1 December 9, 2024 CITY OF WYANDOTTE REGULAR CITY COUNCIL MEETING A Regular Session of the Wyandotte City Council was held in Council Chambers and via Virtual Telecommunication methods, due to COVID-19 in accordance with Wayne County Local Public Health Department “Guidance for Meetings of Governmental Bodies” and PA228 of 2020, using the Zoom Audio platform, on Monday, December 9, 2024 and was called to order at 7:00pm with Honorable Mayor Robert A. DeSana presiding. The meeting began with the Pledge of Allegiance followed by roll call. Present: Mayor Robert A. DeSana, Councilpersons Robert Alderman, Christopher Calvin, Kaylyn Crayne, Todd Hanna, Rosemary Shuryan, Kelly Stec ABSENT: Theodore Galeski, City Assessor Also Present: Todd Browning, City Treasurer; William R. Look, City Attorney; Jesus Plasencia, City Engineer; and Lawrence Stec, City Clerk PRESENTATIONS PRESENTATION OF PETITIONS PUBLIC HEARING UNFINISHED BUSINESS CALL TO THE PUBLIC CONSENT AGENDA 2024-368 MINUTES By Councilperson Crayne, supported by Councilperson Alderman RESOLVED that the minutes of the meeting held under the date of November 25, 2024, be approved as recorded without objection. Motion unanimously carried. 2024-369 PD PLANNED DEVELOPMENT APPLICATION FOR 2000 BIDDLE By Councilperson Crayne, supported by Councilperson Alderman BE IT RESOLVED that the PD Planned Development Application submitted by Wyandotte Petroleum, LLC for the property known as 2000 Biddle Avenue, is hereby referred to the Planning Commission for the required public hearing. Motion unanimously carried. NEW BUSINESS 2024-370 UPDATED SPECIAL EVENTS APPLICATION By Councilperson Crayne, supported by Councilperson Alderman BE IT RESOLVED that the Council concurs with the recommendation of the Special Events Coordinator to approve the updated Special Events Application: Guide, including fees associated with hosting a third-party event in the City of Wyandotte. BE IT FURTHER RESOLVED that the Special Events Coordinator report back to the January 13th, 2025 council meeting to answer various questions from council members. Motion unanimously carried. 2024-371 CITIZEN COM: LETTERS OF APPEAL FOR TRAFFIC CONTROL ORDER 2024-4 By Councilperson Crayne, supported by Councilperson Alderman BE IT RESOLVED that the letters of appeal from the Traffic Control Order 2024-4 about 13th & 15th street One-way traffic are hereby received and placed on file. 2 December 9, 2024 BE IT FURTHER RESOLVED that a copy of Mr. Icengole’s letter be forwarded to the Chief of Police for a response. VELLA By Councilperson Crayne, supported by Councilperson Alderman WHEREAS, a vacancy has occurred on the Planning Commission due to the death of Commissioner Don Schultz; and WHEREAS, City Council extends their deepest condolences to the family of Don Schultz, as well as extend our thanks and appreciation for the service Don has given to the City of Wyandotte; BE IT RESOLVED that City Council hereby CONCURS with the recommendation of Mayor DeSana to appoint Brian Vella of 2366 15th St., Wyandotte, MI to the Planning Commission to fill the unexpired term of April 2027. Motion unanimously carried. 2024-373 ELECTION PRECINCT CONSOLIDATION By Councilperson Crayne, supported by Councilperson Alderman WHEREAS, PA267 of 2023 amended MCL168.658 to allow for not more than 4,999 active voters in any individual precinct (increased from 2,999 prior). WHEREAS, the City Clerk has reviewed the current election precinct boundaries, polling locations, and number of registered voters; WHEREAS, as a cost-saving and logistically-sound measure, it is in the best interest of the city to consolidate precinct boundaries and polling locations; WHEREAS, it has been determined the current precinct boundaries be changed to combine precincts by decreasing the number from ten precincts to five, re-drawing the precinct boundaries to accommodate logical and contiguous boundaries for the new precincts, and re-establishing the polling locations to be used for the new precincts. NOW, THEREFORE, BE IT RESOLVED that the current Precincts 1 and 4 be combined and now known as Precinct 1; BE IT FURTHER RESOLVED that the current Precincts 2 and 3 be combined and now known as precinct 2; BE IT FURTHER RESOLVED that the current Precincts 7 and 10 be combined and the northern border be extended from the south side of Eureka to the south side of Oak St and now known as Precinct 3; BE IT FURTHER RESOLVED that the current Precincts 8 and 9 be combined and the eastern border be extended from west side of 15th St. to west side of 12th St. and the southern border be shortened from the north side of Eureka to the north side of Oak St. and now known as Precinct 4; BE IT FURTHER RESOLVED that the current Precincts 5 and 6 be combined and the western border be shortened from the east side of 15th to the east side of 12th St. and the northern border be shortened from the north side of Eureka to the north side of Oak St. and now known as Precinct 5. BE IT FURTHER RESOLVED that the following voting precinct locations be established in the City of Wyandotte: PRECINCT NO. 1 (FORMERLY PRECINCTS 1 AND 4): THE AREA BOUNDED BY THE DETROIT RIVER TO THE EAST, THE RAILROAD TRACKS TO THE WEST; AND SOUTH TO THE NORTH SIDE OF FORD AVENEUE TO ECORSE CREEK TO THE NORTH. AND, THE NORTH SIDE OF GODDARD ROAD WEST OF THE RAILROAD TRACKS TO THE NATURAL BOUNDARY FORMED BY THE ECORSE CREEK TO THE NORTH AND THE WEST. PRECINCT NO. 2 (FORMERLY PRECINCTS 2 AND 3): THE AREA BOUNDED BY THE DETROIT RIVER TO THE EAST, THE RAILROAD TRACKS TO THE WEST; AND THE SOUTH SIDE OF FORD AVENUE TO THE NORTH, AND THE NORTH SIDE OF PENNSYLVANIA ROAD TO THE SOUTH. 3 December 9, 2024 PRECINCT NO. 3 (FORMERLY PRECINCTS 7 AND 10): THE AREA BOUNDED BY THE NORTH SIDE OF PENNSYLVANIA ROAD TO THE SOUTH, WEST TO THE EAST SIDE OF QUARRY ROAD, QUARRY NORTH TO FORT, CONTINUING NORTH TO THE SOUTH SIDE OF OAK STREET TO THE NORTH, AND EAST ON THE SOUTH SIDE OF OAK STREET TO THE RAILROAD TRACKS. PRECINCT NO. 4 (FORMERLY PRECINCTS 8 AND 9): THE AREA BOUNDED BY THE WEST SIDE OF TWELFTH (12TH) STREET TO THE EAST, THE EAST SIDE OF FORT STREET TO THE WEST, THE NORTH SIDE OF OAK STREET TO THE SOUTH AND THE SOUTH SIDE OF GODDARD ROAD TO THE NORTH. PRECINCT NO. 5 (FORMERLY PRECINCTS 5 AND 6): THE AREA BOUNDED BY THE RAILROAD TRACKS TO THE EAST, THE EAST SIDE OF TWELFTH (12TH) STREET TO THE WEST, THE NORTH SIDE OF OAK STREET TO THE SOUTH AND THE SOUTH SIDE OF GODDARD ROAD TO THE NORTH. BE IT FURTHER RESOLVED THAT: The polling place for Precinct No. 1 be located in the Copeland Center, 2306 4th St. (parking lot entrance). The polling place for Precinct No. 2 be located in the Copeland Center, 2306 4th St. (parking lot entrance). The polling place for Precinct No. 3 be located at the F.O.P #111, 822 Oak St. The polling place for Precinct No. 4 be located at the PRCUA Hall, 1430 Oak St. The polling place for Precinct No. 5 be located at the VFW Hall, 633 Ford Ave. The polling place for Absentee Voters Counting Board be located in the Wyandotte City Hall Council Chambers, 3200 Biddle Ave. BE IT FURTHER RESOLVED that the City Clerk be directed to make the proper division of the registered electors into the appropriate precincts and forward a certified resolution to the State of Michigan Bureau of Elections and to Wayne County Elections Division; and FURTHER, the Clerk be directed to notify the affected electors of the change of precincts in accordance with state law. BE IT FINALLY RESOLVED that the aforesaid consolidation and the establishment of new precincts and confirmed polling locations shall take effect beginning with the May 2025 election. Motion unanimously carried. 2024-374 FIRST & FINAL READING #1547: ELECTION PRECINCT CONSOLIDATION By Councilperson Crayne, supported by Councilperson Alderman FIRST & FINAL READING #1547 AN ORDINANCE ENTITLED AN ORDINANCE TO AMEND THE CODE OF ORDINANCES OF THE CITY OF WYANDOTTE TO DECREASE THE NUMBER OF ELECTIONS PRECINCTS AND TO CHANGE THE BOUNDARIES THEREOF IN ACCORDANCE WITH THE MICHIGAN ELECTION LAW THE CITY OF WYANDOTTE ORDAINS: Section 1. Decreasing the number of Election Precincts and consolidation of Precincts. A. The current Precincts 1 and 4 be combined and now known as Precinct 1; B. The current Precincts 2 and 3 be combined and now known as Precinct 2; C. The current Precincts 7 and 10 be combined and the northern border be extended from the south side of Eureka to the south side of Oak Street and now known as Precinct 3; D. The current Precincts 8 and 9 be combined and the eastern border be extended from the west side of 15th Street to the west side of 12th Street and the southern border be shortened from the north side of Eureka to the north side of Oak Street and now known as Precinct 4; E. The current Precincts 5 and 6 be combined and the western border be shortened from the east side of 15th Street to the east side of 12th Street and the northern border be shortened from the north side of Eureka to the north side of Oak Street and now known as Precinct 5. 4 December 9, 2024 Section 2. Election Precinct Boundaries. Precinct No. 1 (formerly Precincts 1 and 4): The area bounded by the Detroit River to the east, the railroad tracks to the west; and south to the north side of Ford Avenue to Ecorse Creek to the north and, the north side of Goddard Road west of the railroad tracks to the natural boundary formed by the Ecorse Creek to the north and the west. Precinct No. 2 (formerly Precincts 2 and 3): The area bounded by the Detroit River to the east, the railroad tracks to the west; and the south side of Ford Avenue to the north, and the north side of Pennsylvania Road to the south. Precinct No. 3 (formerly Precincts 7 and 10): The area bounded by the north side of Pennsylvania Road to the south, west to the east side of Quarry Road, Quarry Road north to Fort Street, continuing north to the south side of Oak Street to the north, and east on the south side of Oak Street to the railroad tracks. Precinct No. 4 (formerly Precincts 8 and 9): The area bounded by the west side of 12th Street to the east, the east side of Fort Street to the west, the north side of Oak Street to the south and the south side of Goddard Road to the north. Precinct No. 5 (formerly Precincts 5 and 6): The area bounded by the railroad tracks to the east, the east side of 12th Street to the west, the north side of Oak Street to the south and the south side of Goddard Road to the north. Section 3. Polling Places. Precinct No. 1: the polling place for Precinct No. 1 to be located at the Copeland Center: 2306 4th Street, Wyandotte, MI 48192 (parking lot entrance). Precinct No. 2: the polling place for Precinct No. 2 to be located at the Copeland Center: 2306 4th Street, Wyandotte, MI 48192 (parking lot entrance). Precinct No. 3: the polling place for Precinct No. 3 to be located at the F.O.P. #111: 822 Oak Street, Wyandotte, MI 48192. Precinct No. 4: the polling place for Precinct No. 4 to be located at the PRCUA Hall: 1430 Oak Street, Wyandotte, MI 48192. All ordinances or parts of ordinances in conflict herewith are hereby repealed only to the extent necessary to give this ordinance full force and effect. Section 5. Conflicting Section. All prior existing ordinances adopted by the City of Wyandotte inconsistent or in conflict with the provisions of this Ordinance are, to the extent of such conflict or inconsistency, hereby expressly repealed. Section 6. Effective Date. This ordinance shall take immediate effect. This ordinance is deemed necessary for the immediate preservation of the public peace, property, health, safety and for providing for the usual daily operation of the City Clerk’s Office. A copy of the ordinance or a summary of this ordinance shall be published in a newspaper generally circulated in the City of Wyandotte within ten (10) days after adoption. Any summary shall designate the location in the city where a true copy of the ordinance can be inspected or obtained. On the question, “SHALL THIS ORDINANCE NOW PASS?”, the following vote was recorded: Motion unanimously carried. 2024-375 SALE OF TAX FORECLOSED PROPERTY AT 547 ORCHARD By Councilperson Crayne, supported by Councilperson Alderman BE IT RESOLVED that Council concurs with the recommendation of the City Engineer regarding the sale of the property at 547 Orchard, AND 5 December 9, 2024 BE IT FURTHER RESOLVED that the Mayor and City Clerk are hereby authorized to execute the necessary documents to complete this sale. Motion unanimously carried. 2024-376 DEMOLITION OF 538 FORD AVENUE STRUCTURE By Councilperson Crayne, supported by Councilperson Alderman BE IT RESOLVED that Council concurs with the recommendation of the City Engineer and approves the award the City-owned structure at 538 Ford Avenue, in the amount of $14,400.00, and authorizes the Mayor and City Clerk to proceed with the execution of this contract, and, BE IT FURTHER RESOLVED that this project will be funded from account 492-200-850-519. Motion unanimously carried. 2024-377 BILLS & ACCOUNTS By Councilperson Crayne, supported by Councilperson Alderman RESOLVED that the total bills and accounts of $3,028,092.07 as presented by the Mayor and City Clerk are hereby approved for payment.
