Box A * Withee, Wisconsin 54498 The Village of Withee Board met on May 12, 2025, in the Municipal Building, Conference Room at 6:30 pm for the regular board meeting. ROLL CALL-President Klabon called the meeting to order. Roll call was answered by Trustees Klabon, Shelton, Amacher, Kroeplin, and Kalepp. Clerk Niemi recorded the minutes. Also present were DPW Derek Schad, Cindy Cardinal, Officer Scheffler, Richard Denzine from Denzine Surveying, and Mary Rosiejka. MINUTES-An Amacher/Shelton motion to approve the minutes of the April 14, 2025 regular meeting, April 30, 2025 BOR, and April 30, 2025 organizational meeting carried with all ayes. FINANCIAL STATEMENTS-A Shelton/Kroeplin motion to approve the monthly financial statements for the General, Water, and Sewer Accounts carried with all ayes. PAYMENT OF BILLS-A Kroeplin/Kalepp motion to approve paying the General Account checks 37240 thru 37262, Water Account checks 7509 thru 7520, and Sewer Account checks 2616 thru 2618 and online payments as presented carried with all ayes. PAYROLL REPORT- The board reviewed the employee time cards and payroll report. COMMUNITY INPUT-Mary Rosiejka asked when the ordinances would be enforced for garbage, junk cars, and brush pile at 705 Clover St. Officer Scheffler responded that ordinance violation warning letters went out to 30-40 residences where the residents are given time to address. If not addressed, they are given another letter and if remaining non-compliant, get cited. COMMITTEE REPORT-Trustee Kroeplin reported that the Library Board meets tomorrow night, is preparing for the Withee Days booth, and scheduled an author. Trustee Amacher, Clark County Economic Development Committee (CCEDC) member, plans to present reports of CCEDC activities for each Village board meeting. VILLAGE PARCEL 191.0229.000-Richard Denzine presented the CSM which took the north 33 ft, which is in street, and dedicated it to the public, and added land to the owners of Lots 1, 2, 3 on the south side of their parcels to better fit what they were occupying and square off the water treatment parcel which is Lot 4. A Kroeplin/Kalepp motion to approve the Certificate of Dedication of the Certified Survey Map (CSM) as presented carried with all ayes. A Kalepp/Amacher motion to approve the CSM approval Resolution #01-05- 2025 carried with all ayes. POLICE REPORT-The April police report was reviewed. President Klabon asked why there were citations issued on Hwy 29. Officer Scheffler stated there are small sections of Hwy 29 in Withee and Owen jurisdictions. He has helped other departments with canine drug stops on the highway. Scheffler said Chief Fehlman wants to focus more on Owen and Withee. A Shelton/Kalepp motion to set a Village of Withee and City of Owen meeting to discuss the joint OW Police Department agreement for Tuesday, May 20th at 6 pm at the City of Owen building carried with all ayes. President Klabon said concerns over how much coverage is provided to each municipality as Withee pays 35% and Owen pays 65% and the garage will be discussed. DEPARTMENT OF PUBLIC WORKS-Approximately a half mile portion of Hixwood Road west of Division Street is owned by the Village but plowed and graded by Town of Longwood for an annual fee of $500. In 2015, the Village of Withee paid for gravel which is necessary again. Plain gravel would cost $5,000, and granite with dust control would cost $8,000. Granite would pack down, turn concrete like and not decompose as quickly. A Kroeplin/Kalepp motion to approve spending $8,000 on granite and up to $2,000 on base for Hixwood Road paid with Street Repairs budget carried with all ayes. A Kalepp/Amacher motion to approve Resolution #02-05-25 for the Compliance Maintenance Annual Report (CMAR) for the sewer carried with all ayes. A Shelton/Kroeplin motion to approve Ordinance #01-05-2025 Creating Section 6-2-19 Culverts, modifying section (j) to 30 days to repair or replace after notice carried with all ayes. An Amacher/Kalepp motion to approve the Alden Pool quote for $3,819.00 paid by the water company for the water plant dehumidifier carried with all ayes. The dump truck is rarely used and not worth fixing and the plow doesn’t fit on the current endloader. A Kalepp/Kroeplin motion to direct DPW Schad to sell the 1992 International dump truck and plow carried with all ayes. A Shelton/Kalepp motion to approve the $4,800 quote from Scott Construction to crack fill and spot seal Progress Street with funds from the $2,000 budgeted crack sealing and $2,800 from Street Repairs carried with all ayes. GENERAL DEPARTMENT-The board reviewed the League Insurance letter and dividend check. A Kalepp/Amacher motion to adjourn at 7:29 pm carried with all ayes.
