CITY OF WYANDOTTE
REGULAR CITY COUNCIL MEETING
A Regular Session of the Wyandotte City Council was held in Council Chambers and via Virtual
Telecommunication methods, due to COVID-19 in accordance with Wayne County Local Public Health
Department “Guidance for Meetings of Governmental Bodies” and PA228 of 2020, using the Zoom
Audio platform, on Monday, June 3, 2024 and was called to order at 7:00pm with Honorable Mayor
Robert A. DeSana presiding.
The meeting began with the Pledge of Allegiance followed by roll call.
Present: Mayor Robert A. DeSana, Councilpersons Robert Alderman, Christopher Calvin, Todd Hanna,
Kelly Stec
ABSENT: Councilpersons Kaylyn Crayne; Rosemary Shuryan; City Assessor, Theodore Galeski
Also Present: Todd Browning, City Treasurer; William R. Look, City Attorney; Jesus Plasencia, City
Engineer; and Lawrence Stec, City Clerk

2024-166 MINUTES

RESOLVED that the minutes of the meeting held under the date of May 20, 2024, be approved as
recorded without objection.

2024-167 TRAFFIC CONTROL ORDER 2024-2

BE IT RESOLVED that Council concurs with the recommendation of Chief Zalewski as set forth in
Traffic Control Order 2024-2 for the installation of "Handicap Signs" at 1093 Lincoln, Wyandotte, MI
48192.
BE IT FURTHER RESOLVED that the Department of Public Service be directed to install said signs
and the City Clerk be authorized to sign said order.

2024-168 WSAF MEDIA AGREEMENT 2024

BE IT RESOLVED that Council concurs with the recommendation of the Special Events Coordinator to
approve the contract for $3,000 between the City of Wyandotte and Matt Lee/Drumbeaters for
marketing of the 2024 Wyandotte Street Art Fair, with funding from WSAF Expense Account - 285-
225-925-860.

2024-169 OUTDOOR CAFÉ: 3017-3019 BIDDLE AVENUE

RESOLVED BY THE MAYOR AND CITY COUNCIL that Council concurs with the recommendation
of the Planning Commission and the City Engineer to grant the request of P.J. Biddle, and The Iron
Gate, Appellant to use a portion of the Biddle Avenue right -of-way for an outdoor cafe adjacent to the
building at 3017-3019 Biddle Avenue subject to compliance with all ordinances, laws and regulations;
AND
2 June 3, 2024
BE IT RESOLVED that the Grant of License is hereby approved to be executed by all parties; AND
BE IT FURTHER RESOLVED that a Hold Harmless Agreement and proper insurance indicating City
as additional insured is submitted to the City before construction is started.

2024-170 RENEWAL LICENSE: BLUE WATER EXPLORATIONS–DIAMOND JACK’S

RESOLVED BY THE MAYOR AND CITY COUNCIL that Council has received the communication
from the City Engineer and Superintendent of Recreation, Leisure & Culture regarding the Renewal of
License Agreement with Blue Water Explorations, Ltd., DBA Diamond Jack's River Tours and concurs
with the recommendation to approve the Renewal of License, AND
BE IT FURTHER RESOLVED that the Mayor and the City Clerk are authorized to execute the Renewal
of License for the period of June 6, 2024, to October 3, 2024, to utilize the Bishop Park dock for a fee of
$250 for each private tour.

NEW BUSINESS
2024-171 APPOINTMENT TO TIFA/BROWNFIELD – A. KING

BE IT RESOLVED that City Council hereby CONCURS with the recommendation of Mayor DeSana to
appoint Ayana King of 2232 12th St., Wyandotte, MI, to the TIFA/Brownfield. Term to expire April
2026.

2024-172 APPOINTMENT OF POLICE CHIEF – DEPUTY CHIEF A. HAMILTON

BE IT RESOLVED by the City Council that the communication from Brian Zalewski, Chief of Police,
expressing his intention to retire effective June 14, 2024, is received and placed on file with gratitude
extended for the fine work and contributions to the City of Wyandotte during his thirty-three (33) years
of service with the City of Wyandotte; and
FURTHER, the City Council acknowledges receipt of the Minutes of the Police & Fire Commission
Meeting held on April 23, 2024, which includes the recommendation to appoint Archie Hamilton to the
position of Chief of Police effective June 15, 2024; and
CONCURS with the recommendation of the Police & Fire Commission, City Administrator, and Mayor
DeSana to appoint Archie Hamilton to the position of Chief of Police effective June 15, 2024; and
FURTHER authorizes the Mayor and City Clerk to execute an Employment Agreement with Archie
Hamilton after approval by the City's Labor Attorney which includes a starting annual salary of
$107,120.00 and the preservation of the current fringe benefit provisions currently entitled to Archie
Hamilton.

2024-173 RESCHEDULE CITY COUNCIL MEETING – 06.17.2024

BE IT RESOLVED that the City Council meeting on Monday, June 17, 2024, will not be rescheduled
and will be held on June 17, 2024.

2024-174 BUILDING RENTAL FUND DEFICIT ELIMINATION PLAN

ADOPTING A DEFICIT ELIMINATION PLAN FOR THE BUILDING RENTAL FUND
WHEREAS, the financial statements of the City of Wyandotte show a deficit in the Building Rental
Fund; and
WHEREAS, The City of Wyandotte is required to adopt A Deficit Elimination Plan that addresses said
deficit in the Building Rental Fund; and

WHEREAS, Staff has prepared the attached proposed Deficit Elimination Plan to address the
requirement; now therefore
BE IT RESOLVED BY CITY COUNCIL, That Council adopts the attached Deficit Elimination Plan;
and
BE IT FURTHER RESOLVED BY CITY COUNCIL, That the Deputy Treasurer/Assistant Finance
Director be and hereby is directed to make any necessary filings of the Deficit Elimination Plan to
ensure compliance with accounting requirements.

2024-175 BID #4866 AWARD: WYANDOTTE CONNEX – FIBER CABLE JUMPERS

BE IT RESOLVED that City Council concurs with the Municipal Services Commission authorizing the
General Manager to award bid #4866 for customer premise indoor fiber optic cable to the lowest
qualified bidder, Electrep, Inc. in the amount of: $39,730, as recommended by WMS Management.

2024-176 PLAYGROUND SURFACE FOR ROTARY PARK

Resolved that the Council concurs with the recommendation of the Superintendent of Recreation and
accepts the proposal from Snider Recreation for rubber mulch at Rotary Park, which shall be funded
from the TIFA Parks account.
BE IT RESOLVED that the Mayor and City Clerk are authorized to sign the contract with Snider
Recreation.

2024-177 THEATRE SQUARE PLACEMAKING & PUBLIC SPACE IMPROVEMENTS

BE IT RESOLVED, that the City Council hereby approves the Theatre Square space improvement plan
as presented contingent upon satisfactory approvals from the Building and Engineering Department, and
hereby places the Theatre Square Space Plan documents on file.

2024-178 SALE OF 1850 21ST STREET

RESOLVED BY THE MAYOR and CITY COUNCIL that the communication from the City Engineer
regarding the sale of the property at 1850 21st Street, Wyandotte is hereby received and placed on file;
AND
BE IT FURTHER RESOLVED that Council concurs with the recommendation to sell said property to
Rise Above Ventures, LLC in the amount of $34,839.75; AND
BE IT FURTHER RESOLVED, the Council authorizes the Mayor and City Clerk to execute the
Assignment with Rise Above Ventures, LLC as presented to Council on June 3, 2024, and approved by
the Legal Department.

2024-179 BID FILE #4870 - BOAT RAMP FLOATING BREAKWATER REPAIR

BE IT RESOLVED the City Council concurs with the recommendation of the City Engineer and awards
Bid File #4870 - Boat Ramp Floating Breakwater Repair to Lake Shore Services LLC, in the amount of
$29,586 funded from account #492-200-850-524.
