Yukon City Council Minutes May 5, 2020 The Yukon City Council met in regular session on May 5, 2020 at 7: 00 p. m. in the Council Chambers of the Centennial Building, 12 South Fifth Street, Yukon, Oklahoma. The invocation was given by Pastor Blake Burrough, Frontline Church The flag salute was given in unison. YMA Consent Docket This item is placed on the agenda so the Yukon Municipal Authority, by unanimous consent, can designate those routine items they wish to be approved by one motion. If an item does not meet with the approval of all Authority Members, that item will be heard in regular order. The City Manager recommends a motion to approve: A) The minutes of the regular meeting of April 21, 2020 B) The minutes of the special meeting of April 28, 2020 C) Payment of material claims in the amount of $ 55, 564. 68 The motion to approve the YMA Consent Docket, consisting of the approval of the minutes of the regular meeting of April 21, 2020; the minutes of the special meeting of April 28, 2020; payment of material claims in the amount of $ 55, 564. 68, was made by Trustee Wootton and seconded by Trustee Cacini. Reports of Boards, Commissions and City Officials - no report given. 3. Consider approving Budget Amendments for Fiscal Year 2019- 2020 The motion to approve Budget Amendments for Fiscal Year 2019- 2020, was made by Council Member Gilliland and seconded by Council Member Wootton. Mr. Crosby stated funds are needed to begin the process of hiring laid- off employees. Council Member Gilliland asked about dates for rehiring. Mr. Crosby stated each employee date will be different depending on the circumstances. He hopes to have both gyms open by May 18. Council Member Yanda shared her concern about the future and how much sales tax will be down. Mr. Crosby stated he will present a balanced budget with the laid- off positions included, he feels the City' s financial position is strong. Mayor Selby asked if the gyms would not open if employees aren' t rehired. Council Member Gilliland asked if employees can be assigned other work. Mr. Crosby stated he does not anticipate any further layoffs. The vote: AYES: Gilliland, Wootton, Selby NAYS: Yanda, Cacini VOTE: 3- 2 MOTION CARRIED City Council Minutes - May 5, 2020 Page 4 4. Consider approving the Planned Unit Development ( PUD) for The Commons, located at Health Center Parkway and Professional Circle, located in Lots 1, 4 and 5, Block 1 and Lot 1, Block 2, with conditions, as recommended by the Planning Commission The motion to approve the Planned Unit Development ( PUD) for The Commons, located at Health Center Parkway and Professional Circle, located in Lots 1, 4 and 5, Block 1 and Lot 1 , Block 2, with conditions, as recommended by the Planning Commission, was made by Council Member Gilliland and seconded by Council Member Wootton. M.) in Yukon, Canadian County, Oklahoma, as recommended by the Planning Commission The motion to approve a Final Plat for Country Equipment Rentals, LLC, 2001 W. Council Discussion Council Member Yanda welcomed Aric Gilliland to the City Council and encouraged everyone during these times to be safe and cautious. Council Member Wootton welcomed Council Member Gilliland and congratulated Mayor Selby. He also thanked Mr. Crosby for the work on the budget amendments. Council Member Cacini congratulated Council Member Gilliland and Mayor Selby. He announced the Veteran' s Museum is open. Council Member Gilliland thanked Mr. Crosby for the budget work to rehire employees. He stated he was glad to be able to serve and reminded citizens to not let the current crisis divide the community. Mayor Selby stated the library has a drive up service and the Chamber of Commerce is open. She read a statement including that she is humbled to serve. She is looking forward to the many new projects coming up and new businesses. 10.
