This Special Worksession/Retreat is an opportunity for the Mayor, City Council, City Administrator
and City Executive Staff to identify and review the City Council’s goals, values and vision for the
community. Based on time limitations, it is possible that not all agenda items will be reviewed and
discussed. No action or vote will be taken at this Special Worksession/Retreat. Any items requiring
further discussion or a vote will be placed on a future City Council meeting agenda. Real time audio
of meeting will be available during the Special Worksession/Retreat at the Yuma Police Department
Community Training Room #1013 located at 1500 S. 1st Avenue, Yuma, AZ.

I. CITY COUNCIL MEETING PACKETS AND FREQUENCY OF LITIGATION UPDATES
Discussion of City Council agenda packet content, what City Council would like included for
approval of the Request for Council Actions and how frequent litigation updates are
presented. (Mayor Nicholls)
II. CUSTOMER SERVICE
Update and discussion of the City's progress regarding the citizen survey and comments
received. (City Administration)
III. MAJOR CITY ISSUES
Discussion regarding the following major issues impacting the City:
• Utility infrastructure replacement
• Public Safety Personnel Retirement System
• Deferred equipment replacement
• Employee salaries

IV. BUDGET, LABOR MARKET STUDY (LMS) AND PERSONNEL ISSUES
Discussion regarding:
• FY 2016-2017 Budget
• Implementation of the LMS, potential merit increases and future pay-plan structure.
• Anticipated health care cost increase and YABC Health Care options
• Fee adjustments for cost of City services and future cost adjustments

V. ROADWAY ORDINANCE AND ROAD CUT POLICY/RECOVERY
Discussion regarding potential implementation of road cutting regulations within City limits.

Discussion regarding annexation of current General Plan planning area and potential
changes.

VII. RETENTION BASINS
Discussion regarding the overall operations and maintenance costs of retention basins and
potential changes for cost savings. (J. Olea)
VIII. STORMWATER COMPLIANCE ISSUES
Overview of the City’s stormwater compliance obligations under the Clean Water Act, as well
as discussion of the current and proposed permit requirements through the Arizona
Department of Environmental Quality. (J. Scott)
IX. CITY BEAUTIFICATION
Discussion and update regarding efforts by United for Yuma to beautify Interstate-8 and the
residential/commercial frontage areas. (Mayor Nicholls)
X. H2A HOUSING
An overview of federal H2A farmworker housing, the impacts on the City and potential policy
or legislative changes. (L. Lineberry)

XI. ECONOMIC DEVELOPMENT
Update and discussion related to the Economic Developement of the City, efforts of 4-Front
ED (a collaboration based partnership focused on economic development), how to attract new
business relations to create additional jobs, as well as concepts and direction of the City's
present and future efforts to bring Economic Development to the community. (Mayor Nicholls/
City Administration)
XII. FUTURE GOALS
The Mayor, City Councilmembers and City Administrator will present their goals and visions
for future discussion and action.
