Box A * Withee, Wisconsin 54498 The Village of Withee Board met on April 8, 2024, in the Municipal Building, Conference Room at 6:30 pm for the regular board meeting. ROLL CALL President Lindgren called the meeting to order. Roll call was answered by Trustees Lindgren, Shelton, Mueller, Frankewicz, and Kalepp. Clerk Niemi recorded the minutes. Also, present were DPW Derek Schad, Ray Kilty, Larry T. Klabon, Robyn Bundy, Andrew Fawley, Attorney Bonnie Wachsmuth, William Kroeplin, and Cindy Cardinal. MINUTES A Shelton/Frankewicz motion to approve the minutes of the March 11, 2024 regular meeting carried with all ayes. FINANCIAL STATEMENTS A Kalepp/Mueller motion to approve the monthly financial statements for the General, Water, and Sewer Accounts carried with all ayes. PAYMENT OF BILLS A Frankewicz/Shelton motion to approve paying the General Account checks 36674 thru 36716, Water Account checks 7355 thru 7366, and Sewer Account checks 2581 thru 2582 carried with all ayes. PAYROLL REPORT The board reviewed the employee time cards and payroll report. COMMUNITY INPUT There was no community input. COMMITTEE REPORT Trustee Kalepp said the library board has started organizing for Withee Days. REQUEST FOR TRANSFER OF DEED FROM ANDREW T FAWLEY TRUCKING LLC TO STRAIGHTLINE INVESTMENTS LLC Ray Kilty presented three different pictures of storage units with square footage of 3700 square feet that could also be changed to office units by changing the doors. The building would face south with possible offices on either end. Kilty is not going to have plans made unless the transfer occurs. President Lindgren asked if any businesses committed and Kilty replied that he is still working on it. Trustee Shelton asked if there would be water and sewer to the building, and Kilty answered that he is going to set it up for that. A Frankewicz/Shelton motion to table a decision on the transfer of deed until coming out of closed session carried with all ayes. A Kalepp/Mueller motion to go into closed session at 6:38 pm per 19.85(1)(g) to confer with legal counsel concerning parcel 191.0289.002 carried with all ayes. A Kalepp/Frankewicz motion at 6:39 pm to invite Attorney Wachsmuth, Clerk Niemi, and DPW Schad into closed session carried with all ayes. A Kalepp/Frankewicz motion at 7:17 pm to reconvene into open session for possible discussion/action on request of transfer of deed from Andrew T Fawley LLC to Straightline Investments LLC carried with all ayes. Attorney Wachsmuth said that the board didn’t want Kilty to feel he had to decide tonight, and discussion was needed for a plan that satisfies both the Village Board and Kilty. A meeting with President Lindgren, DPW Schad, Clerk Niemi, Ray Kilty, and Attorney Wachsmuth will be scheduled to discuss design, water and sewer usage, and details of store-front and storage deadlines. POLICE REPORT Trustee Frankewicz questioned why a quarterly police report wasn’t supplied and several invoices. Officer Haugstad got certified as a taser instructor and the department received new tasers. A Shelton/Mueller motion to approve the police bills from 1/16/2024 to 4/02/2024 carried with all ayes. DEPARTMENT OF PUBLIC WORKS DPW Schad reported that the 2023 CCR was completed with no deficiencies and put on the website. Hydrants will be flushed the end of the month, as the City of Owen will be painting their tank so all water will run out of the Withee plant. Potholes will be patched, and restoration done on shoulders from plowing. GENERAL DEPARTMENT The board was informed that Susan Kalepp and Randy Shelton were reelected, and William Kroeplin was elected as Village Trustees at the April 2nd election. Retiring trustee, John Frankewicz, was recognized and thanked for his 18 years of service as Village Trustee. A Frankewicz/Kalepp motion to adjourn at 7:32 pm carried with all ayes.
