TRAFFIC IMPACT FEE COMMITTEE MEETING #1 – 9/20/12
A committee meeting was held on September 20, 2012, for the above referenced project. The meeting was held at
10:00 a.m. at Zionsville Town Hall. Committee attendance was as follows:

The following items were discussed during the meeting:
• Introductions
• Vacant Land parcel maps for 20-year build out and 10-year build out were distributed along with
spreadsheets documenting the proposed parcels, land uses, densities and build out recommended for use in
the study update.
• Matt Brown discussed past Traffic Impact Fee history within the Town and outlined steps taken to produce
the impact fee study. These steps included:
Collection of existing traffic data.
Existing roadway and intersection level-of-service.
Identifying improvements and costs to upgrade existing infrastructure to meet baseline
level-of-service.
Discussion of 10-year growth plan.
24-hour and peak hour volume trips for new development within 10-year plan.
Assignment and distribution of trips to roadway network.
Identifying improvements and costs to upgrade infrastructure to meet baseline level-of-
service after 10-year development traffic is added.
Calculation of Impact Fee per 24-hour trip.

• Joan Voyles asked about the current permit trend within the Town.
• Ed Mitro and Steve Lains commented on the amount of activity pertaining to commercial and residential
permits. Permits have been increasing within the Town.
• Baseline level-of-service was discussed. Ed Mitro talked about how the baseline was important as it sets
the standard for both Town and developer.
• A brief impact fee credit discussion was held. Developers can be awarded credits if they choose to
build public road improvements.
• Ed Mitro suggested that all documents distributed within the meeting should be placed on A&F
Engineering’s ftp site as well as the existing 2007 traffic impact fee plan and a map showing current levels
of service at each of the study intersections.
• It was agreed upon that the next meeting would be held on 10/4/12 at 10:00 a.m. at Town Hall.
