TOWN OF ZIONSVILLE, INDIANA BOARD OF POLICE COMMISSIONERS NOVEMBER 15, 2021, PUBLIC MEETING 1100 WEST OAK STREET ZIONSVILLE, INDIANA MEETING MEMORANDA I. OPENING A. CALL TO ORDER: President Joe Culp called the meeting to order. B. MEMBERS IN ATTENDANCE: Vice President Suzy Nagy, Commissioner Josh Garrett, Commissioner Marcia Rosenfeld, Commissioner Bryan Traylor C. MEMBERS NOT IN ATTENDANCE: President Joe Culp D. OTHERS IN ATTENDANCE: Chief of Police Michael Spears, Captain Drake Sterling, Captain Marius Klykken, Heather Willey, Legal counsel for the Board of Police Commissioners, Tiffany Diefenderfer II. APPROVAL OF THE FOLLOWING MEETING MEMORANDA: A. Commissioner Marcia Rosenfeld made a motion to approve the October 18, 2021, Meeting Memoranda as submitted. Commissioner Bryan Traylor seconded the motion. All in favor. The motion passed with a vote of 4-0. III. OLD BUSINESS A. None. IV. NEW BUSINESS No action was taken on the Use of Force appointments and will be reviewed at the December 20, 2021, meeting. A. USE OF FORCE #300 Captain Klykken discussed the updated Use of Force policy which removes the section allowing the Use of Force Board to have a separate hearing outside of the legal process. The Board will still review incidents and provide recommendations to the Chief of Police. There have been two Use of Force incidents this year. Commissioner Garrett made a motion to approve the updated Use of Force policy. Commissioner Traylor seconded the motion. All in favor. Motion passed with a vote of 4-0. B. TIME OFF & STAFFING #921 Captain Klykken discussed the Time Off & Staffing policy #921 which mirrors the Fire Department’s policy. The policy outlines time off requests and staffing requirements along with the proper way to submit time off requests. The policy also ensures that minimum staffing requirements will be met. Commissioner Rosenfeld made a motion approve Time Off & Staffing #921. Commissioner Traylor seconded the motion. All in favor. Motion passed with a vote of 4-0. C. RECRUITMENT UPDATE Captain Sterling provided an update on the recruiting process and stated that Brandon Pounds will be sworn in on November 19, 2021, at 8:15am. The other two hires will be sworn in within a month. V. ADJOURN Commissioner Garrett made a motion to adjourn the meeting. Commissioner Traylor seconded the motion. All in favor. Motion passed with a vote of 4-0. The next regular Board of Police Commissioners meeting is scheduled for Monday, December 20, 2021, at 8:00 a.m. or upon the conclusion of the Town Council meeting.

ANNEX TO PUBLIC NOTICE FOR THE NOVEMBER 15 2021 REGULAR MEETING OF THE ZIONSVILLE BOARD OF POLICE COMMISSIONERS In his Executive Orders 20-02, 20-04 AND 20-08 (collectively, the “Executive Orders”), Governor Eric J. Holcomb has ordered all political subdivisions of the State of Indiana to limit public gatherings and to implement the Centers for Disease Control and Prevention’s and the Indiana State Department of Health’s recommended virus mitigation strategies. The Executive Orders suspend certain requirements for Essential Governmental Functions that facilitate Essential Infrastructure with respect to public meetings and open door laws, including suspending physical participation requirements by members of public agency governing bodies and permitting public attendance through electronic means of communications. As a political subdivision of the State of Indiana, the Zionsville Town Council must comply with the Executive Orders throughout the duration of the COVID-19 Public Health Emergency.
