Box A * Withee, Wisconsin 54498 The Village of Withee Board met on April 11, 2022, in the Municipal Building, Conference Room at 6:30 p.m. for the regular board meeting. ROLL CALL President Lindgren called the meeting to order. Roll call was answered by Trustees Lindgren, Shelton, Gehrke, Frankewicz, and Kalepp. Clerk Niemi recorded the minutes. Also, present were DPW Troy Hatlestad, Cedar Corporation representative Brian Chapman, ABBC LLC representatives Brock Pottinger and Ben Hanvelt, Dan Hiipakka, Leslie Frankewicz, Mary Rosiejka, Nora Keller, Louise Olszewski, and Cindy Cardinal. MINUTES A Frankewicz/Kalepp motion to approve the minutes of the March 14, 2022, regular meeting carried with all ayes. FINANCIAL STATEMENTS A Shelton/Frankewicz motion to approve the monthly financial statements for the General, Water, and Sewer Accounts carried with all ayes. PAYMENT OF BILLS A Kalepp/Frankewicz motion to approve paying the General Account checks 35482 thru 35529, Water Account checks 7048 thru 7059, and Sewer Account checks 2505 thru 2509 carried with all ayes. PAYROLL REPORT The board reviewed the employee time cards and payroll report. Trustee Shelton asked when David Laabs would start working. Laabs will begin April 12th and work as needed. COMMUNITY INPUT There was no community input. COMMITTEE REPORT There were no committee reports. DEPARTMENT OF PUBLIC WORKS DPW Hatlestad reported that the BIL selection committee of Trustee Frankewicz, President Lindgren, and himself met on March 28th to compare the SOQs from Cooper Engineering and Cedar Corporation. A Gehrke/Frankewicz motion to approve the committee’s recommendation of Cedar Corporation as consultant to provide application assistance and engineering design for BIL-Funded FFY23 STP-Local Project for 1st Street carried with all ayes. Brian Chapman requested action on paying an application fee of $1500 to Cedar Corporation. It was not on the agenda, so the board decided to act on the request April 26, 2022, at a Special Meeting at 7 pm. Chapman then reported on the electronic bids received from Steen Construction, Inc., Earth, Inc., and Haas Sons, Inc which ranged from $101,490.00 to $110,790.95 for the sewer project in the business park. Chapman said the bids came in higher than estimated due to increase in costs. A Frankewicz/Kalepp motion to approve the lowest bidder, Steen Construction, Inc. for the Business Park-2022 Utility Improvement project carried with all ayes. POLICE REPORT The March police report was reviewed. President Lindgren reported that both squads are ready with radar detection from the front and back of the squad and a handheld gun measuring speeds from the side. The part- time officer will enforce ordinance violations in May. The Crown Victoria is still in the repair shop. The police department saved money on desks and guns. The K-9 truck is outfitted to protect the dog. They are going to restart the DARE program. Trustee Frankewicz heard a new contract was issued but only signed by Owen. President Lindgren said that was being addressed as the contract was a draft and not correct. A Shelton/Gehrke motion to approve the police bills from 3/02/2022 to 4/05/2022 carried with all ayes. RECOMMENDATION FROM PLANNING COMMISSION FOR ZONING CHANGE A Gehrke/Lindgren motion to approve the Planning Commission recommendation to change the zoning from R-1 Single-Family Residential to R-2 Multi-Family Residential for parcels 191.0205.000 and 191.0206.000 located at 1013 Division Street contingent on the sale to ABBC LLC with ABBC LLC putting it in writing that the north and west fence will be installed within 60 days of the sale carried with the following roll call vote: Lindgren, yes; Shelton, yes; Gehrke, yes; Frankewicz, no; Kalepp, yes. GENERAL DEPARTMENT The Withee Library Board President, Louise Olszewski, presented information on an automated external defibrillator (AED). Olszewski plans to have the library mail a donation request letter to raise the funds for an AED. Discussion followed on training and device location. A Frankewicz/Shelton motion to cover the maintenance costs of battery and pads for either a Philips HeartStart or DefibTech Lifeline AED the Withee Library purchases carried with all ayes. The board was informed that John Frankewicz, Susan Kalepp, and Randy Shelton were reelected as Village Trustees at the April 5th election. The clerk’s computer has been shutting off intermittently and having an electrical smell. A Frankewicz/Kalepp motion to purchase a computer from Yellowstone Computing for $970 to be paid by the sewer, water, and general accounts carried with all ayes. A Kalepp/Shelton motion to adjourn at 7:32 p.m. carried with all ayes.
