ABSENT Councilor Dara Tan. CITIZENCOMMENTS (NON-AGENDAITEMS) None. PUBLIC SAFETY REPORT Lt. Hemsworthintroduced Lt. Rob Stewart, the newchiefforWoodVillage. He presented the publicsafety report. Therewere 123dispatchedcalls forservice and 155self-initiatedcalls, whichis slightlydownfrom the previous month. Emergency calls were at 5 minutes and 43 seconds and non-emergency calls were at 7. 5 minutes average response time. There was one stolen vehicle last month and one recovered vehicle. There were four hit and runs, all unoccupied vehicles. Minerasked abouttheweaponincidentat Fred Meyers. Lt, Stewart responded that there were no public safety concerns during the incident. There was a shoplifter taken into custody by security that had a firearm, but there were no shots fired or injuries. Amend asked Lt. Stewartabouthisapproachto community policing. Lt. Stewart introduced himself. He has worked for the MCSOfor a year and prior to that worked forthe Clackamas County Sheriffs Office as a deputy and a Sergeant. Priorto that he worked in Nevada as a Federalpoliceofficerand a DeputySheriff. He bringsa largewealthofexperiencefrom differentareasand differentsizeagenciesand thinks thatwill be advantageous.As forhisapproachto community policing in WoodVillage, thatwould becontinuingthe approachthat's alreadybeen takenwithinthe City, Continuing contacts and presenceand getting to knoweverybodyin the community. Talking to people in the community and hearingtheirconcerns so we can solve problems. Minerwelcomedthe newchiefand said hewas lookingforwardto workingwith him. He sincerely enjoyed his time and was honored to have served as Wood Village's chief. Rios-Campos appreciates the partnership between the MCSO and Wood Village and thanked Lt. Stewart for attendingthe Tree Lighting. Dirks noted he was on hiring panel for both and was able to connect with Lt. Stewart earlier on community events. He is confident that the great partnership and relationship with MCSO, ourdesignated chiefand theirserviceto the communitywill continue. Niiyama added that there was no lack ofservice during the transition and Lt. Stewart was very responsive to staff. CONSENT CALENDAR A. City Council Minutes . October24, 2023 B. City Events . 13th Annual Holiday Tree Lighting Debrief dark apologizedfor not making it to the event. Minerrecommended incorporatingthe crafttable morewith the event, Rios-Campos noted that this was a trial run for the craft table, and it ran longer than anticipated. They will workon integrating it more nextyear, Dirks added that it's something other organizations have done during that kind of event, and it was very popular. Theeventtent also helped immensely. Miner stated it was a good event and he appreciated and thanked Commercial and Industrial Auctioneers for donating the use and set up of the tent. Rios-Campos added community members really appreciated the event and enjoyed all the things that were provided along with thechoir. Upon motion by dark, seconded by Amend and passing 4-0, the Consent Calendar was approved. Miner noted the agenda change. The Metro presentation was rescheduled, and the interviews were scheduled for later in the evening, so the next item discussed will be the SCADA upgrade project change order. SCADA UPGRADE PROJECT CHANGE ORDER Niiyama presented the proposed change order to the SCADA upgrade project. CSNW ran into some programming and electrical issues and inadequacies in our existing SCADA system. Niiyama explained that CSNWdidn't discover some ofthe issues until they started replacing equipment and running the programming. We also added some additional upgrades at the Parshall flume, which is a critical site, and at Well 2, which didn't have any controls in the programming. While the old system worked, staffdidn't have City Council Minutes December 12, 2023 | Page 2 the ability to interact with the system. There was no actual HMI (human interface) system so every time we hadan alarm, the utilitystaffhadto contactthe SCADAintegratorto troubleshootthe issue. Withthe upgrades, we nowhave real-timedataandcan control and troubleshootthewaterand wastewatersystems from the SCADAcomputer. Overthe past30 yearsthere's been minimal investment and this project is bringingthe system up to dateso otherintegratorscan understand and operatethe system. Overthe years as modificationshave been made, theyjust added additionalwiringand componentsto the existing, creating a confusing and cluttered mess. The originalcontractforthe SCADAimprovement projectwas $275, 000 from water and wastewater combined. The proposed change order is $160, 000 to update the contractto notto exceed $435,000.Again, thatwould comeoutofthe waterfund and the sewerfund. Dirksaddedthis wasnotforeseen becausewhenyou looked at the screensthe control buttonswerethere, but when CSNWwent to run the programming, they found the buttons weren't programmed or functioning correctly. dark noted thatAlien Bradleyequipmentwastop ofthe line at thetime, and theydidn'tallowanyoneother than licensed integratorsto workon it. Nowwe are moving on to the nextthing and it's good to seethis investment. Even more importantwiththe recent hacking intoAlien BradleyPLCsthatcausedwaterand wastewater issues. Amend asked ifwe usea radiocommunicationtowerforthe alarm system. Dirksrespondedthatwe havea prioritycommunication network. Rios-Camposcommented thatthe projectscope had essentiallychangedbecausetheyfound issuesthat had to be corrected. Minerstated hewashappywe discovered the issuesso theycould be corrected and asked if it would require a supplemental budget. Dirks respondedthatwewould knowmore in Februaryon the budget, Rios-Camposlikes the professionaldevelopmentforourstaffand thatwewon'tbe dependenton one person to troubleshootourSCADAsystem. Upon motion byAmend, secondedby dark and passing4-0, Resolution 27-2023wasapproved. COMMUNITYMEMBEROFTHEYEARAWARD Dirkspresented backgroundon the community memberofthe yearaward.We receivedfournominations this year. This is the third year Jim Mott has been nominated. He has served on the Planning Commission since2006, helpedwith the baseball infield, supported PlayEastand has been a multiyearplatinum community partner. Steve Morasch has supported City events, PlayEast, and served on the Urban Renewal Board. Theresa's Country Feed and Pet donated supplies for events and ran the pet costume contest at the last Pumpkin Fest. The Wood Village Baptist Church has been a long-standing partner for the Nite Out. They have also hosted some Clean Up day, EasterEgg Hunt, and VolunteerAppreciation Dinner events over the years, along with other community meetings. They cleaned up several homes aroundthe community and haveother programs like homeworkhelp and summerlunches. They alsodo a monthlyfood program and havea drop in food pantry City Council Minutes December 12, 20231 Page 3 Minercommented thatall fourare worthyof recognition. Amend stated that it is hard to choose. darksuggestedJim Mottsincethis is the third yearhe's been nominated. Amendstated hewasa very caring and consistentperson, and shewouldvote forhim. Rios-Campos noted he is very giving to the community and for the past five years had donated to PlayEast, He is well deservingofthis award. Minerconcurred and askedhowlong he's been the PlanningCommission representativeon the Parks Commission. Dirksresponded almost 20years. Upon nomination by dark, seconded byAmend and passing4-0, Jim Mottwasselected forthe 2023 Community MemberoftheYearaward. Rios-Camposcommented thatthe Community MemberoftheYearplaquedrewa lot ofattention atthe Tree Lightingand it's greatfor people to seetheircommunity members recognized. BOARD& COMMISSIONVOLUNTEERINTERVIEWS& APPOINTMENTS Dirkspresented the application and appointmentprocess backgroundfor boardsand commission. In previousyears, existing members couldjust confirm theywantedto reapply. Then weswitchedto everyone had to apply andgo through an interviewprocess. Forhisyearwe arejust interviewingnewmembers since Council knows the existing the members, There were three openings on the Planning Commission and two members renewed. We did not receive any applications for the Urban Renewal Agency and one application for budget. Therewerethree renewalsforthe ParksCommission and two newapplicants. Oneofthe applicantswasnotableto makethe meeting tonightand that interviewwill be rescheduledforJanuary. Minersuggested appointingthe renewingindividualsand Greg couldfollow up with the newapplicants, Upon motion by Rios-Campos,seconded by dark and passing4-0, Jim Mott and LindaJensenwere re- appointed to the PlanningCommission, Upon motion by Rios-Campos,seconded by dark and passing4-0, PatriciaSmith, Marydark and Catherine Johnston were re-appointed to the Parks Commission. Dirksasked Council to selecttwo winnersforthe coloring contestto receive a giftcard to Tany's. Councilselected Sofiaand Emily OTHER Dirksnoted thatinterviewswith Marthato discussthe retreatwill bescheduledoverthe nextcouple of weeks. City Council Minutes December12, 2023 | Page 4 Miner stated that that Mayors and City Managers for the three cities are meeting this Thursday to discuss fire because the Gresham Mayorstated their intention to essentially double ourcosts during Gresham's last Council meeting, The three cities will discuss howto proceed with a response. Rios-Campos recapped the Metro mixer. He hadgood discussions withsome oftheexecutive staffand identified some greatopportunities. The LasPosadasevent is this Fridayfrom 6 to 8:30pm atthe Wood VillageBaptistChurch. Dirks mentioned that the Toy Drive distribution served 263 families and almost 1000toys were handed out. The event was very well done and appreciated by those who attended. Miner agreed it was a great event and there were tots of happy families and kids.
