1 August 11, 2025 CITY OF WYANDOTTE REGULAR CITY COUNCIL MEETING A Regular Session of the Wyandotte City Council was held in Council Chambers on Monday, August 11, 2025, and was called to order at 7:00 pm with Honorable Mayor Robert A. DeSana presiding. The meeting began with the Pledge of Allegiance, followed by roll call. Present: Mayor Robert A. DeSana, Councilpersons Robert Alderman, Adriana Cerulla, Todd Hanna, Kelly Stec Absent: Councilperson Christopher Calvin, Councilperson Patrick Sutka, City Assessor Theodore Galeski Also Present: William R. Look, City Attorney; Jesus Plasencia, City Engineer; Todd Browning, City Treasurer; and Lawrence Stec, City Clerk PRESENTATIONS PRESENTATION OF PETITIONS PUBLIC HEARING • Establishment of an Industrial Development District: Wyandotte Industries o Zero written or verbal objections UNFINISHED BUSINESS CALL TO THE PUBLIC CONSENT AGENDA 2025-243 MINUTES By Councilperson Stec, seconded by Councilperson Hanna RESOLVED that the minutes of the meeting held under the date of July 28, 2025, be approved as recorded without objection. Motion unanimously carried. 2025-244 ADDITION OF COMMUNITY CHOICE CREDIT UNION AS A DEPOSITORY By Councilperson Stec, seconded by Councilperson Hanna RESOLVED that Council hereby concurs in the recommendations of the City Treasurer to add Community Choice Credit Union as an additional depository for the City of Wyandotte. Motion unanimously carried. 2025-245 TRAFFIC CONTROL ORDER 2025-4 By Councilperson Stec, seconded by Councilperson Hanna BE IT RESOLVED by the City Council that Council Concurs with the recommendation of the Special BE IT RESOLVED that Council concurs with the recommendation of Chief Hamilton as set forth in Traffic Control Order 2025-4 for the conversion of yield signs to stop signs in the following locations: Cedar and 22nd Street, 21st Street and Cedar, Cedar and 19th Street, 18th Street and Cedar, Cedar and 17th Street, 17th Street and Walnut, Walnut and 18th Street, 19th Street and Walnut, and 21st Street and Walnut. BE IT FURTHER RESOLVED that the Department of Public Service be directed to convert said signs and the City Clerk be authorized to sign said order. Motion unanimously carried. 2025-246 SPECIAL EVENT: WYANDOTTE POLICE TRUNK OR TREAT By Councilperson Stec, seconded by Councilperson Hanna 2 August 11, 2025 WHEREAS, the Wyandotte Police Department has requested the use of the parking lots at City Hall (3200 Biddle Avenue) and the Yack Arena (3131 3rd St) from 4pm to 9pm on October 24, 2025, for the Wyandotte Police Department Trunk or Treat event. WHEREAS, City Hall employees, patrons, and residents are encouraged to use the portion of the parking lot closest to the city hall building and the area by Eureka Road and communication will be emailed to the employees and residents in the area to use that will include the handicap parking spots. BE IT RESOLVED that Council approves the use of the requested city property and directs the Department of Public Service to place barricades around the property to be used and signage for no parking on Friday from 6-9pm to be placed on the morning of October 23; AND BE IT FURTHER RESOLVED that third parties participating in the event shall sign a hold-harmless agreement. Motion unanimously carried. 2025-247 APPOINTMENT TO MUNICIPAL SERVICE COMMISSION – R. KIRBY By Councilperson Stec, seconded by Councilperson Hanna WHEREAS, a vacancy exists on the Municipal Services Commission due to the resignation of Leslie Lupo, and WHEREAS, the City of Wyandotte wishes to thank Ms. Lupo for her years of service and dedication to the community, and WHEREAS, it is the recommendation of the Mayor to appoint Robert Kirby, residing at 4258 15th Street, Wyandotte, Michigan, to fill the unexpired term ending April 2026, and NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council appoint Robert Kirby to the Municipal Services Commission for a term ending April 2026. Motion unanimously carried. 2025-248 BID AWARD #4890: RVP CONSTRUCTION – WATER SERVICE REPLACE. By Councilperson Stec, seconded by Councilperson Hanna WHEREAS, the Water Department advertised Bid File #4890 for water service replacements throughout the City of Wyandotte, and bids were publicly opened on June 23, 2025; and WHEREAS, based on bid evaluation, project experience, and contractor qualifications, RVP Construction of South Rockwood, Michigan was determined to possess the necessary experience and qualifications to perform the work in accordance with project specifications; and WHEREAS, funding for this project is available through the FY25 approved capital budget in Account #592-000-970-000-1035WA in the amount of $460,000, with the remaining cost to be covered by the $4.7 million Service Line Replacement Appropriation from the State of Michigan; and WHEREAS, the Municipal Services Commission has reviewed and concurs with the recommendation of the Water Department and WMS management; NOW, THEREFORE, BE IT RESOLVED that the Wyandotte City Council hereby concurs with the Municipal Services Commission and authorizes the General Manager to sign a contract with RVP Construction in the amount of $1,986,695.00 for the replacement of water service lines under Bid #4890. Motion unanimously carried. 2025-249 HIRING: POLICE PROBATIONARY OFFICER – J. GUZMAN By Councilperson Stec, seconded by Councilperson Hanna BE IT RESOLVED that the Council acknowledges receipt of the communication from the Human Resource Specialist regarding the Probationary Police Officer position within the Police Department and concurs with the recommendation therein and hereby declares said position vacant and authorizes the filling of such vacancy AND; BE IT FURTHER RESOLVED that the Council approves the hiring of Josilyn Guzman as Probationary Police Officer in the Police Department at the one (1) year rate per the terms of the lateral pay rate 3 August 11, 2025 agreement contingent on the successful completion of physical, drug screening, and psychological examinations. Motion unanimously carried. 2025-250 HIRING: FULL-TIME ANIMAL CONTROL OFFICER – D. DYER By Councilperson Stec, seconded by Councilperson Hanna RESOLVED that the Council acknowledges receipt of the communication from the Human Resource Specialist regarding the Full-Time Animal Control Officer vacancy within the Downriver Central Animal Control Consortium (DCAC) and concurs with the recommendation therein and hereby declares said position vacant and authorizes the filling of such vacancy and BE IT FURTHER RESOLVED that the Council approve the hiring of Devin Dyer at Class Code 31A - $19.22/hour plus additional funds coming from the DCAC ($2.00/hour premium as a participating member of the DCAC and an additional $1.00/hour education/training premium upon successful completion of State certified ACO requirements). The total hourly rate for Devin Dyer will be $21.22/hour at the time of hire. Devin Dyer's start date is contingent upon successful completion of a pre- employment physical, drug screen and background check. Motion unanimously carried. 2025-251 ESTABLISH INDUSTRIAL DEV DISTRICT: WYANDOTTE INDUSTRIES By Councilperson Stec, seconded by Councilperson Hanna WHEREAS, pursuant to PA 198 of 1974, as amended, this City Council has the authority to establish “Industrial Development Districts” within the City of Wyandotte; and WHEREAS, Wyandotte Industries has petitioned this City Council to establish an Industrial Development District on its property located in the City of Wyandotte hereinafter described; and WHEREAS, construction, acquisition, alteration, or installation of a proposed facility has not commenced at the time of filing the request to establish this district; and WHEREAS, written notice has been given by mail to all owners of real property located within the district, and to the public by newspaper advertisement in the News Herald and/or public posting of the hearing on the establishment of the proposed district; and WHEREAS, on August 11th, 2025, a public hearing was held at which all owners of real property within the proposed Industrial Development District and all residents and taxpayers of the City of Wyandotte were afforded an opportunity to be heard thereon; and WHEREAS, the City Council deems it to be in the public interest of the City of Wyandotte to establish the Industrial Development District as proposed; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Wyandotte that the following described parcel of land situated in the City of Wyandotte, County of Wayne, and State of Michigan, to wit: Legal Description: 15739 15740 LOT 23 WYANDOTTE INDUSTRIAL SUB NO. 1 T3S R11E L87 P65, 66 WCR Parcel Number: 57 022 10 0023 000 And Legal Description: 15735 THRU 15738 LOTS 21 AND 22 WYANDOTTE INDUSTRIAL SUB NO. 1 L87 P65 & P66 WCR ALSO PT OF SW 1/4 FRAC SEC. 32 T3S R11E DESC AS BEG AT THE SE COR OF LOT21 TH N 14D 36M 10S E 223.21 TH S 89D 43M 50S E 68.12 TH S 14D 36M 10S W 223.21 TH N 89D 43M 50S W 68.12 TO POB 0.34 AC WYANDOTTE INDUSTRIAL SUB NO. 1 T3S R11E L87 P65, 66 WCR Parcel Number: 57 022 10 0021 301 is established as an Industrial Development District pursuant to the provisions of PA 198 of 1974, as amended, to be known as Wyandotte Industries’ Industrial Development District No. 101. Motion unanimously carried. 4 August 11, 2025 2025-252 SALE OF CITY-OWNED PROPERTY: FORMER 726-730 FORD AVENUE By Councilperson Stec, seconded by Councilperson Hanna BE IT RESOLVED that Council concurs with the communication from the City Engineer regarding the sale of the former 726-730 Ford Avenue; AND BE IT FURTHER RESOLVED that Council accepts the offer from Andrew Solgot and Madison Weatherhold to acquire 25 feet of the former 726-730 Ford Avenue for the amount of $1,250.00, AND BE IT FURTHER RESOLVED that Council accepts the offer from Gerasimos Bakas to acquire 35 feet of the former 726-730 Ford Avenue for the amount of $1,750.00, AND BE IT FURTHER RESOLVED that the Department of Legal Affairs is hereby directed to prepare the necessary documents and the Mayor and Clerk are hereby authorized to sign said documents. Motion unanimously carried. 2025-253 SALE OF FORMER 1874 MCKINLEY By Councilperson Stec, seconded by Councilperson Hanna RESOLVED that the communication from the City Engineer regarding the City-owned property located at the former 1874 McKinley is hereby received and placed on file; AND BE IT FURTHER RESOLVED that the Council concurs with the recommendation to sell the property known as the former 1874 McKinley to K.P. Home Solutions, LLC for the amount of $10,000.00; AND BE IT FURTHER RESOLVED that if the Purchaser(s), K.P. Home Solutions, LLC, does not undertake development within six (6) months, or complete construction within one (1) year, it will result in the Seller’s right to repurchase property, including any improvements, for eight thousand ($8,000.00) dollars. A condition will be placed on the Deed that will include this contingency; NOW THEREFORE, BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute the Offer to Purchase Real Estate for the property known as the former 1874 McKinley between K.P. Home Solutions, LLC and the City of Wyandotte for $10,000 as presented to the Council. Motion unanimously carried. 2025-254 NEZ APPLICATION: 1876 MCKINLEY By Councilperson Stec, seconded by Councilperson Hanna WHEREAS, per a resolution adopted by the Wyandotte City Council on December 7, 1992, it is the policy of the City of Wyandotte to offer 12-year tax abatements for new single-family construction in Neighborhood Enterprise Zones within the City of Wyandotte; and WHEREAS, the former 1874 McKinley is within the City of Wyandotte’s Neighborhood Enterprise Zone #3, adopted on December 7, 1992; NOW THEREFORE BE IT RESOLVED by the City Council that Council CONCURS with the recommendation of the City Engineer as set forth in his communication of August 11, 2025, that the City of Wyandotte will approve a 12-year Neighborhood Enterprise Zone Exemption Certificate for the proposed redevelopment at former 1874 McKinley, now known as 1876 McKinley, subject to the proper application materials being submitted to the City and the project’s compliance with the Neighborhood Enterprise Zone Act, Act 147 of 1992, as amended; AND WHEREAS, the City Clerk and the City Assessor are hereby authorized to execute said application for a 12-year Neighborhood Enterprise Zone Certificate. Motion unanimously carried. 2025-255 BILLS & ACCOUNTS By Councilperson Stec, seconded by Councilperson Hanna RESOLVED that the total bills and accounts of $2,512,576.60 as presented by the Mayor and City Clerk are hereby approved for payment.
