ZANESVILLE CITY COUNCIL MEETING OF MONDAY, FEBRUARY 24, 2020 ZANESVILLE CITY COUNCIL MEETING – MONDAY, FEBRUARY 24, 2020 The Zanesville City Council met in regular session at 7:00 p.m. on Monday, February 24, 2020 in the City Council Chambers, 401 Market Street, Zanesville, Ohio. Mr. Vincent led those present in the Lord’s Prayer. Mr. Vincent: This evening for our pledge we are very, very honored to have a special group here tonight. I will read this so I get it right because it is that important. So we have the City Kids 4-H Club here this evening. It is their fourth year in existence. They were recently named one of the few honored 4-H Clubs in the City. They will be leading the pledge in honor of Muskingum County 4-H Week. So, if we could have you come forward here. If you all turn toward the flag and whenever you are ready. The Pledge of Allegiance to the Flag was recited. Mr. Vincent: Thank you all very much. We are glad you are here. I think you got to meet with the Mayor earlier. Afterwards if you would like, Council will be glad to answer any question about the meeting and I am sure the Mayor would also be glad to answer questions or the Law Director. The following members of Council answered Roll Call: Mr. Foreman, Mr. Roberts, Mr. Baker, Mrs. Gentry, Mr. Ware, Miss Bradshaw, Ms. Gildow, Mrs. Osborn, Mr. Sharrer, and Mr. Vincent. APPROVAL OF MINUTES FROM FEBRUARY 10, 2020. Mr. Roberts moved to approve the minutes of February 10, 2020 as written, seconded by Mr. Ware. Motion carried. COMMUNICATIONS, REPORTS, AND RESOLUTIONS Communication from Mayor Don Mason-Regarding the Housing Connections Program – The Zanesville Community Housing Connections Program scope is changing slightly to include mediation training for Think Tank on Poverty members, but the purpose of the program remains the same. The Zanesville City Council Community Development Committee voted February 18, 2020 to support the recommended change of scope. Mr. Vincent: Council has a memo in front of them and I will entertain a motion to receive and concur with the Mayor. Communication from Mayor Don Mason- South East Area Transit Board Appointment – The Mayor is hereby recommending the appointment of Mary Kitzig to the South East Area Transit (SEAT) Board. Ms. Kitzig will replace Jay Bennett. Ms. Kitzig’s term will expire December 31, 2020. Mr. Roberts moved to receive and concur with Mayor Mason, seconded by Mr. Ware. All present were in favor. None were opposed. Motion carries. PROPOSED ORDINANCES Mr. Sharrer: I have a few amendments to our agenda tonight. If you will bear with me on page 2 of the Agenda, Item No. 9, for Ordinance 2020-38. I need to change the F450 after Ford to an F550. I would also like to add Ordinance No. 2020-43 as Item 13 A. Then on page 4 of the Agenda Ordinance No. 2020-09 should have an A after it as it was previously amended. Mr. Roberts seconded the motion. Mr. Vincent: Is Council clear on that? Are there any questions. A voice vote was taken with all being in favor. None were opposed. Motion carries. We have those three amendments. PROPOSED ORDINANCES Ordinance No. 2020-32 – Introduced by Council – An Ordinance providing appropriations for use during the Fiscal Year 2020 and declaring an emergency. Mr. Roberts moved for first reading, seconded by Miss Bradshaw. Mr. Vincent: Is there any discussion? With that, we had a Ways & Means Committee meeting earlier and Ms. Heskett went over some of the changes from the original temporary budget to the final budget which Council has before them in their packets. Then we will be scheduling some budget hearings in March. We have that process started, but not set yet. Ordinance No. 2020-38 – Introduced by Council – An Ordinance authorizing the proper City official to purchase a 2019 Ford F-450 Medic Truck from Horton Emergency Vehicles and further authorizing the proper City official to enter into a lease agreement for financing. Mr. Sharrer moved for first reading, seconded by Mr. Foreman. Mr. Sharrer: I would like to amend the Ordinance again by changing all the F450’s to F550’s. So I believe there are three different ones located in the Ordinance that we will need to change. Mr. Vincent: Is there an additional amendment? Mr. Sharrer: Yes, we need to delete the first sentence on the emergency language under Section Four. Mr. Vincent: We have a motion to change all the 450’s to 550’s and remove the first sentence under Section Four to remove the emergency language. Is there a second? It was seconded by Mr. Baker. Mr. Baker: Mr. Arnett could you tell me what changes this would entail, please? Mr. Vincent: Could we have a motion for first reading please, to get it on the floor. Mr. Baker moved for first reading, seconded by Mr. Roberts. Mr. Vincent: Is there any discussion? Mr. Arnett: The proposed Code changes are just going to align and take care of some inconsistencies between the Code sections. In one section of Code it has there were seven members of the Historic Preservation Board and in another section it has there were six members of the Historic Preservation Board. We are really just trying to clean it up and make everything consistent. It doesn’t change anything about the way members are appointed or about the powers of the Historic Preservation Board. It really is just about house cleaning. Mr. Baker: Thank you. Mr. Vincent: Are there any other questions from Council? Ordinance No. 2020-40 – Introduced by Council – An Ordinance to amend and revise the Zoning Map and make permanent zoning in the City of Zanesville, Ohio as herein provided. Mr. Sharrer moved for first reading, seconded by Mr. Baker. Mr. Vincent: Is there any discussion? Mr. Sharrer: We need to amend this Ordinance too. Under Section One to remove the term “and Exhibit B”. We need to remove that from Section One. Ordinance No. 2020-41 – Introduced by Council – An Ordinance reaffirming Ordinance 03-73 establishing the boundaries of the Greenwood Community Reinvestment Area and reaffirming Ordinance 06-76 that amended the incentive term for new construction and remodeling. Ms. Gildow moved for first reading, seconded by Mr. Ware. Mr. Sharrer moved to amend this ordinance under the first Whereas. We need to change the date of December 24, 2003 to read August 26, 2003. Mr. Vincent: Mr. Sharrer moved to change the date in the first Whereas to August 26, 2003. Is there a second? Mr. Roberts seconded the motion. Mr. Vincent: Is there any discussion? Mr. Baker: This is about a tax incentive district of a Community Reinvestment Area of the Greenwood Project that I believe, if I am not mistaken, that was more or less Page 6 of 14  ZANESVILLE CITY COUNCIL MEETING OF MONDAY, FEBRUARY 24, 2020 dormant since the original Greenwood Area Project so we could either just sort of get rid of this and let it go by the wayside or actually get the news out to the local businesses and community that there are tax incentives available for development in the Greenwood area. Did this make its way through the CD Committee the last time because I wasn’t there? So the CD Committee voted affirmatively because it is more of a benefit than a problem. Mr. Vincent: Thank you, Mr. Baker. It is kind of nice to have a reward if people invest in the properties they don’t have to pay or be penalized by paying additional taxes on it for the period of time this allows. Ordinance No. 2020-42 – Introduced by Council – An Ordinance authorizing the City Auditor to pay the invoices of various departments using 2020 money for 2019 invoices and declaring an emergency. Miss Bradshaw moved for passage, seconded by Mr. Foreman. Mr. Vincent: Mr. Arnett, could you give us a little briefing on this since you put so much time into this summary. Mr. Arnett: Sure, the City was granted two federally designated Opportunity Zones in 2018. This is a grant opportunity that would provide dollars to help us put together a professional prospectus so we would be better able to market the Opportunity Zones to investors. The ultimate goal of Opportunity Zones is to encourage people to invest in places where typically investment has been lacking. So we have the two here in Zanesville. There are actually 320 across Ohio. So this grant really is designed to help rural communities and smaller communities to be able to compete with the big cities for those investment dollars. Mr. Vincent: Thank you, Mr. Arnett. I know you have shared different pamphlets from big cities like Columbus and others and they have a huge advantage to be able to advertise that so it is nice we have the potential of getting a grant so we can advertise. Page 13 of 14  ZANESVILLE CITY COUNCIL MEETING OF MONDAY, FEBRUARY 24, 2020 Mayor Mason: An introduction of Doug? You guys don’t know Doug? Mr. Vincent: It is nice to welcome him officially. Mayor Mason: I have known Doug for five or six years; really about 45 years. I went to high school with Doug. He spent his time when we were in high school and shortly thereafter, and actually; in EMT and working emergency management in terms of ambulance services and so he really knows that side of the business. Then shortly thereafter 1980 he joined the Zanesville Police Department. He spent the next 37 years helping protect and serve the citizens of Zanesville. So, I guess I have known Doug for a long time. I know his character and his reputation and his passion for the city which is why when there became a vacancy he was one of the first people I looked to and we talked about the needs of strong management within the Police Department and coordination between police, fire, and code enforcement. We saw eye to eye on those things and I am very, very pleased to appoint him. Mr. Vincent: Welcome Mr. Merry, is there anything you would like to say? Doug Merry: No, just I am excited to be back and will see what I can do. A lot to learn, a different side of things. Mr. Vincent: I appreciate you joining us.
