MINUTES OF THE REGULAR MEETING OF THE
WOODBINE CITY COUNCIL
February 3, 2025
WOODBINE CITY HALL
The regular meeting of the Woodbine City Council held on January 6, 2025 was called to order at
6:30 p.m. by Mayor Pro Tem Mitchell, with the following Councilors present: C.C.
Higginbotham, Jr., Rick Baird. City officials present: City Administrator Samantha Young.
The Pledge of Allegiance was led by Mayor Pro Tem Mitchell.
The Invocation was done by Mayor Pro Tem Mitchell.
Jimmie Cohen gave a Public Works update. Samantha Young gave a Finance and Administrative
update.
Mayor Pro Tem Mitchell proclaimed February 21st, 2025 as Arbor Day in the City of Woodbine.
Motion made by C.C. Higginbotham, seconded by Rick Baird to approve the agenda as amended.
Motion was unanimously approved and so declared by Mayor Pro Tem Mitchell.
Motion made by C.C. Higginbotham, seconded by Rick Baird to approve the minutes of the
January 6, 2025 meeting. Motion was unanimously approved and so declared by Mayor Pro Tem.
Public Comments – Robbie Cheek addressed Council to let them know that he’s present and
available for the citizens of Woodbine in his capacity as Commissioner of District 1.
Old Business – Samantha Young informed Council about the upcoming date and
recommendations from City Attorney Brian Corry regarding Woodbine’s participation in the
SPLOST IX Open House in St. Marys and Woodbine.
Motion made by C.C. Higginbotham, seconded by Mayor Pro Tem Mitchell for Woodbine not to
participate in the SPLOST IX Open House on the recommendation of the City Attorney. Motion
was unanimously approved and so declared by Mayor Pro Tem Mitchell.
Samantha Young presented information regarding House Bill 581, Opt Out of Homestead
Exemption.
Motion made by C.C. Higginbotham, seconded by Rick Baird to submit the advertisement to
conduct the three Public Hearings required for the opt out process. Motion was unanimously
approved and so declared by Mayor Pro Tem Mitchell.
Jimmie Cohen presented the quote for the Grit Removal Filtration System. The replacement is for
the 32 year old filtration system that is slowly failing.

Motion made by C.C. Higginbotham, seconded by Rick Baird to approve the replacement of the
Grit Removal Filtration System not to exceed $130,000.00. Motion was unanimously approved
and so declared by Mayor Pro Tem Mitchell.
Motion made by C.C. Higginbotham, seconded by Rick Baird to go into Executive Session.
Morion was unanimously approved and so delared by Mayor Pro Tem Mitchell.
The Executive Session convened at 8:17 p.m.
Motion made by C.C. Higginbotham, seconded by Rick Baird to reconvene the regular meeting.
Motion was unanimously approved and so declared by Mayor Pro Tem Mitchell.
The regular meeting reconvened at 8:42 p.m.
Mayor Pro Tem Mitchell advised that during Executive Session, council agreed to accept Kelley’s
Real Property Trade Agreement and Leaseback Agreement. Council also authorized Samantha
Young to move forward with the City Clerk replacement process.
The Meeting adjourned at 8:44 p.m.
