1 August 12, 2024 CITY OF WYANDOTTE REGULAR CITY COUNCIL MEETING A Regular Session of the Wyandotte City Council was held in Council Chambers and via Virtual Telecommunication methods, due to COVID-19 in accordance with Wayne County Local Public Health Department “Guidance for Meetings of Governmental Bodies” and PA228 of 2020, using the Zoom Audio platform, on Monday, August 12, 2024 and was called to order at 7:00pm with Honorable Mayor Robert A. DeSana presiding. The meeting began with the Pledge of Allegiance followed by roll call. Present: Mayor Robert A. DeSana, Councilpersons Robert Alderman, Kaylyn Crayne, Rosemary Shuryan, Kelly Stec ABSENT: Councilpersons Christopher Calvin, Todd Hanna & City Assessor Theodore Galeski Also Present: Todd Browning, City Treasurer; William R. Look, City Attorney; Jesus Plasencia, City Engineer; and Lawrence Stec, City Clerk PRESENTATIONS • Wyandotte Jaycees – Beautiful Baby Contest – **6:30 p.m** PRESENTATION OF PETITIONS PUBLIC HEARING UNFINISHED BUSINESS CALL TO THE PUBLIC CONSENT AGENDA 2024-236 MINUTES By Councilperson Alderman supported by Councilperson Crayne RESOLVED that the minutes of the meeting held under the date of July 22, 2024, be approved as recorded without objection. Motion unanimously carried. 2024-237 SPECIAL MEETING MINUTES By Councilperson Alderman supported by Councilperson Crayne RESOLVED that the minutes of the special meeting held under the date of July 30, 2024, be approved as recorded without objection. Motion unanimously carried. 2024-238 2024 FISCAL YEAR BUDGET AMENDMENTS By Councilperson Alderman supported by Councilperson Crayne RESOLVED that Council hereby concurs in the recommendations of the Deputy Treasurer/Assistant Finance Director and approves the necessary 2024 Fiscal Year Budget amendments as outlined in this communication. Motion unanimously carried. NEW BUSINESS 2024-239 PURCHASING REQUEST – BEUTIFICATION COMMISSION By Councilperson Alderman supported by Councilperson Crayne WHEREAS, at the May 22, 2023 Council Meeting, the City Council allocated funds received by the Wyandotte Community Alliance to the Beautification Commission; and WHEREAS, all expenditures from these funds would require City Council approval; and WHEREAS, the Beautification Commission is requesting to purchase planters for the downtown area. 2 August 12, 2024 BE IT RESOLVED, that the City Council approve the request from the Beautification Commission to purchase 12 all-weather planters for the downtown area in the amount of $1,185.48 from Lowe's Home Improvement. Funds to come from Reserve Acct 402-000-257-010. Motion unanimously carried. 2024-240 HIRING: ENG. & BUILDING DEPT. – CIVL ENGINEER II – M. MARTINEZ By Councilperson Alderman supported by Councilperson Crayne BE IT RESOLVED BY THE CITY COUNCIL that Council acknowledges receipt of the communication from the Human Resource Specialist regarding the hiring of a Civil Engineer II-Class Code 40A for the Engineering and Building Department; AND CONCURS with the recommendation therein and hereby declares said position vacant and authorizes the filling of such vacancy and FURTHER, RESOLVED BY THE CITY COUNCIL that the Council approves the hiring of Michael Martinez as a Civil Engineer II at Class Code 40A within the Engineering and Building Department contingent on the successful completion of a background check, physical and drug screen examination. Motion unanimously carried. 2024-241 HIRING: PROBATIONARY FIRE FIGHTER – C. GOTZFRIED By Councilperson Alderman supported by Councilperson Crayne RESOLVED BY THE CITY COUNCIL that Council acknowledges receipt of the communication from the Human Resource Specialist regarding the Probationary Fire Fighter position within the Fire Department and CONCURS with the recommendation therein and hereby declares said position vacant and authorizes the filling of such vacancy and FURTHER, RESOLVED BY THE CITY COUNCIL that the Council approves the hiring of Conner Gotzfried as a Probationary Firefighter in the Fire Department contingent on the successful completion of a psychological evaluation, background check, physical and drug screen examination. Motion unanimously carried. 2024-242 FIRE DEPARTMENT: INTERNAL PROMOTION – N. LESPERANCE By Councilperson Alderman supported by Councilperson Crayne BE IT RESOLVED that the Council concurs with the recommendation of the Fire Chief and Police and Fire Commission to approve the promotion of Firefighter Nathan Lesperance to the rank of Fire Lieutenant effective September 9, 2024. Motion unanimously carried. 2024-243 FIRE DEPARTMENT: INTERNAL PROMOTION – S. GALATI By Councilperson Alderman supported by Councilperson Crayne BE IT RESOLVED that the Council concurs with the recommendation of the Fire Chief and Police and Fire Commission to approve the promotion of Firefighter Santo Galati to the rank of Fire Lieutenant effective September 10, 2024. Motion unanimously carried. 2024-244 ACQUISITION OF 538 FORD By Councilperson Alderman supported by Councilperson Crayne RESOLVED BY THE CITY COUNCIL that Council concurs with the recommendation of the City Engineer to acquire the property at 538 Ford in the amount of $98,000.00 to be appropriated from TIFA Area Funds Account No. 492-200-850-519; AND BE IT RESOLVED that the Department of Legal Affairs, William R. Look, is hereby directed to prepare and sign the necessary closing documents and the Mayor and City Clerk be authorized to execute the Purchase Agreement. BE IT FURTHER RESOLVED that the City Engineer is directed to demolish the structure upon completion of the Wyandotte Historical Commission inspection of the home as it pertains to the preservation of historical and cultural items for the City of Wyandotte. Motion unanimously carried. 3 August 12, 2024 2024-245 SALE OF FORMER 839 5TH By Councilperson Alderman supported by Councilperson Crayne RESOLVED BY THE MAYOR AND COUNCIL that the communication from the City Engineer regarding the City-owned property located at the former 839 5th Street is hereby received and placed on file; AND BE IT FURTHER RESOLVED that the Council concurs with the recommendation to sell the property known as Former 839 5th Street to Tittle Brothers Construction for the amount of $10,000.00; AND BE IT FURTHER RESOLVED that if the Purchaser(s), Tittle Brothers Construction, does not undertake development within six (6) months from the time of closing and complete construction within one (1) year will result in the seller’s right to repurchase property including any improvements for Eight Thousand ($8,000.00) Dollars. A condition will be placed on the Deed that will include this contingency; NOW THEREFORE, BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute the Offer to Purchase Real Estate for the property known as Former 839 5th Street, between Tittle Brothers Construction and the City of Wyandotte for $10,000 as presented to the Council. Motion unanimously carried. 2024-246 BILLS & ACCOUNTS By Councilperson Alderman supported by Councilperson Crayne RESOLVED that the total bills and accounts of $3,033,151.01 as presented by the Mayor and City Clerk are hereby approved for payment. Motion unanimously carried.
