The Village of Withee Board met on January 13, 2025, in the Municipal Building Conference Room at 6:30 pm
for the regular board meeting.
ROLL CALL-President Lindgren called the meeting to order. Roll call was answered by Trustees Lindgren,
Shelton, Mueller, Kroeplin, and Kalepp. Clerk Niemi recorded the minutes. Also, present were Cindy Cardinal,
DPW Derek Schad, Brittany Mews of the Clark County Health Dept, Mary Rosiejka, Larry T. Klabon, Police
Chief Patrick Fehlman and Officer Jacob Haugstad.
MINUTES-A Kalepp/Mueller motion to approve the minutes of the December 9, 2024, regular meeting carried
with all ayes.
FINANCIAL STATEMENTS-A Shelton/Kroeplin motion to approve the monthly financial statements for the
General, Water, and Sewer Accounts carried with all ayes.
PAYMENT OF BILLS-A Shelton/Kalepp motion to approve paying the General Account checks 37084 thru
37134, Water Account checks 7460 thru 7470, and Sewer Account checks 2601 thru 2603 and online payments
as presented carried with all ayes.
PAYROLL REPORT-The board reviewed the employee time cards and payroll report.
COMMUNITY INPUT-Trustee Kalepp asked about enforcement of parking on the streets from 3-7 am from
Nov 1st to April 1st. Chief Fehlman said he would get tickets for DPW Schad to use as the police department is
not on at that time. Larry Klabon asked if there were any issues with garbage/recycling carts being at edge of
road.
COMMITTEE REPORT-Trustee Kroeplin said the library board meets 1/14/2025.
CLARK COUNTY HEMP-DERIVED CANNABINOID ORDINANCE-Brittany Mews, Clark County Health
Department Director, presented a packet and discussed the Clark County Hemp-Derived Cannaboid Ordinance.
In Wisconsin, hemp-derived THC products are unregulated. The county ordinance makes it illegal to sell those
products to any individual under 21 years. A Kroeplin/Mueller motion to approve sending the Clark County
Hemp-Derived Cannaboid Ordinance to Village Attorney Wachsmuth for review carried with all ayes. Chief
Fehlman and Officer Haugstad reported on these products and vaping found in the O-W school.
POLICE REPORT-Chief Fehlman reported that another squad car has been purchased, and he is getting bids to
outfit. Officer Scheffler is done with training with Fehlman and Haugstad, completing the FTO packet.
Currently he is on paternity leave. A Kroeplin/Kalepp motion to approve police bills paid 12/16/24-1/02/2025
carried with all ayes.
VILLAGE PARCEL 191.0229.000 PROPERTY LINE-The Village owned parcel 191.0229.000 where the
water plant is located, has some encroachment issues. Last year the accessor pointed out that storage sheds
(parcel 191.0229.001), part of a shed (parcel 191.0227.000) and a bit of another shed (parcel 191.0226.000) are
located on the Village owned property. The parcel owners are also using some of that property as their yards.
It is unknown why buildings were allowed to be built and why the property owners thought their lot lines were
different. A Shelton/Kalepp motion to postpone a decision on the parcel 191.0229.000 property line, and to
send the issue to the Planning Commission carried with all ayes.
DEPARTMENT OF PUBLIC WORKS-A Kroeplin/Mueller motion to approve DPW Schad purchasing safety
items up to $600 to apply for the 2024 League Safety Equipment Grant carried with all ayes. Schad is having
issues with the sewer lines on Pine and Hwy X. Haas is scheduled to camera the line 100 ft each direction, as
Schad can’t get the jetter through.
GENERAL DEPARTMENT-Clerk Niemi informed the board that Larry T. Klabon is running for Village
President and Nancy Amacher is running for Village Trustee in the spring election which is April 1, 2025.
A Kalepp/Mueller motion to adjourn at 7:01 pm carried with all ayes.
