Box A * Withee, Wisconsin 54498 The Village of Withee Board met on May 13, 2024, in the Municipal Building, Conference Room at 6:30 p.m. for the regular board meeting. ROLL CALL President Lindgren called the meeting to order. Roll call was answered by Trustees Lindgren, Shelton, Mueller, Kroeplin, and Kalepp. Clerk Niemi recorded the minutes. Also present were DPW Derek Schad, Cindy Cardinal, Nora Keller, and Mary Rosiejka. MINUTES A Kalepp/Mueller motion to approve the minutes of the April 8, 2024 regular meeting carried with all ayes. FINANCIAL STATEMENTS A Shelton/Kroeplin motion to approve the monthly financial statements for the General, Water, and Sewer Accounts carried with all ayes. PAYMENT OF BILLS A Kalepp/Mueller motion to approve paying the General Account checks 36717 thru 36766, Water Account checks 7367 thru 7377, and Sewer Account checks 2583 thru 2585 carried with all ayes. Clerk Niemi explained that the new printer invoice was $115 more due to installing a surge protector which EO Johnson insures the printer for life for any electrical surge damage. PAYROLL REPORT The board reviewed the employee time cards and payroll report. COMMUNITY INPUT Mary Rosiejka asked when the ordinances would be enforced for lawn length, brush piles, and unlicensed cars. Nora Keller requested an ordinance to force bicyclists to take the bike trail on the portion of Highway X that runs parallel to the bike trail. President Lindgren directed both to file complaints at the police department. COMMITTEE REPORT Trustee Kalepp reported that the Library Board is preparing for the Withee Days booth. POLICE REPORT The April police report was reviewed. DEPARTMENT OF PUBLIC WORKS A Shelton/Kalepp motion to approve Visu-Sewer quote for 388 linear feet of 8” National Liner on Eastwood Street between Dania and Clover Streets for $25,885.00 carried with all ayes. A Kalepp/Kroeplin motion to approve Resolution 01-05-24 for the CMAR report carried with all ayes. DPW Schad received quotes from Tri- County and Lube Suppliers for mowers. Lube Suppliers offers a program of trading mowers annually for roughly $1,700 per year. A Shelton/Mueller motion to approve purchasing a Gravely 99250300 Pro-Turn from Lube Suppliers for $5,250.75 after trade in of the current machine, with small mower savings carried with all ayes. The Village received blacktop bids of $65,436.01 from American Asphalt and $83,000 from Jensen & Son Asphalt. A Kalepp/Mueller motion to approve the American Asphalt bid of $65,436.01 for overlaying 2” asphalt on Clover Street west from Division Street to Willow Road gravel, from railroad tracks south on Pine Street to Highway X, and patches on Eastwood Street at sewer line dig, using budgeted street funds and savings carried with all ayes. Schad found out from the county that he has to have two flashing signs and signs that warn of the flashing signs, so the cost of the project increased. Schad also reported on the required placement of all the signage. A Kroeplin/Mueller motion to approve the purchase of two speed limit signs, two flashing signs, warning signs, and crosswalk materials with the Clark County Traffic Calming Grant, with any overages not covered by the grant paid out of the streets budget carried with all ayes. A Kalepp/Mueller motion to adjourn at 7:02 p.m. carried with all ayes.
