ABSENT Commissioner Allan Montiel CITY FILE# DR23-01 - 23810-23842 NE HALSEY STREET FOOD CARTS Planner Scholetzky presented the proposal to develop the commercial property located at 23810-23830 NE Halsey. These properties have two buildings that house multiple businesses. There is a large grassy area to the east and the businesses share one parking lot. At the north side of the parking lot, there is a food cart and a coffee kiosk. The development calls for expansion into the east side grassy area of the lot at 23830 NE Halsey, creating gravel pads to accommodate three food carts. Also in the proposal are site improvements that include pavement restriping for the shared parking lot, relocation of the trash enclosure, addition of an outdoor seating area, and screening along the south fence line. The current zoning of these properties is Neighborhood Commercial. Staff recommendations include additional screeningalongthe existingfence line and the removal oftwo parkingspaceseast ofthe Gyro Kingfood cart to improve flow. Staff also recommended additional striping to ensure one-way flow around the existing food carts. Dehle then spoke on behalf of the applicant. He is an architect and submitted the application. He explained that the applicant has no objection to the conditions for approval. No parties had questions for Dehle. He did indicate that there are no specific carts lined up for leases. Wood Village resident Peggy Hart, who lives at 110 Birch, provided testimony. She is worried about the impact of traffic from larger delivery trucks, the smell of excessive food odors, and the screening along the fence line. She also has current concerns about the property in question and described various nuisances and criminal activity that occur on a regular basis. Hart indicated that now that she has had a week to think about this project, she does feel better about it. Her number one concern is the screening along the fence. Dirks and Jensen had comments about why the removal of the two parking spaces is important. Trucks delivering to Wood Village Market currently use the grassy area asa loading zone/turn around and that would no longer be there once this development occurs. The removal of the two spaces would allow more flow in the parking lot. Planning Commission Minutes August 22, 2023 | Page 1 Jensen and Mott discussed the layout of the site, specifically the fence line. The possibility of adding landscapingor vegetation to create better screening was brought up. It was thought that perhaps a hedge of some sort would be best. Dehle offered up holly as an option. Everyone agreed that adding vegetation would be a good idea to increase the screening. Slats for fencing are included in the screening. Jensen asked about the use of generators and what the water source would be. Dirks stated that the food carts would be supplied with power by PGE and that generators would only be used as a backup. He also explained further that no food cart would be hooked up to City water. They would bring in their own potable water. Dirks brought up a summary that it seems most folks are in agreement to add slats to the fences, as well as some sort of vegetation to provide screening. Scholetzky noted that the condition of approval regarding the screening can be updated to add vegetation. Mott agreed with adding vegetation. Upon motion by Jensen to include addingvegetation to the required screening, seconded by Mott, and passing 4-0, DR 23-01 was approved subject to the conditions of approval to assure compliance with City standards. OTHERITEMS Dirksprovided an updateon Tany's Bakeryand Chipotledevelopments. Both projects are progressing and slated to be completed by theend ofthe year. The Chick-Fil-Adevelopment is still pending. There is some activity at The Bywayretail spaceswithsigned leasesfor a restaurantatthe eastend ofthe longerbuilding and a convenience market in the center. The sushi restaurant in the stand-alone building is pending plan resubmittal. We have turned in a RFP grant for crosswalks on Wood Village Blvd. Dirks also informed everyone thatthe discgolfcoursewill be installed at Donald Robertson Parknextweek.
