Box A * Withee, Wisconsin 54498 The Village of Withee Board met on December 12, 2022, in the Municipal Building, Conference Room, at 6:30 p.m. for the regular board meeting. ROLL CALL President Lindgren called the meeting to order. Roll call was answered by Trustees Lindgren, Shelton, Gehrke, and Kalepp. Trustee Frankewicz was absent. Clerk Niemi recorded the minutes. Also, present were Cindy Cardinal, Chief Patrick Fehlman, and DPW Troy Hatlestad. MINUTES A Kalepp/Shelton motion to approve the minutes for the November 14, 2022 regular meeting and November 30, 2022 budget hearing carried with all ayes. FINANCIAL STATEMENTS A Shelton/Kalepp motion to approve the monthly financial statements for the General, Water, and Sewer Accounts carried with all ayes. PAYMENT OF BILLS A Kalepp/Gehrke motion to approve paying the General Account checks 35879 thru 35928, Water Account checks 7145 thru 7155, and Sewer Account checks 2531 thru 2534 carried with all ayes. PAYROLL REPORT The board reviewed the employee time cards and payroll report. COMMUNITY INPUT There was no community input. COMMITTEE REPORT No reports were given. DEPARTMENT OF PUBLIC WORKS DPW Hatlestad reported that B&M Tech delivered the backup processors, replaced the VFD on the reclaim pump, and installed dials for manual control on existing VFDs. POLICE REPORT The police traffic stops, incident summary, and fines received were reviewed. Due to a problem with processing, the fees had gone to the county but are now going to the municipalities. In the past 12 weeks, Officer Haugstad has made 11 OWI arrests which were evenly split between Withee and Owen. A Shelton/Gehrke motion to approve the bills paid 11/02/2022 to 12/07/2022 in the amount of $14,919.52 carried with all ayes. A Gehrke/Shelton motion to approve Withee’s share of $96,809 in the final police budget carried with all ayes. A Kalepp/Lindgren motion to review the Village of Withee and City of Owen’s Abandoned and Junked Vehicle ordinances with the intention of editing the Village of Withee’s ordinance to aid in enforcement carried with all ayes. Recommended changes will be reviewed at the next meeting. GENERAL DEPARTMENT A Kalepp/Shelton motion to approve authorizing the Clark County Planning & Zoning office to review all certified survey maps (CSM) completed within the Village of Withee limits and assess the cost to the surveyor carried with all ayes. A Shelton/Gehrke motion to approve applying for the 2022 Election Security Subgrant through the Wisconsin Election Commission carried with all ayes. A Kalepp/Gehrke motion to give the full-time employees a $50 Christmas gift and part-time employees a $25 Christmas gift carried with all ayes. A Shelton/Kalepp motion to approve the 2023 employee wage and benefit schedule as presented carried with all ayes. A Kalepp/Shelton motion to adjourn at 7:05 p.m. carried with all ayes.
