DECEMBER 15, 2022
PRESENT
Mayor T. Scott Harden, Chair Jim Mott, Design Review Board Members Stanley Dirks, LindaJensen and
Steve Zebrowski, Planner Lauren Scott, City Manager Greg Dirks, Public Works Director John Niiyama and
interested parties.
ABSENT
Design Review Board Member Alien Montiel.

Lauren Scottpresented the design reviewapplication DR22-03for a new2, 325square-footdrive-thru
Chipotle restaurant. The project site is located near Lowes, is currently vacant and is surrounded by other
town center businesses. The proposal is for a 2, 325 square foot building with a 400 square foot patio,
outdoorseating, drive-thru, publicplaza, and landscapingwith accessoffWoodVillageBlvd. Drive-thru use
is permitted in the zone and the proposal meets the 4000 square foot plaza requirement, parking
standards, relates to the surrounding environment and elements attractive serve their function. The
minimum .4 FARis not met, butthe applicationcan be approved with a variance.
Applicant Steve Russell with Cire Equity thanked stafffor their help throughout the project.
Zebrowskiasked ifthe construction will be concurrentwith the Chick-Fil-Adevelopment.
Russell respondedthatChipotlewill likely buildfirst, butthere may be someconcurrency.
Mott asked how traffic flow and other businesses would be impacted if construction is concurrent.
Russell respondedthatthe site hasa large areaforstaging and the CCRrequiresthe drivewaybetween
the two locations to remainopen. Also, Chick-Fil-Ais required to stageon theirparcel, Theywill workto
maintain construction separation and access.
Mott asked whatthe plan is to use wood in the building design,
Russell noted that wood would primarily be used to encase the drive-thm pickup area.
Mott noted thatthe landscapinglooksgood.

Dirksaddedthatthiscompliments the workthatChick-Fil-Ais planning.
Russell noted thatthiswill be a full-servicesit-down restaurantin additionto a mobileorderonly drive-thru.
Jensen asked if the drive-thru will also be used for uber, doordash, etc.
Russell responded affirmatively.
Mott asked what happens ifsomeone enters the drive-thru to place an order.
Russell noted there is an escape lane.
Upon motion by Jensen, seconded by S. Dirks and passing 4-0, DR22-03 with a variance to FAR
standards subject to conditions of approval to assure compliance with City standards was approved.
OTHER ITEMS
Dirks presented updates on current building, design, and development projects. Permits are in process for
Tany's Bakery. Installation of the new crosswalks on Halsey will begin in January. There have been permit
inquiries at the ByWay for a sushi bento restaurant and inquiries at the Town Center for a red cross
donation center. The building set for Chipotle should be submitted in January with Chick-Fil-A a couple
months after that. The County is looking at solutions to fix the issue around the southern turn lane into
Lowes.
Mott asked ifthe issuewill be resolved before Chipotleopens.
Dirksresponded hopefully.
Dirksnoted the Grand Rondeis still workingon theirfederal trust applicationand it's a multiyearprocess.
The applicationsubmittal is a very iterative process, and the trafficimpactanalysishasseveral
intersectionsthatare difficultto remediate. They are looking at several options as they must designfor
peak traffic movement. The City Council met with Grand Ronde and got a tour of the newelder housing
and energyefficient/ netzero buildings.
Zebrowski mentioned that parking at the corner of238th Dr and Maple causes issues with site lines for
pulling outand pedestriansafety.
Jensen added that the warning light on the hill is also not working right.
Dirks responded that the County is aware.
Jensen mentioned that the fence at 239th and Hotladay gets a lot of graffiti and noted that the hill there off
Glisangets treacherousin inclementweather.
Niiyama commented that is a hot spot for de-icing and sand.
