City of Yuma City Council Worksession Agenda Tuesday, November 6, 2018 6:00 PM Yuma City Hall Council Chambers One City Plaza, Yuma Notice is hereby given, pursuant to Resolution R2015-047 that one or more members of the Yuma City Council may participate in person or by telephonic, video or internet conferencing. Voting procedures will remain as required by the Yuma City Charter and other applicable laws. CALL TO ORDER I. CABALLEROS DE YUMA ANNUAL UPDATE Briefing by Caballeros El Presidente, Steve Pallack, regarding the association's annual report, including current activities and plans for the future, followed by discussion and/or questions from City Council. II. NORTHSTAR OF YUMA Frank Nunez and Terry Lowe will present the NorthStar program that is a local based community driven initiative to engage Yuma's underserved youth through recreational activities, followed by discussion and/or questions from City Council. III. YUMA VISITOR'S BUREAU MID-YEAR REPORT Briefing by Linda Morgan, Executive Director of Yuma Visitor’s Bureau, on the Bureau’s mid-year report, including current activities and strategic plan for the future, followed by City Council discussion and/or questions. IV. CRIME MAPPING Sergeant Lori Franklin will provide a briefing and demonstration of the Yuma Police Department's Crime Mapping software program, followed by discussion and/or questions from City Council. V. REGULAR CITY COUNCIL MEETING AGENDA OF NOVEMBER 7, 2018. City Council discussion and/or questions to City staff on any Regular City Council Meeting agenda item. EXECUTIVE SESSION An Executive Session may be called during this public meeting for the purpose of receiving legal advice for items included on the November 7, 2018 Regular City Council Meeting, the November 6, 2018 Regular Worksession and the November 6, 2018 Citizen’s Forum agendas, pursuant to A.R.S. Section 38-431.03 A (1, 3, 4, 5 and/or 7) and the following items: A. Discussion and consultation with legal counsel regarding restrictions on use of 2% hospitality tax and development fees for employee salaries. (ARS 38-431.03 A3) B. Discussion and consultation with legal counsel regarding A.R.S. § 38-501 et seq. (ARS 38-431.03 A3) C. Discussion, consultation with and/or instruction to legal counsel regarding a 50-year consolidated easement with the USMC acting through the Department of the Navy. (ARS 38-431.03 A3, A4 & A7) D. Discussion, consultation with and/or instruction to legal counsel regarding a potential purchase and contract negotiations. (A.R.S. 38-431.03 A3, A4 & A7) E. Discussion and consultation with City Council in order to consider its position and instruct the City Administrator and City Attorney regarding salaries, salary schedules or compensation paid to employees. (ARS 38-431.03 A1, A3, A4 & A5) F. Discussion, consultation with and/or instruction to legal counsel regarding the Boys and Girls Club agreement and property.
