1 August 25, 2025 CITY OF WYANDOTTE REGULAR CITY COUNCIL MEETING A Regular Session of the Wyandotte City Council was held in Council Chambers on Monday, August 25, 2025, and was called to order at 7:18pm with Honorable Mayor Robert A. DeSana presiding. The meeting was called to order late due to technical difficulties with audio, requiring a restart of the audio system in order to correct the issue. The meeting began with the Pledge of Allegiance, followed by roll call. Present: Mayor Robert A. DeSana, Councilpersons Robert Alderman, Christopher Calvin, Adriana Cerulla, Todd Hanna, Kelly Stec, Patrick Sutka. Absent: City Assessor, Theodore Galeski Also Present: William R. Look, City Attorney; Jesus Plasencia, City Engineer; Todd Browning, City Treasurer; and Lawrence Stec, City Clerk PRESENTATIONS PRESENTATION OF PETITIONS PUBLIC HEARING • Beautification Commission- Annual Home and Business Beautification Awards • Downriver Community Conference (DCC) – Riverfront Economic Dev. Strategy Report UNFINISHED BUSINESS CALL TO THE PUBLIC At this time, any persons having matters of immediate importance which they were unable to place in writing prior to the agenda deadline may approach the podium and will have three (3) minutes to address Mayor and Council. CONSENT AGENDA 2025-257 MINUTES By Councilperson Sutka, seconded by Councilperson Stec RESOLVED that the minutes of the meeting held under the date of August 11, 2025 be approved as recorded without objection. Motion unanimously carried. 2025-258 2025 FISCAL YEAR BUDGET AMENDMENTS By Councilperson Sutka, seconded by Councilperson Stec RESOLVED that Council hereby concurs in the recommendations of the Deputy Treasurer/Assistant Finance Director and approves the necessary 2025 Fiscal Year Budget amendments as presented at the meeting on August 25, 2025. Motion unanimously carried. 2025-259 SPECIAL EVENTS APPLICATION: AMERICAN LEGION 217 By Councilperson Sutka, seconded by Councilperson Stec BE IT RESOLVED that Council concurs with the recommendation of the Special Events Coordinator to approve the use of City property for the American Legion Post 217 Veterans Event to be held on Saturday, September 6, 2025, at American Legion Post 217 Park. BE IT FURTHER RESOLVED that this public event, open to Veterans and the community, is expected to draw an estimated 100+ attendees, and has been reviewed by the Department of Recreation and is approved under the following conditions: 1. The Wyandotte American Legion Post 217 shall sign a Hold Harmless Agreement prepared by the 2 August 25, 2025 Legal Department and provide proof of insurance naming the City of Wyandotte as an additional insured. 2. Mr. Inflatable will serve as contractor to set up and remove a bounce house. As there is no known power in the park, a generator will be utilized. The American Legion must contact MISS DIG for site marking and ensure the generator is inspected and approved by the Wyandotte Fire Department prior to the event. 3. Should any City staff overtime costs be incurred, the Wyandotte American Legion Post 217 will be responsible for all related fees. 4. Any tents used must be weighted (no stakes permitted) to ensure safety and prevent collapse. 5. All event cleanup—before, during, and after—will be the sole responsibility of the Wyandotte American Legion Post 217. BE IT FINALLY RESOLVED that this event has been reviewed and approved by the Interim Recreation Superintendent contingent upon compliance with the above requirements. Motion unanimously carried. NEW BUSINESS 2025-260 EMERGENCY REPAIR: HVAC AT POLICE DEPARTMENT GUN RANGE By Councilperson Sutka, seconded by Councilperson Stec BE IT RESOLVED that the City Council concurs with the recommendation of the City Engineer and approves the replacement of the HVAC make-up air unit for the Police Department gun range by Expert Mechanical Services in the amount of $12,150 in accordance with the Emergency Procurement section of the Procurement Rules and Policy adopted by the City Council on January 9, 2017; AND BE IT FURTHER RESOLVED that this work will be funded from account 101-448-750-270. Motion unanimously carried. 2025-261 HIRING: FT COURT CLERK/TYPIST I (27TH DC) – A. NILSEN By Councilperson Sutka, seconded by Councilperson Stec RESOLVED that Council acknowledges receipt of the communication from the Human Resource Specialist regarding the hiring of a Full-Time Court Clerk/Clerk Typist I -Class Code 27A at the 27th District Court and with the recommendation therein and hereby declares said position vacant and authorizes the filling of such vacancy; and BE IT FURTHER RESOLVED that the Council approves the hiring of Alycia Nilsen as a Full-Time Court Clerk/Clerk Typist I at Class Code 27A within the 27th District Court, contingent on successful completion of pre-employment physical, drug screen and background check. Motion unanimously carried. 2025-262 SALE OF CITY OWNED PROPERTY: FORMER 339 4TH ST. By Councilperson Sutka, seconded by Councilperson Stec BE IT RESOLVED that Council concurs with the communication from the City Engineer regarding the sale of the former 339 4th Street; AND BE IT FURTHER RESOLVED that Council accepts the offer from Iglesia De Jesuscristo Casa De Oracion Church to acquire the former 339 4th Street for the amount of $975.00, AND BE IT FURTHER RESOLVED that the Department of Legal Affairs is hereby directed to prepare the necessary documents and the Mayor and Clerk are hereby authorized to sign said documents. Motion unanimously carried. 2025-263 BILLS & ACCOUNTS By Councilperson Sutka, seconded by Councilperson Stec RESOLVED that the total bills and accounts of $2,756,329.52 as presented by the Mayor and City Clerk are hereby approved for payment.
