A motion was made by Council Member Debra Hines to approve the City Council
Meeting Minutes from February 26, 2025. Seconded by Mayor Pro Tem Chrys
Grummert.

7. Discussion and possible action regarding the Texas State draft Comprehensive
Plan Survey questionnaire.
Council Member Debra moves that Council approve a gift not to exceed $3,000 for
Dr. Michelle Edwards in regard to her time working on the Comprehensive Plan
Survey Questionnaire Project. Seconded by Council Member Krista Richardson.

8. Discussion and possible action to appoint volunteers to the City of Woodcreek
Advisory Boards.
A motion was made by Council member Debra Hines to appoint Iris Ramos to the
Community Relations Committee. Seconded by Council Member Russell Scott.
Motion passed by show of hands 5-0-0
9. Discussion and possible action to direct the Community Relations advisory body
to bring forth to Council a calendar of planned event dates for approval.
Council Member Debra Hines moves to direct the Community Relations advisory
body to bring forth a calendar event plan for approval by Council. Seconded by
Council Member Russell Scott.
Motion passed by show of hands 5-0-0
10. Discussion and possible action to authorize an Arbor Day Event on April 4, 2025
not to exceed $1,470 from the 10-10-5551 Tree Board budget line item.
Council Member Debra Hines moves to give final authorization of expenditure of
$1470 for the Arbor Day Event from the 10-10-5551 from the Tree Board Budget.
Seconded by Council Member Krista Richardson.
Mayor Pro Tem Chrys Grummert amends that the expenditure not to exceed $700
from that budget line item for the Arbor Day Event.
Amendment failed for lack of second
Mayor Pro Tem Chrys Grummert makes an amendment that any signs and banners
be reused for future Arbor Day Events. Seconded by Council Member Krista
Richardson.
Amendment passed by show of hands 5-0-0
Mayor Pro Tem Chrys Grummert makes an amendment to reduce the funds to
$1,000 for the Arbor Day Event. Seconded by Council Member Russell Scott.
Amendment failed by show of hands 2-3-0
Main motion as amended gives final authorization of expenditure not to exceed
$1,470 for the Arbor Day Event from the 10-10-5551 Tree Board budget line with any
signs and banners to be reused for future Arbor Day Events.

11. Discussion and possible action to approve Special Event Permit that includes
road closure.
Council Member Debra Hines moves to approve the Special Event Permit that
includes road closure for the Arbor Day Event of 2025. Seconded by Mayor Pro Tem
Chrys Grummert.
Motion passed by show of hands 5-0-0
12. Discussion and possible action to direct the Community Relations advisory body
to plan an appreciation event for past and present City of Woodcreek volunteers
to be hosted at the Triangle with a budget of $1,000 from the Community
Relations budget line item.
Council Member Debra Hines moves to approve and direct the Community Relations
advisory body to plan an appreciation event for past and present City of Woodcreek
volunteers to be hosted at the Triangle with a budget of $1,000 from the Community
Relations budget line item. Seconded by Council Member Linnea Bailey.
Motion passed by show of hands 5-0-0
Mayor Pro Tem Chrys Grummert amends to use funds from the Community
Relations budget to the 10-10-5551 Tree Board budget. Seconded by Council
Member Debra Hines.

13. Discussion and possible action to authorize a City of Woodcreek Egg Hunt and
allot $850 from the Community Relations budget line item to fund the event
planning and production.
Council Member Debra Hines moves to authorize the Community Relations
Committee to plan a City of Woodcreek Egg Hunt not to exceed $850 from the
Community Relations budget line item to fund the event. Seconded by Council
Member Krista Richardson.
Motion passed by show of hands 5-0-0
14. Discussion and possible action directing the Community Relations advisory body
to plan and carry out the City of Woodcreek Community Garage Sale the weekend
of April 5 th, 2025.
Council Member Debra Hines moves to authorize and direct the Community Advisory
body to plan and carry out the City of Woodcreek Community Garage Sale the
weekend of April 5th, 2025. Seconded by Council Member Russell Scott.
Motion failed by show of hands 0-5-0
15. Discussion and possible action to direct the Trees and Parks advisory board to
review and make recommendation to update the City of Woodcreek Parks Master
Plan.
Mayor Pro Tem Chrys Grummert moves to direct the Trees and Parks Board review
and make recommendation to council to update the City of Woodcreek Parks Master
Plan. Seconded by Council Member Debra Hines.

16. Discussion and possible action to direct the Mayor to create an AD HOC
Subcommittee of an odd number of members, to review the submissions from the
RFP for the General Land Office Resiliency Grant and make their
recommendation to council by the first regular Council meeting in April.
