Yukon City Council Minutes August 18, 2020 The Yukon City Council met in regular session on August 18, 2020 at 7: 00 p. m. in the Council Chambers of the Centennial Building, 12 South Fifth Street, Yukon, Oklahoma. The invocation was given by Pastor Scott Kinney, Trinity Baptist Church The flag salute was given in unison. The motion to approve Ordinance 1407, an Ordinance which provides amendment to the Code of Ordinances of the City of Yukon, Oklahoma by amending Sections 204- 91 and 204- 92 and adopting the International Plumbing Code 2015 edition and providing additions, insertions, and deletions thereto and declaring an emergency, was made by Council Member Yanda and seconded by Council Member Wootton. Council Member Gilliland asked if this meets the needs and in the future if it is best to replace a few at a time instead of all at once. Chief Vogt stated yes this meets the need and due to keeping all the units the same when it comes to parts, it is best to buy them together. Council Member Wootton asked if this is everything needed. Consider approving the expenditure of funds in the amount of $ 174, 968. 00, to replace all remaining Windows 7 computers within the City departments, using State Contract vendors for Panasonic ( SW 1020P) and HP ( SW 1020 HPI), to be paid from the Technology Capital Improvement budget, as recommended by the Information Technology Director The motion to approve the expenditure of funds in the amount of $ 174, 968. 00, to replace all remaining Windows 7 computers within the City departments, using State Contract vendors for Panasonic ( SW 1020P) and HP ( SW 1020 HPI), to be paid from the Technology Capital Improvement budget, as recommended by the Information Technology Director, was made by Council Member Gilliland and seconded by Council Member Wootton. Council Member Wootton asked how many will be replaced. Mr. Cooper stated 100 desktops, 17 police laptops and 9 general laptops. Council Member Gilliland asked about a rotation. Consider the expenditure of funds in the amount of $ 76, 266. 64, to approving 11th Brewer Construction Oklahoma, for drainage ditch improvements along Street, using unit bid prices from the 2020 Concrete and Asphalt Paving, Drainage, Water and Sewer Project Contract, as requested by Council Member Gilliland The motion to approve the expenditure of funds in the amount of $ 76, 266. 64, to Brewer Construction Oklahoma, for drainage ditch improvements along 11th Street, using unit bid prices from the 2020 Concrete and Asphalt Paving, Drainage, Water and Sewer Project Contract, as requested by Council Member Gilliland, was made by Council Member Gilliland and seconded by Council Member Wootton. Council Member Gilliland stated the project goes from Taylor Park north to Wagner Road to improve drainage. Mr. Crosby stated this will help with drainage and include the replacement of many tinhorns. The vote: AYES: Selby, Cacini, Gilliland, Yanda, Wootton NAYS: None VOTE: 5- 0 MOTION CARRIED 16. Consider approving Ordinance 1416, an Ordinance which provides amendment to the Code of Ordinances of the City of Yukon, Oklahoma by amending Code Section 74- 97 ( Proclamation and Termination of State of Emergency) ( d) and adding sections ( e) and ( f) and declaring an emergency. The motion to approve Ordinance 1416, an Ordinance which provides amendment to the Code of Ordinances of the City of Yukon, Oklahoma by amending Code Section 74- 97 ( Proclamation and Termination of State of Emergency) ( d) and adding sections ( e) and ( f) and declaring an emergency, was made by Council Member Gilliland and seconded by Council Member Wootton. Discussion was held by the Council, including: Council Member Gilliland stated this was his request and has nothing to do with the mask He stated after a mayor declares an emergency, then the requirements. Council should decide what punishment should apply, which provides checks to the proclamation. He stated this Ordinance requires a Proclamation to expire after 30 days and Council to decide the fee/ punishment for violation at an emergency meeting. Mayor Selby stated the current violation ranges from a warning to $ 700 and/ or up to 3 days in jail. Chief Corn stated no citations have been issued. The vote: AYES: Wootton, Gilliland NAYS: Yanda, Cacini, Selby VOTE: 2- 3 MOTION FAILED 17a. Consider approving the Emergency Clause of Ordinance No. 1416 Item was pulled due to the failure of Item 17. 18. New Business - no new business. 19. Council Discussion Council Member Yanda encouraged everyone to stay safe. Council Member Wootton remindedthe public that school starts next week and school zones will be on. Chief Corn stated some schools will have students present and school zones will be enforced. City Council Minutes - August 18, 2020 Page 10 Council Member Cacini thanked the Police for their response to an incident at the Veteran' s Museum, announced the Vet' s Gala and encouraged everyone to complete the Census. Council Member Gilliland thanked the educators as they go back to school in these challenging times.
