Zionsville Metropolitan Board of Police Commissioners meeting memoranda for October 22, 2018. Present: Vice-President Josh Garrett, Commissioners Bryan Traylor, Commissioner Suzy Nagy, Chief of Police Robert Knox, Captain Jeff Morris, Captain Charles White Not Present: President Susana Suarez, Commissioner Matt Carney Call to Order: Vice-President Garrett Approval of minutes from August 20, 2018 meeting. Motion made for approval by Commissioner Traylor, Seconded by Commissioner Nagy. Passed by unanimous vote. Old business: Chief Knox gave update on the Zionsville Police Department’s “RX Take Back” program. Chief Knox advised the Commissioners that to date the Zionsville Police Department has received approximately 4.41 tons of unwanted medicines and advised that the they have been incinerated at Covanta in Indianapolis, Indiana. Additionally there was approximately 350lbs. of medicines taken in on Saturday at the Central Indiana Crime Stoppers “Shred it Day” at Creekside Middle School, this was turned over to the DEA. Chief Knox also gave the Commissioners an update on the current “Citizens Academy” which is in its 7th week. This Tuesday will be Emergency Vehicle Operations at the Zionsville High School parking lot. Next week will be the graduation. Chief Knox advised that there are 20 citizens enrolled in the class and so far all the comments received have been very positive. New Business: Chief Knox presented the Commissioners with four (4) names of curent Lateral applicants and requested permission to extend “Conditional Offers of Employment” to them. Chief Knox gave a brief bio. on the applicants to the Commissioners. Chief Knox also advised that the Lateral applicants will still have to pass a polygraph, physical and psychological evaluation before being actually employed. The Indiana Public Employees Retirement still has 31 days to accept these individuals. Chief Knox gave the Commissioners an update on the current application process where nine (9) applications have been forwarded to the Criminal Investigations Division for background investigations. Chief Knox presented the Commissioners with thireteen (13) proposed policies for consideration. The Vice-President Garrett made a motion to approve the proposed policies, the motion was seconded by Commissioner Traylor. The motion passed by unanimous vote. Policies: 1. Policy #302: Handcuffing and Restraints 2. Policy #323: Report Preparation 3. Policy #325: Media Relations 4. Policy #327: Reserve Officers 5. Policy #328: Outside Agency Assistance 6. Policy #329: Major Incident Notification 7. Policy #330: Death Investigation 8. Policy #332: Limited English Proficiency Services 9. Policy #336: Native American Graves Protection and Repatriation 10.Policy #337: Off-Duty Law Enforcement Actions 11.Policy #339: Identity Theft 12.Policy #400: Patrol 13.Policy #401: Bias-Based Policing Public Comment: none Vice-President made motion to adjourne the meeting, seconded by Commissioner Nagy. Motion passed by unanimous vote. Next meeting of the Zionsville Metropolitan Board of Police Commissioners is scheduled for November 19, 2018 at 8:30am or immediately following the Zionsville Town Council meeting at 7:30am in the Zionsville Town Council room at 1100 West Oak St. Zionsville, Indiana.
