The Village of Withee Board met on September 11, 2023, in the Municipal Building Conference Room at 6:30
p.m. for the regular board meeting.
ROLL CALL
President Pro Tem Frankewicz called the meeting to order. Roll call was answered by Trustees Frankewicz,
Shelton, Gehrke, and Kalepp. President Lindgren was absent. Clerk Niemi recorded the minutes. Also present
were DPW Derek Schad, Cindy Cardinal, Sandy Deacon, and Elizabeth Bourdon.
MINUTES
A Shelton/Kalepp motion to approve the minutes of the August 14, 2023, regular meeting carried with all ayes.
FINANCIAL STATEMENTS
A Kalepp/Gehrke motion to approve the monthly financial statements for the General, Water, and Sewer
Accounts carried with all ayes.
PAYMENT OF BILLS
A Gehrke/Kalepp motion to approve paying the General Account checks 36349 thru 36392, Water Account
checks 7271 thru 7283, and Sewer Account checks 2561 thru 2562 carried with all ayes.
PAYROLL REPORT
The board reviewed the employee time cards and payroll report.
COMMUNITY INPUT
No community input was given.
COMMITTEE REPORT
Trustee Kalepp reported that the library board did not meet in August. Trustee Shelton reported that the police
committee did not meet in August.
HOUSE OF FRIENDS REQUEST
House of Friends board president, Sandy Deacon, and co-director, Elizabeth Bourdon, reported that 12 kids are
signed up for this after school non-profit organization. Attendees get a snack, homework assistance, and
activity. A Shelton/Kalepp motion to donate $1,500 to the House of Friends carried with all ayes.
POLICE REPORT
There was no police report.
DEPARTMENT OF PUBLIC WORKS
DPW Derek Schad reported that Visu-Sewer plans to televise the line on Eastwood Street the last week of
September and the WISLAR report for roads will be completed this week. Hydrants will be flushed September
18-22nd, the valves turned the week after, and the sewer jetted the following week. He met with Department of
Natural Resources (DNR) representative, Brian Pietz, to discuss annual review, 3-year sanitary survey, and
2024 lead and copper service inventory. Schad said the lead and copper water samples were sent in for testing
and the DNR approved the Compliance Maintenance Annual Report. Schad provided the new endloader quotes
for a JD624P endloader and a JD544P endloader, as it would cost more to move the blade and hydraulics than
what the current endloader is worth. The JD624P is bigger but Schad felt the JD544P which matches the
current one would be adequate. Discussion was had on the quotes and financing. A Shelton/Gehrke motion to
postpone a decision on the purchase of a new endloader until the October meeting carried with all ayes. The
board reviewed the quotes for the four-wheeler to be used for plowing sidewalks and spraying weeds. A
Gehrke/Shelton motion to purchase with funds from the budgeted Streets account the 2023 Polaris 4-wheeler
from Bill’s Service Center for $12,376.17 carried with all ayes. The concrete company used the quoted amount
of material lifting the sidewalks from Spaulding Street to the O-W Pharmacy parking lot. To finish in front of
the pharmacy, it would cost $2,893.75 for additional material. DPW Schad will see if the company can grind
the section of completed sidewalk to see if leveling can be improved. A Shelton/Kalepp motion to postpone a
decision on the Concrete Lifting Technologies quote to level the sidewalk from the pharmacy to the bar until
the October meeting carried with all ayes. The Village owns parcel 191.0171.000 which has been used as a
parking lot between Midway Bar and O-W Pharmacy. The board discussed what to do with it, as they don’t
want to maintain the lot. A Gehrke/Kalepp motion to postpone a decision on parcel 191.0171.000 until the
October meeting after Clerk Niemi talks to both business owners carried with all ayes.
CLOSED SESSION
A Kalepp/Shelton motion at 7:20 pm to enter Closed Session pursuant to §Ch. 19.85 (l)(c), “considering
employment, promotion, compensation or performance evaluation data of any public employee (Director of
Public Works)” carried with all ayes. A Shelton/Kalepp motion to invite Clerk Niemi into closed session at
7:20 p.m. carried with all ayes. A Kalepp/Shelton motion to reconvene into open session at 7:30 p.m. carried
with all ayes. A Gehrke/Kalepp motion to approve a 2% wage increase and five additional vacation days
effective 09/13/2023 for DPW Derek Schad carried with all ayes.
A Kalepp/Shelton motion to adjourn at 7:31 p.m. carried with all ayes.
