Yukon City Council Special Meeting Minutes May 14, 2025 The Yukon City Council met in special session on May 14, 2025 at 5: 30 p. m. in the Council Chambers of the Centennial Building, 12 South Fifth Street, Yukon, Oklahoma. The meeting was called to order by Mayor Pillmore. The invocation was given by Paster Perry Green, By God and America The flag salute was given in unison. ROLL CALL: ( Present) Brian Pillmore, Mayor Jeff Wootton, Vice- Mayor Shelli Selby, Council Member Rodney Zimmerman, Council Member Adam Shriver, Council Member OTHERS PRESENT: Mike Castro, City Manager Sara Kovarik, Deputy City Clerk Mitchell Hort, Assistant City Manager Jason Beal, Assistant to the City Manager Roger Rinehart, City Attorney Jared Riley, Information Technology Ryan McClure, Parks and Recreation Dir. John Corn, Police Chief 1. Consider convening into Executive Session pursuant to 25 O. S. § 307( B)( 1) to discuss the resignation of City Manager Mike Castro, discussion of any separation agreement, severance or contractual obligations under his employment agreement, and take appropriate action in open session The motion to convene into Executive Session pursuant to 25 O. S. § 307( 6)( 1) to discuss the resignation of City Manager Mike Castro, discussion of any separation agreement, severance or contractual obligations under his employment agreement, and take appropriate action in open session, was made by Council Member Wootton and seconded by Council Member Shriver. The vote: AYES: Selby, Zimmerman, Wootton, Pilimore, Shriver NAYS: None VOTE: 5- 0 MOTION CARRIED 2. Consider convening into Executive Session pursuant to 25 O. S. § 307( B)( 1) to discuss the appointment of an Interim City Manager, including compensation, term of service, duties, and any related contractual terms, and take appropriate action in open session The motion to convene into Executive Session pursuant to 25 O. S. § 307( 6)( 1) to discuss the appointment of an Interim City Manager, including compensation, term of service, duties, and any related contractual terms, and take appropriate action in open session, was made by Council Member Wootton and seconded by Council Member Shriver. The vote: AYES: Wootton, Shriver, Selby, Zimmerman, Pilimore NAYS: None VOTE: 5- 0 MOTION CARRIED City Council Special Meeting Minutes - May 14, 2025 Page 2 3. Consider a motion to reconvene from Executive Session The motion to reconvene from Executive Session, was made by Council Member Wootton and seconded by Council Member Shriver. The vote: AYES: Shriver, Pillmore, Zimmerman, Selby, Wootton NAYS: None VOTE: 5- 0 MOTION CARRIED Mayor read the minutes from the Executive Session. 4. Consider a motion or motions for possible action, resulting from Executive Session The motion to accept the resignation from the City Manager Mike Castro with his final date of employment to be July 11, 2025, directing the Human Resources Director and the City Attorney to complete the necessary administrative and legal documentation to conclude his employment with the terms of his contract, this includes for allowing the use of any accrued vacation or sick leave to his prior day. Further I am moving to authorize the City Attorney to prepare any agreements or documentation deemed prudent to properly conclude Mr. Castros employment with the City of Yukon, was made by Council Member Pillmore and seconded by Council Member Wootton. Council Member Shriver asked for clarification on the date he would be finished. Mayor Pillmore clarified this and stated that his final day in the office will be June 6 but his final date of employment will be July 11. Council Member Zimmerman would like to express his gratitude to Mr. Castro. He believes he has done a great job and appreciates his knowledge, experience and professionalism. He has enjoyed Mr. Castro being here. Council Member Wootton agrees with Council Member Zimmerman and he also believes it will be hard to accept this resignation but respects his wishes on this. He says it' s been a pleasure working with him. Council Member Shriver wishes Mr. Castro the best of luck. Council Member Selby is very said to see him go but she does understand. Mayor Pillmore thanked Mr. Castro for his service and appreciates the impact he has had on the city in the short time of his employment. Mr. Castro thanks all the Council Members. The vote: AYES: Pillmore, Wootton, Selby, Zimmerman, Shriver NAYS: None VOTE: 5- 0 MOTION CARRIED City Council Special Meeting Minutes - May 14, 2025 Page 3 5. Discussion and possible action regarding the posting and recruitment for the position of City Manager, including job description and advertising timeline The motion to direct the City Manager or Interim City Manager to initiate the recruitment process for the position of City Manager by posting the vacancy on the City' s official website, utilizing the job description previously approved by the City Council in June 2024. Furthermore, he requests they ensure all individuals that applied for the City Manager position previously be contacted where current contact information is available and be informed of the renewed opportunity to apply through the City' s job application portal, was made by Council Member Pillmore and seconded by Council Member Wootton. Mayor Pillmore appreciates the support from the Human Resource director and the City Attorney' s to ensure we process this in an expedient and proper fashion.
