Box A * Withee, Wisconsin 54498 The Village of Withee Board met on February 10, 2025, in the Municipal Building, Conference Room at 6:30 pm for the regular board meeting. ROLL CALL-President Lindgren called the meeting to order. Roll call was answered by Lindgren, Shelton, Kroeplin, and Kalepp. Trustee Mueller was absent. Clerk Niemi recorded the minutes. Also, in attendance were DPW Derek Schad, Cindy Cardinal, Larry T. Klabon, and Dan Kreschnewski. MINUTES-A Kroeplin/Kalepp motion to approve the minutes of the January 13, 2025, regular meeting carried with all ayes. FINANCIAL STATEMENTS-A Kalepp/Shelton motion to approve the monthly financial statements for the General, Water, and Sewer Accounts carried with all ayes. PAYMENT OF BILLS-A Shelton/Kroeplin motion to approve paying the General Account checks 37135 thru 37177 (updating chk#37166 to $168.20); Water Account checks 7471 thru 7482; and Sewer Account checks 2604 thru 2606 and online payments as presented carried with all ayes. PAYROLL REPORT-The board reviewed the employee time cards and payroll report. COMMUNITY INPUT-There was no community input. COMMITTEE REPORTS-Trustee Kroeplin reported that the Library Board had their Christmas party last month and will meet 2/11/2025. VILLAGE PARCEL 191.0229.000 PROPERTY LINE-The Planning Commission met on January 29, 2025, to review the property line issue on parcel 191.0229.000 located by the water plant where buildings from the north properties are built on Village-owned property. The Planning Commission recommended the Village sell the northeast corner of the parcel to square off the properties for the three parcels for the costs of a certified survey map (CSM) and quit claim deed. Clerk Niemi talked to all three property owners who were receptive to paying for the CSM and quit claim deed for the property. Dan Kraschnewski owns the storage buildings and commented that this seemed fair and the cheapest way to take care of the issue, rather than arguing in court. A Shelton/Kalepp motion to approve the sale of the northeast corner of approximately 310 ft (east to west) x 58 ft (north to south) of the parcel 191.0229.000, located between the intersecting north line of parcel 191.0228.000 to the intersecting west line of parcel 191.0229.001, to square off properties of 191.0229.001, 191.0227.000, and 191.0226.000 to those parcel owners for the costs of the certified survey map (CSM) and quit claim deed carried with all ayes. A Kroeplin/Kalepp motion to approve Denzine Surveying Inc contract for $3,500 for surveying, dividing, and mapping of parcels 191.0229.000, 191.0229.001, 191.0227.000, and 191.0226.000 via Clark County Certified Survey map carried with all ayes. HEMP-DERIVED CANNABOID ORDINANCE #01-02-2025-A Kalepp/Kroeplin motion to approve Hemp- Derived Cannaboid Ordinance #01-02-2025 carried with all ayes. The ordinance covers limitations for hemp- derived cannaboid to and by persons under the age of 21 years and where those items may be sold in the municipality. POLICE REPORT-Trustee Shelton reported from the O-W Police Committee that a used 2019 Explorer with 126,000 miles, new tires, same color was purchased for $10,100 which needs updating. A Kalepp/Shelton motion to approve the purchase of the 2019 Explorer for $10,100 and the GenComm quote of $9,091.66 to upfit the vehicle carried with all ayes. The committee decided to put the first quarterly payment into checking and the rest into savings. Shelton reported that repairs to the garage were tabled. Lindgren stated that it is the City of Owen’s building on their property; that Owen should repair it and charge rent to the O-W Police Committee. Shelton stated that the agreement does not include buildings. A Kroeplin/Shelton motion to not spend O-W Police funds for the repair of the City of Owen’s garage at 833 W 3rd St. as it isn’t part of the O-W Joint Police Department Agreement carried with all ayes. DEPARTMENT OF PUBLIC WORKS-DPW Schad reported that the backup in the Tonka panel fried and lost the program which B&M Tech emergency fixed at the water plant. Schad presented a video from inside the sewer line on Mill Street going east from Pine Street toward the shop. A grease line could be seen where the line had been almost fully plugged until R&R Waste Systems removed debris and flushed the line which was estimated to have taken 15 years to accumulate. A Kalepp/Shelton motion to approve the sleeving quote for $3,000 from R&R Waste Systems to repair a crack in the line carried with all ayes. Schad believes the previous issues with Well #3 were caused by the VFD. A Kroeplin/Shelton motion to approve the B&M Technical Service quote for $5,111 for Well#3 VFD & HIM installed carried with all ayes. The DNR approved the chemical pump plan submission from SEH. A Kalepp/Shelton motion to approve the chemical pump quote for $8,987 from Hawkins Inc. carried with all ayes. Schad plans to have the pumps here when B&M installs the VFD to reprogram everything. GENERAL DEPARTMENT-A Kalepp/Kroeplin motion to refund CoreLogic (Makovsky) for $107.97 and Caitlyn and Alaric Huls for $370.41 for tax overpayment carried with all ayes. A Shelton/Kroeplin motion to approve Holly Wilke and Victoria Looker as Chief Inspectors carried with all ayes. Kroeplin/Kalepp motion to approve operator license for Lindsey Emmerich carried with all ayes. A Shelton/Kalepp motion to approve rolling over the two (2) 3D-CD (19 Months) into two (2) 9-month CDs with 4.25 interest rate (4.32% APY) and transferring funds from the Business Charitable Money Market Account (BCMMA) into the LGIP Program with President Everett Lindgren and Clerk Ellen Niemi as authorized signers on both 9-month CDs at Forward Bank carried with all ayes. A Kalepp/Kroeplin motion to adjourn at 7:14 pm carried with all ayes.
