Meeting Minutes
Present: Vice President Suarez, Commissioner Garrett, Commissioner Carney, Commissioner
Nagy. Not Present: President Papa
Call to Order: Vice President Suarez
Approval of meeting minutes from May, 2016 meeting, Motion made by Commissioner Garrett
and Seconded by Commissioner Nagy. Motion passed by unanimous vote.
Old Business: None
New Business:
1. Update of motor vehicle accident involving a ZPD vehicle. Chief Knox gave the
commissioners an update on the investigation and details involving Officer Aaron
Shook’s vehicle accident.
2. Presentation of Firearm and Retired credintials to retiring Lieutenant William Lamar.
Motion made to transfer ownership of Lt. Lamar’s last issued hand gun pursuant to
SOP 63. Motion made by Commissioners Garrett, Seconded by Commissioner
Carney. Motion passed by unanimous vote.
Chief Knox presented Lt. William Lamar with his last issued hand gun and presented
Lt. Lamar with his “Retired” credintials. Chief Knox also presented Mrs. Lamar (Beth)
with a certificate and a dozen red roses recognizing her dedication as a Police
Spouse for the 36 years of service as a police spouse and her support for Lt. Lamar
and the agency.
3. Promotion of Sergeant Marius Klykken to the position of Lieutenant in the Uniform
Services Division. Motion made by Commissioner Carney, Seconded by
Commissioner Nagy. Motion passed by unanimous vote.
4. Replacement of Sergeant Klykken position as a Sergeant within the Uniform Services
Division and permission to go off the promotion list for the promotion.
Motion made by Commissioner Nagy, Seconded by Commissioner Garrett. Motion
passed by unanimous vote.
5. Job Description of the Public Information Officer. Informational only to brief the
Metropolitan Board of Police Commissioners of the job description.
6. Policy updates:
Chief Knox detailed the proposed changes to the commissioners
SOP #10: Motion made by Commissioner Carney, Seconded by Commissioner Nagy.
Motion passed by unanimous vote.
SOP #12: Motion made by Commissioner Nagy, Seconded by Commissioner Garrett.
Motion passed by unanimous vote.
SOP #14: Motion made by Commissioner Carney, Seconded by Commissioner
Garrett. Motion passed by unanimous vote.
SOP #32: Motion made by Commissioner Carney, Seconded by Commissioner Nagy.
Motion passed by unanimous vote.
SOP #33: Motion made by Commissioner Garrett, Seconded by Commissioner Nagy.
Motion passed by unanimous vote.
Public Comment: None
Adjourn Meeting: Motion made by Commissioner Garrett, Seconded by Commissioner Nagy.
Motion passed by unanimous vote.
Vice President Suarez announced that the next regularly scheduled meeting of the
Metropolitan Board of Police Commissioners is scheduled for October 31, 2016 at 8:30am in the
Bev Harves Room at the Zionsville Town Hall.
