MINUTES OF THE REGULAR MEETING OF THE
WOODBINE CITY COUNCIL
March 3, 2025
WOODBINE CITY HALL
The regular meeting of the Woodbine City Council held on March 3, 2025 was called to order at 6:30 p.m.
by Mayor Kizziler Knight, with the following Councilors present: Rick Baird, C.C. Higginbotham, Louise
Mitchell and Phyllis Drummond. City officials present: City Administrator Samantha Young.
The Pledge of Allegiance was led by Mayor Knight.
The Invocation was done by Mayor Pro Tem Mitchell.
Jimmie Cohen gave a Public Works update. Samantha Young gave a City Clerk, Finance and
Administrative update.
Samantha Young asked Council to move Item 6 – Agenda Review, Amendments and Approval to Item 5 to
allow the addition of Cumberland Services presentation as well as the addition of Item 10 – New Business,
a. Approval to Attend Pension Committee Training. Motion made by C.C. Higginbotham, seconded by
Phyllis Drummond to approve the agenda as amended. Motion was unanimously approved and so declared
by Mayor Knight.
Janet Heath presented information regarding the Woodbine Public Library. Yolanda Foley with
Cumberland Services presented information regarding yard debris collection.
Motion made by C.C. Higginbotham, seconded by Phyllis Drummond to approve the minutes of the
February 3, 2025 meeting. Motion was unanimously approved and so declared by Mayor Knight.
Public Comments – Matt Jordan addressed Council to request a Town Hall meeting on or about March 17 th,
on behalf of the potential buyers of the property at Exit 14. Janet Heath addressed Council to confirm the
POC, regarding library updates, is Mayor Knight and Samantha Young.
Old Business – None
New Business – Motion made by Rick Baird, seconded by C.C. Higginbotham to approve Samantha Young
to attend Pension Committee Secretary training in Atlanta March 19th-20th. Motion was unanimously
approved and so declared by Mayor Knight.
