ZIONSVILLE Metropolitan Board of Police Commissioners meeting memoranda for August 20, 2018. Present: President Susana Suarez, Vice President Josh Garrett, Commissioner Matt Carney, Commissioner Suzy Nagy Not Present: Commissioner Bryan Traylor Call to Order: President Suarez Approval of minutes from July 16, 2018 meeting: Motion made by Vice President Garrett to adopt, Seconded by Commissioner Nagy, motion passed by unanimous vote. Old Business: Chief Knox gave update on current hiring process, advising the board that one of the last two applicants who were given a “Conditional Offer of Employment” did not pass the required testing and has been dropped from further consideration. Applicant Clayton Donlon has passed the required testing and will now go to the Indiana Law Enforcement Academy for required Physical Fitness Assessment on September 24, 2018. If he passes this he will be beginning the 15 week Tier 1 training the week of October 8, 2018. Discussion was had regarding advertising outside the normal Law Enforcement channels for Police Officer openings within the agency. Vice President Garrett suggested an incentive New Business: Captain Charles White presented the Commissioners with 12 new policy proposals for their consideration. Policies: 1. #203, Training  2. #208, License to Carry a Handgun 3. #305, Officer-Involved Shootings and Deaths 4. #306, Firearms 5. #306, Vehicle Pursuits 6. #308, Foot Pursuits 7. #309, Officer Response to Calls 8. #312, Domestic or Family Violence 9. #313, Search and Seizure 10. #316, Discriminatory Harassment 11. #318, Public Alerts 12. #319, Victim and Witness Assistance Vice President Garrett requested further explanation regarding proposed policy #313, Search and Seizure. President Suarez requested further explanation on proposed policy #305, Officer-Involved Shootings and Deaths regarding the investigation protocols and assingment of the officer(s) involved in a shooting. Captain Morris explained that the assignment of the officer(s) will be explained in the Procedure Manual which will be presented to the Metropolitan Board of Police Commissioners at a future date. Chief Knox explained that in a situation where a Zionsville Police Department Officer discharges their weapon and imparticulary in the case of a wounded or killed person the Boone County Prosecutor’s Office will most certainly be involved and may request an investigation by an outside Law Enforcement agency or Special Prosecuor. Chief Knox further advised the Commissioners that such an incident may be investigated by the Federal Bureau of Investigation for review of possible Civil Rights Violations, so review of the incident will most certainly be reviewed by agencies outside of the Zionsville Police Department. However, an internal investigation will occure internally for possible Zionsville Police Department policy adherance and possible violations. Motion was made to adopt the proposed policies by Vice President Garrett, Seconded by Commissioner Nagy and was passed by unanimous vote. Public Comment: None Commissioners inquired if the Zionsville Police Department was going to participate in the curent Lip Sync Challenges that some Law Enforcement agencies are doing. Chief Knos advised that some members of the agency have met and one is curently in production by I.T. Director Joe Rust. The next regularly scheduled meeting of the Zionsville Metropolitan Board of Police Commissioners is scheduled for September 17, 2018 at 8:30am or immediately following the Zionsville Town Council meeting at 7:30am in the Zionsville Town Council room at the Zionsville Town Hall, 1100 West Oak St. Zionsville, Indiana.
