Governor's Office Policy Advisor for Government & Transportation Rene Guillen All meetings to be held in Legislator's Office or Conference Room (unless otherwise noted) regarding the following agenda: AGENDA TOPICS A. HIGHWAY USERS' REVENUE FUND (HURF): Encourage Legislators to follow the statutory formula for distribution of HURF monies and urge legislation to be enacted that would curtail HURF sweeps in the future. B. PUBLIC SAFETY PERSONNEL RETIREMENT SYSTEM (PSPRS): Urge a thorough reform of the PSPRS System based on the principles provided by the PSPRS Task Force in the Yardstick document adopted by the League of Arizona Cities and Towns Executive Committee, which also includes specific aid for cities and towns to deal with unfunded liability of the system. C. PUBLIC RECORDS: Urge the Legislature to amend A.R.S. § 39-121.01 to allow cities and towns to place reasonable balances on public record requests that are overbroad or abusive. Such limitations may include placing reasonable limitations on the frequency of request from individuals or groups within a specified, reasonable period of time. D. LOCAL INVESTMENT IN INFRASTRUCTURE AND OTHER IMPROVEMENTS: Seek legislation to allow cities and towns to invest in infrastructure and other improvements in a designated area and to pay for such investments via the additional property tax revenue generated by new development. RETENTION / DETENTION BASINS: Encourage the amendment of A.R.S. § 48-574 to authorize retention and detention improvement districts to levy and expend money to operate, maintain, repair and improve retention and detention basins within a municipality. F. THE ARIZONA DEPARTMENT OF REVENUE’S (ADOR) ADMINISTRATION OF TRANSACTION PRIVILEGE TAX: Discussion regarding ADOR’s administration of the transaction privilege tax.
