The City of Yukon Planning Commission held a Meeting on May 13, 2024 at 7:00 p.m. in
the Centennial Building at 12 South 5th St.

SPECIAL PRESENTATION OF APPRECIATION FOR BILL BAKER: Commissioner Wright
thanked former Planning Commission Chair, Bill Baker, for 10 years of service to the
citizens of Yukon and presented a plaque from the City of Yukon. Mr. Baker thanked all
of the planning commissioners for their time and staff for their support and gave special
thanks to Councilwoman Donna Yanda for appointing him.
1.ITEM: APPROVAL OF THE MINUTES OF THE APRIL 8, 2024 MEETING
Motion: Commissioner Grba made a make a motion to approve the
minutes of the April 8, 2024 meeting.
Seconded by: Commissioner Geis.
The Vote:
Ayes: Wright, Grba, Geis, Clark
Nays: None
Vote: 4-0 Motion Carried

2.ITEM: VISITORS (none)
3.ITEM: PC 2024-8 TO HEAR A REQUEST BY COY PROPERTIES TO VACATE AN
EASEMENT AT 1800 COMMONS CIRCLE ALSO KNOWN AS THE COMMONS II
OF YUKON.
Legal: Lots 1, 2 and 3 in Block 1 of The Commons of Yukon II, an addition to
the City of Yukon, Canadian County, Oklahoma according to the recorded
plat thereof.
Discussion: David Rhoads representing Coy Properties said that what
happened was that the market changed after they had made grand
plans for three buildings when they last re-platted. Now they just need it to
be one lot and they do not need the easement to service the three lots
now, so they are trying to get it vacated so they can put up a single
building.
Motion: Commissioner Grba stated “In the case of the Easement
Vacation application by Coy Properties, LLC, we have read the staff
report and received testimony at the public hearing. We find ourselves in
agreement with the staff findings cited in the Staff Report. I move that this
item be recommended for approval.”
Seconded by: Commissioner Geis.

4.ITEM PC 2024-9 TO HEAR A REQUEST BY COY PROPERTIES TO REPLAT TWO LOTS
(1a & 3) INTO ONE LOT AT 1800 COMMONS CIRCLE ALSO KNOWN AS THE
COMMONS II OF YUKON.
Legal: Lots 1, 2 and 3 in Block 1 of The Commons of Yukon II, an addition to
the City of Yukon, Canadian County, Oklahoma according to the recorded
plat thereof.
Discussion: David Rhoads representing Coy Properties said they wanted
to turn the two lots back into one lot for one multi-tenant building. He said
he was ok with the conditions recommended in the staff report.
Motion: Commissioner Geis stated “In the case of the Final Plat of The
Commons of Yukon III Being a Replat of Lots 1, 2 and 3, Block 1, The

Commons of Yukon II application by Grubbs Consulting, LLC on behalf of
Coy Properties, LLC, we have read the staff report and received testimony
at the public hearing. We find ourselves in agreement with the staff
findings cited in the Staff Report. I move that this item be recommended
for approval with the following additional conditions.”
CONDITIONS:
1. Label all recording information for the below existing easements:
a. 35-foot Drainage, Utility, and Common Area Easement
b. 15-foot Utility Easement located in the southwest corner of the plat
c. 20-foot utility easement abutting Health Center Parkway
2. Label the names of all adjacent subdivisions.

5.ITEM: PC 2024-10 DISCUSSION, CONSIDERATION AND POSSIBLE ACTION TO
RECOMMEND THE ADOPTION OF AN ORDINANCE TO AMEND CHAPTER
215, UNIFIED DEVELOPMENT CODE, SECTION 309 SHORT-TERM RENTALS.
Discussion: Assistant Planning Director, Danielle O’Neal said that after the
joint meeting that we had with City Council, these were the amendments:
1. Deleted that only one short-term rental or bed and breakfast shall be
allowed per property owner.
2. Added a minimum night stay by any guest for one night.
Motion: Commissioner Grba stated “We have read the staff report and
received testimony at the public hearing. We find ourselves in agreement
with the staff findings cited in the Staff Report. I move that we
recommend approval of proposed amendment to Article 3. Section 309
“Short-Term Rental and Bed & Breakfast Establishments” of Yukon,
Oklahoma – Code of Ordinances.
Seconded by: Commissioner Geis.

6.ITEM PC 2024-11 DISCUSSION, CONSIDERATION AND POSSIBLE ACTION TO
RECOMMEND THE ADOPTION OF AN ORDINANCE TO AMEND CHAPTER 18
BUSINESSES, AMENDING ARTICLE 6 SHORT-TERM RENTALS.
Discussion: Assistant Planning Director, Danielle O’Neal said that this was
from that same joint meeting of the Planning Commission and City
Council to discuss Short-Term Rentals. The amendments were:
1. Deleting that individuals or an individual entity could not hold more
than one license and
2. Added that a separate license shall be required for each individual
property address.
Motion: Commissioner Geis stated “We have read the staff report and
received testimony at the public hearing. We find ourselves in agreement
with the staff findings cited in the Staff Report. I move that we
recommend approval of proposed amendment to Chapter 18, Article VI,
Short Term Rental License of Yukon, Oklahoma – Code of Ordinances.
Seconded by: Commissioner Clark.

Vote: 4-0 Motion Carried
7.ITEM: NEW BUSINESS (none)
8.ITEM: OPEN DISCUSSION
Assistant City Manager & Development Services Director, Mitchell Hort,
said that there would be a special meeting of the City Council on May 14,
2024 where nominee, Steven Jones, would be recommended as a
replacement for Bill Baker for planning commissioner.
