Box A * Withee, Wisconsin 54498 The Village of Withee Board met on February 12, 2024, in the Municipal Building, Conference Room at 6:30 p.m. for the regular board meeting. ROLL CALL President Lindgren called the meeting to order. Roll call was answered by Lindgren, Shelton, Mueller, Frankewicz, and Kalepp. Clerk Niemi recorded the minutes. Also, in attendance were DPW Derek Schad, Michelle Hurst, Amos Hurst, Mark Nosko, Cindy Cardinal, Debra Kaja, Loren Shirk, Nevin Zimmerman, Paul Martin, Chris Maurina, and Police Chief Patrick Fehlman. MINUTES A Frankewicz/Kalepp motion to approve the minutes of the January 8, 2024, regular meeting carried with all ayes. FINANCIAL STATEMENTS A Shelton/Mueller motion to approve the monthly financial statements for the General, Water, and Sewer Accounts carried with all ayes. PAYMENT OF BILLS A Frankewicz/Kalepp motion to approve paying the General Account checks 36592 thru 36639; Water Account checks 7336 thru 7344; and Sewer Account checks 2577 thru 2579 carried with all ayes. PAYROLL REPORT The board reviewed the employee time cards and payroll report. COMMUNITY INPUT There was no community input. COMMITTEE REPORTS Trustee Kalepp reported that Nancy Amacher resigned from the Withee Library Board last month. They are looking for someone from the village or community to join. POLICE REPORT A Shelton/Mueller motion to approve the bills paid 11/08/2023 thru 1/03/2024 carried with all ayes. Trustee Shelton said Officer Haugstad’s vehicle got new camera equipment and four vehicles were stolen. Chief Fehlman said they were crimes of opportunity with vehicles left unlocked and reminded everyone to secure items and lock vehicles. REZONING PARCELS A Frankewicz/Kalepp motion to approve the Planning Commission’s recommendation to change the zoning of parcel 191.0092.000 owned by Michelle and Amos Hurst from R-1 Single-Family Residential to R-2 Multi- Family Residential to allow for renting to multiple tenants carried with all ayes. A Shelton/Mueller motion to approve the Planning Commission’s recommendation to change the zoning of parcel 191.0232.000 owned by Chris Maurina from R-D Rural Development to C-2 General Commercial for potential development of a business and more storage buildings carried with all ayes. DEPARTMENT OF PUBLIC WORKS DPW Schad reported that Visu-Sewer measured the section of sewer pipe from Dania to Clover on Eastwood Street to give a quote for lining. The new furnace was installed in the municipal building. A mobile home will be removed on North Street, and Schad has been unable to locate the curb stop, even with Todd Reich from Rural Water Association’s help. He may have to hire a digger to dig and locate the shut off. Also, Schad has to redo piping in the chemical room, contact the county about a DOT culvert report, and attended a National Incident Management System (NIMS) course at Neillsville. GENERAL DEPARTMENT A Kalepp/Mueller motion to refund Sandra Nissen $252.10 for lottery credit and Caitlyn and Alaric Huls $35.71 for tax overpayment carried with all ayes. A Shelton/Mueller motion to approve operator licenses for Melissa Jorgensen and Brook Ashley Cruz Rojas (contingent on providing current beverage schooling certificate) carried with all ayes. A Kalepp/Mueller motion to adjourn at 6:44 p.m. carried with all ayes.
