Zionsville Architectural Review Committee minutes of the July 24, 2012 meeting
Members of the Zionsville Architectural Review Committee met at 7:30 a.m., Tuesday, July 24,
2012 in the Fireplace Room of the Zionsville Town Hall.
Those attending included committee chair, David Rausch, and committee members Lisa Bick,
Chris Bucher, Tom Casalini, Betsy Harris and Andra Walters as well as Wayne DeLong, director
of the Zionsville Department of Planning and Building.
Dave presided. Lisa moved that the agenda be approved as amended to include a financial
summary. Tom seconded the motion which carried.
Tom moved that the minutes of the June 26, 2012 meeting be approved as mailed to the
committee. Lisa seconded the motion which carried.
Dave reported there were no new grant applications.
He said that he had not received an additional costs report from the builder on the Corner Vise
project adding that he anticipated it would be ready for the committee’s approval at the August
meeting. The second floor façade has been painted. It was pointed out that a small area on the
north wall had been overlooked. Dave will bring this oversight to the attention of the builder.
Awnings and lighting should also be completed by the August meeting.
Informal discussion followed concerning a potential project at 50/56 N. Main Street owned by
CenterPoint Capital Ventures, LLC. The owner is a client of committee member Tom Casalini
who discussed the project briefly. Tom was advised by the committee that it could not move
forward with the project until the building owner made a formal application and paid the filing fee.
Andra updated the committee on its financial documentation. 2012 Pre-Approved Funds
Remaining total $61,127. The figure includes grant monies for the Corner Vise project but not any
add-ons which are anticipated to be modest.
Betsy updated the committee on the status of a First Street dumpsters project which, while not in
within the purview of the architectural review committee, has involved several of the committee
members. She and committee member Eileen Davis met with staff member Lance Lantz, who is
coordinating the First Street Project, to tell him about informal conversation held with downtown
property owner Valerie Swack concerning the dumpsters solution for the building on the northeast
corner of Oak and streets which she and her family own. Mr. Lantz was familiar with a green
walls concept which is proposed; he expressed his enthusiasm for this solution. Betsy later met
with Mrs. Swack to report on the meeting with Mr. Lantz. Eileen is having a colleague of hers do a
rendering which will show the walls as they relate to this particular building. She is also getting
actual numbers of what this would cost.
Dave reported that he had received confirmation from Susan Lankford of Ball State University
that, indeed, BSU students would be involved in a streetscapes study project of Zionsville’s village
business district. Providing it moves forward, Dave spoke of the need for the Town to be involved,
for Mr. Delong to be “in the loop” and for possibly ZARC members to assist.
There being no further business, Tom moved that the meeting be adjourned at 8:29 a.m.. Lisa
seconded the motion which carried.
