Box A * Withee, Wisconsin 54498 The Village of Withee Board met on March 11, 2024, in the Municipal Building, Conference Room at 6:30 pm for the regular board meeting. ROLL CALL President Lindgren called the meeting to order. Roll call was answered by Trustees Lindgren, Shelton, Frankewicz, and Kalepp. Trustee Mueller was absent. Clerk Niemi recorded the minutes. Also, present were DPW Derek Schad, Robyn Bundy, Andrew Fawley, Ray Kilty, and Cindy Cardinal. MINUTES A Frankewicz/Kalepp motion to approve the minutes of the February 12, 2024, regular meeting and February 12, 2024, public hearing carried with all ayes. FINANCIAL STATEMENTS A Kalepp/Shelton motion to approve the monthly financial statements for the General, Water, and Sewer Accounts carried with all ayes. PAYMENT OF BILLS A Shelton/Frankewicz motion to approve paying the General Account checks 36640 thru 36673; Water Account checks 7345 thru 7354; and Sewer Account check 2580 carried with all ayes. PAYROLL REPORT The board reviewed the employee time cards and payroll report. COMMUNITY INPUT There was no community input. COMMITTEE REPORTS Trustee Kalepp reported the library board is still looking for a member and has started preparing for the Tootsie Roll booth. REQUEST OF DEED TRANSFER FROM ANDREW T. FAWLEY TRUCKING TO STRAIGHTLINE INVESTMENTS, LLC Ray Kilty is requesting that the Village of Withee Board allow Andrew T Fawley Trucking to deed transfer parcel 191.0289.002 to Straightline Investments, LLC. Andrew T. Fawley Trucking was scheduled to build an office building with a couple of truck bays and another building that would have been a trucking terminal. Andrew Fawley said that due to unforeseen circumstances, the increase in prices and interest rates, and the freight industry neither building will be built. If Kilty would take ownership of the property, he plans to develop the parcel with a 72’x 40’ storage building with 6-7 units on the north side of the parcel, a second 72’ x 40’ storage building, and a retail building to possibly be used for welding/small fabricating. Kilty said he was requesting this transfer so he could get back the $60,000 he is owed for work completed. Trustees Frankewicz and Kalepp felt the parcel should be developed into a retail business and were not in favor of storage building on the parcel. A Frankewicz/Shelton motion to postpone a decision on the request of deed transfer from Andrew T Fawley Trucking to Straightline Investments, LLC until the next meeting carried with all ayes. POLICE REPORT No police officers were present, nor any reports provided. DEPARTMENT OF PUBLIC WORKS A Kalepp/Shelton motion to allow DPW Schad to purchase safety items for reimbursement of the 2023 League of Wisconsin Municipalities Safety Grant for $500 carried with all ayes. The Clark County Health Department has a traffic calming grant available. The trustees and DPW Schad discussed areas that need safety items or signage to slow the traffic to keep children safe. A Kalepp/Frankewicz motion to apply for the $10,000 Traffic Calming Safety Grant for items purchased with DPW Schad’s discretion such as radar speed signs, flashing signs, signage, paint, and stencils, invoicing items to the Clark County Health Department carried with all ayes. GENERAL DEPARTMENT A Shelton/Frankewicz motion to set the Board of Review for August 7, 2024, from 5-7 pm carried with all ayes. A Shelton/Kalepp motion to purchase a Canon IRA C3926i color printer from EO Johnson for $3,506.48, paid for from the Contingency Savings, carried with all ayes. A Kalepp/Shelton motion to adjourn at 7:38 pm carried with all ayes.
