PUBLIC WORKS DPW Hatlestad reported that an annual CMAR report is submitted for our collection system. A Frankewicz/Kalepp motion to approve Resolution 02-05-22 for the CMAR report carried with all ayes. Hatlestad spoke about grant-eligible projects listed in the Village portion of the Clark County outdoor plan. A Gehrke/Shelton motion to approve Resolution 03-05-22 to Adopt the Clark County Outdoor Recreation Plan, 2022-2027 as the Official Comprehensive Outdoor Recreation Plan for the Village of Withee carried with all ayes. Hatlestad reported that the tower painting begins this week with a complete draining of the tower, sand blasting on the 13th, and painting on the 16th. During this time, water will come from Owen so there could be pressure fluctuations. The DNR mandates the painting which was delayed due to COVID. He also reported on the sewer extension project in the business park near completion. In addition, he had to replace two variable frequency drives at the water plant. Due to age, well #3 and service pump “A” need replacing and then will be good for 10-13 years. POLICE REPORT The April police report was reviewed. Trustee Frankewicz asked about the handwritten items on the report regarding underage smoking and additional traffic/ordinance citations. He questioned the number of warnings, traffic patrol, and the extra patrol at Munson Bridge. Chief Fehlman and Officer Haugstad answered questions and explained the Munson Bridge Winery call was per school request for prom. A Shelton/Gehrke motion to approve the police bills paid 04/05/2022 to 5/03/2022 carried with all ayes. A Gehrke/Kalepp motion to approve the National Police Week and Peace Officers’ Memorial Day Proclamation carried with all ayes. CLOSED SESSION A Kalepp/Frankewicz motion at 6:51 p.m. to enter Closed Session pursuant to §Ch. 19.85 (1)(c), “considering employment, promotion, compensation or performance evaluation data of any public employee for police officer labor agreement” carried with all ayes. A Shelton/Kalepp motion to invite Chief Fehlman and Officer Haugstad into closed session carried with all ayes. A Gehrke/Kalepp motion to reconvene into open session at 7:05 p.m. carried with all ayes. A Gehrke/Shelton motion to approve the police officer labor agreement as presented with edits carried with all ayes. GENERAL DEPARTMENT The Board discussed the Waste Management fuel surcharge which is part of the contract when fuel costs go over a specified rate. The invoices will be observed to see if monthly resident charges need to be changed before budgeting. A Frankewicz/Gehrke motion to approve transferring funds into the general account, if necessary, when paying for the sewer extension project in the Business Park carried with all ayes. After the project is completed, the auditor will allocate how much should be paid from the enterprise accounts. A Gehrke/Kalepp motion to adjourn at 7:16 p.m. carried with all ayes.
