Yukon City Council Minutes January 21, 2020 The Yukon City Council met in regular session on January 21 , 2020 at 7: 00 p. m. in the Council Chambers of the Centennial Building, 12 South Fifth Street, Yukon, Oklahoma. The invocation was given by Pastor Gary Reynolds, Yukon First Nazarene The flag salute was given in unison. Jason Beal, Deputy City Clerk Dana Deckard, Administrative Assistant Jerome Brown, IT Jenna Roberson, PIO Nick Rice, Special Events Supervisor Andrea Griffin, Parks & Recreation Presentations and Proclamations Mayor McEachern read the Proclamation declaring 2020 as a Year of Remembrance to recognize the 25th Anniversary of the bombing of the Alfred P. Murrah Federal Building. The Proclamation was presented to Dennis Purifoy, a Yukon citizen who is a survivor from the Social Security office on the first floor and currently serves Memorial' s Conscience Committee. Mr. Purifoy thanked the Mayor and Council stating this is very meaningful and he will pass the Proclamation on to the Memorial. Mayor McEachern recognized the 2019 Mayor' s Essay Contest Winners and invited them to read their essays: Breighlee Meier, 3rd Place; Mia Hughes, 2nd Place; Carson Bowen,' st Place. YMA Consent Docket This item is placed on the agenda so the Yukon Municipal Authority, by unanimous consent, can designate those routine items they wish to be approved by one motion. If an item does not meet with the approval of all Authority Members, that item will be heard in regular order. The City Manager recommends a motion to approve: A) The minutes of the regular meeting of January 7, 2020 B) Payment of material claims in the amount of $ 212, 845. 31 City Council Minutes - January 21, 2020 Page 2 The motion to approve the YMA Consent Docket, consisting of the approval of the minutes of the regular meeting of January 7, 2020; payment of material claims in the amount of $ 212,845. 31 , was made by Trustee Cacini and seconded by Trustee Selby. Consider approving a Budget Amendment for Fiscal Year 2020 The motion to approve a Budget Amendment for Fiscal Year 2020, was made by Trustee Selby and seconded by Trustee Yanda. Mr. Merry stated the amendment accounts for the additional funds received from the City of Oklahoma City for the Wilshire Bridge and Frisco Road Projects. Consider approving the following permits to NX Utilities, on behalf of MClmetro Access Transmission Services, LLC, to construct with road right- of-way for a directional bore for fiber optic cables: A) Parallel S. Yukon Parkway, approximately 822 feet; starting at the SW corner of Cambridge Dr. and S. Yukon Pkwy and ending at the SW corner of E. Vandament Ave. and S. Yukon Pkwy B) Parallel S. Council Member Selby asked if roads would be closed. Mr. Hort stated they will not be closed, a portion maybe temporarily blocked at times. Melissa Wood, NX Utilities, confirmed they are just working in the right- of- ways. She asked about adding an additional item to bore under Yukon Parkway to the water tower at Sunrise Park/ Skyview Elementary. Mr. Hort stated the paperwork for the additional item was not received in time to go on this agenda. Council Member Selby amended the motion to include the directional bore under Yukon Parkway at the water tower, Council Member Wootton seconded. Consider approving the Planned Unit Development ( PUD) for West End Pointe, Phase II, Section 6, located in West End Pointe Addition, as recommended by the Planning Commission The motion to approve the Planned Unit Development ( PUD) for West End Pointe, Phase II, Section 6, located in West End Pointe Addition, as recommended by the Planning Commission, was made by Council Member Cacini and seconded by Council Member Selby. Consider approving a Final Plat for West End Pointe, Phase II, Section 6, located in West End Pointe Addition, A tract of land lying in the Southwest Quarter ( SW/ 4) of Section 29, Township 12 North, Range 5 West of the Indian Meridian, Canadian County, Oklahoma, as recommended by the Planning Commission The motion to approve a Final Plat for West End Pointe, Phase II, Section 6, located in West End Pointe Addition, A tract of land lying in the Southwest Quarter ( SW/ 4) of Section 29, Township 12 North, Range 5 West of the Indian Meridian, Canadian County, Oklahoma, as recommended by the Planning Commission, was made by Council Member Cacini and seconded by Council Member Selby. Council Discussion Council Member Yanda congratulated the Mayor' s Essay Contest winners and is honored for the City to Proclaim 2020 a Year of Remembrance. Council Member Wootton is excited to see Hwy 4 construction begin and said it is bittersweet to attend his last Daddy Daughter Dance this Saturday. Council Member Cacini thanked the City and Dale Robertson Center staff for all their help honoring the three Oklahoma soldiers. Council Member Selby stated she attended the Park Board meeting this month, the Christmas workers did a great job. She reminded everyone to never forget the bombing. Mayor McEachern stated Yukon is a great place, gave an update on projects around town and an upcoming events recap. 11.
