MINUTES OF THE PUBLIC HEARING OF THE WOODBINE CITY COUNCIL February 18, 2025 WOODBINE CITY HALL The meeting of the Woodbine City Council held on February 18, 2025 was called to order at 10:00 a.m. by Mayor Pro Tem Louise Mitchell, with the following Councilors present: Richard Baird, C.C. Higginbotham, Jr. City officials present: City Administrator Samantha Young. The Pledge of Allegiance was led by Louise Mitchell The invocation was led by Louise Mitchell. Motion made by Richard Baird, seconded by C.C. Higginbotham, to approve the Agenda as presented. Motion was unanimously approved and so declared by Mayor Pro Tem Mitchell. Public Comments – None. Motion made by Rick Baird, seconded by C.C. Higginbotham open the Public Hearing for citizen input regarding the City of Woodbine opting out of HB 581, Homestead Exemption. Motion was unanimously approved and so declared by Mayor Pro Tem Mitchell. Samantha Young informed Council that all notices were posted and the necessary advertisements were submitted to the Tribune & Georgian. The floor was opened for Public Comments regarding opting out of HB 581, Homestead Exemption. No comments were received. Motion made by Rick Baird, seconded by C.C. Higginbotham to close the Public Hearing. Motion was unanimously approved and so declared by Mayor Pro Tem Mitchell. The meeting adjourned at 10:12 a.m. ________________________________ Louise V. Young City Administrator MINUTES OF THE SPECIAL CALLED MEETING OF THE WOODBINE CITY COUNCIL February 24, 2025 WOODBINE CITY HALL The Special Called meeting of the Woodbine City Council held on February 24, 2025, was called to order at 6:00 p.m. by Mayor Knight, with the following Councilors present: Richard Baird, C.C. Higginbotham, Jr., Louise Mitchell and Phyllis Drummond. City officials present: City Administrator Samantha Young. The Pledge of Allegiance was led by Mayor Knight The invocation was led by Phyllis Drummond. City Administrator Samantha Young asked for an amendment to the agenda to remove New Business Adoption of the Resolution to opt out of Homestead Exemption due to the second Public Hearing, on February 24, 2025 at 10 a.m. being cancelled due to lack of quorum. C.C. Higginbotham also asked for an amendment be made to add Consideration of Quote for Phase 1 Environmental Testing to New Business. Motion was made by C.C. Higginbotham, seconded by Phyllis Drummond, to amend the agenda. Motion was unanimously approved and so declared by Mayor Knight. Public Comments – None. Motion was made by Rick Baird, seconded by C.C. Higginbotham to open the Public Hearing for citizen input regarding the City of Woodbine opting out of HB 581, Homestead Exemption. Motion made by Phyllis Drummond, seconded by C.C. Higginbotham to close the Public Hearing. Motion was unanimously approved and so declared by Mayor Knight. Old Business – None. Samantha Young presented a quote for a Phase I environmental study to be conducted on Kelley’s Towing & Scrap Metal property. Because of the nature of business conducted at the property as well as a time constraint for completion Ms. Young requested that Council consider approving a quote for both Phase I and Phase II. Motion made by C.C. Higginbotham, seconded by Phyllis Drummond, to approve the quotes from EMC Engineering Services, Inc in the amount not to exceed $25,000. Young City Administrator Attachment #1, Page 1 of 1 RESOLULTION BY CAMDEN COUNTY, GEORGIA TO OPT OUT OF THE HOMESTEAD EXEMPTION PURSUANT TO O.C.G.A. § 48-5-44.2 WHEREAS, Georgia Code O.C.G.A. § 48-5-44.2, effective January 1, 2025, creates a statewide homestead exemption from ad valorem taxes levied by, for, or on behalf of the state or any county, consolidated government, municipality, or local school district in this state; and WHEREAS, more specifically O.C.G.A. § 48-5-44.2(i) authorizes the governing authority of any county, consolidated government, municipality, or school district to opt out of the homestead exemption otherwise granted with respect to such political subdivision through certain procedures and the adoption of a resolution by March 1, 2025; and WHEREAS, the City of Woodbine, Georgia desires to opt out of the homestead exemption otherwise granted; and WHEREAS, the City of Woodbine, Georgia has complied with the required procedures pursuant to O.C.G.A. § 48-5-44.2(i), including but not limited to, holding a least three public meetings on the intent to opt out and placing the required advertisement in a newspaper of general circulation and on its website as required. NOW, THEREFORE, BE IT RESOLVED that the City Council of Woodbine, Georgia hereby opts out of the homestead exemption otherwise granted by O.C.G.A. § 48-5-44.2. BE IT FURTHER RESOLVED, that this Resolution shall become effective upon its approval by the City Council of Woodbine, GA. BE IT FURTHER RESOLVED, that the City Clerk is hereby directed to provide a certified copy of this Resolution to the Georgia Secretary of State no later than March 1, 2025.
