Box A * Withee, Wisconsin 54498 The Village of Withee Board met on April 26, 2022, in the Municipal Building, Conference Room at 7 p.m. for a Special Board meeting. ROLL CALL President Lindgren called the meeting to order. Roll call was answered by Trustees Lindgren, Shelton, Gehrke, Kalepp and Frankewicz. Clerk Niemi recorded the minutes. CEDAR CORPORATION CONTRACT FOR APPLICATION ASSISTANCE FOR STP-LOCAL PROJECT Discussion followed about paying the Cedar Corporation contract for application assistance. President Lindgren felt the Village shouldn’t pay it as it wasn’t part of the original plan. None of the trustees recall Chapman mentioning an application fee when the Bipartisan Infrastructure Law process was presented at the 2/14/2022 regular board meeting. Trustee Frankewicz asked if the application process would halt if the Village didn’t pay the fee. Trustee Gehrke said Brian Chapman stated at the 4/11/2022 regular board meeting that Cedar Corporation would submit the application even if the Village did not pay the fee. Trustee Frankewicz interpreted that Chapman meant they would submit the application even if they had to wait for approval but still expected to be paid their fee. President Lindgren stated that the application doesn’t guarantee the project will be approved. Clerk Niemi reported that Chapman told her in the clerk office on 4/12/2022 that it was listed in the Request for Statement of Qualifications (RSQ) in the anticipated project timeline that the firm and Village would negotiate a contract for Application Assistance Phase Services. Board members examined the RSQ and found that to be true but pointed out it was listed to negotiate, not just pay a predetermined fee. Trustee Frankewicz wondered if it was worth negotiating to save $500 and create bad feelings with Cedar Corporation. A Frankewicz/Gehrke motion to approve the Cedar Corporation contract for application assistance for STP-Local Project for 1st Street for the fee of $1,500 carried with four ayes and Lindgren voting nay. PRIVACY FENCE AGREEMENT WITH ABBC, LLC A Frankewicz/Kalepp motion to approve the privacy fence agreement with ABBC, LLC carried with all ayes.
