Summary Minutes of the Meeting of the Zionsville Park and Recreation Board 6-10-2020 The Zionsville Board of Park and Recreation met Wednesday, June 10, 2020 at 7PM. Note: Due to the COVID- 19 Emergency Health Situations, this meeting was required to be a virtual meeting. Park Board Members, Tim Casady, John Stehr, John Wollenburg, Jill Pack, John Salewicz, & Wayne Bivans were present. Also present was Park Department Interim Superintendent, Mindy Murdock and Park Board Attorney, Roger Burrus. Agenda /Meeting A motion was made by Wayne Bivans, seconded by John Stehr, and was approved unanimously by roll call vote to approve the regular May 13, 2020 Park Board meeting minutes, the special board meeting minutes of May 21st, and the Executive Session minutes of May 21st. Public Presentations/Comments -None Identified Staff Reports Interim Superintendent, Mindy Murdock updated the Park Board on the Nature Center. Camps are starting back up next Tuesday and the Nature Center will be opening back up on Friday and some Saturdays. Rachel Felling is continuing the Facebook live programs. Next she will be giving virtual tours of our Zionsville Parks. The first virtual tour will be at the Zion Nature Sanctuary and next Starkey Park. Ms. Murdock spoke with Mike Wall, Manager of the Golf Course. The Golf Course has been open for 19 days now and has generated ~$48,000 in revenue. Season Passes are up also. Last year 19 season passes were purchased; this year 34 passes have been purchased. As of June 7, the golf course was at 91% capacity. An update with Dave Moliterno, Director of Maintenance. Mr. Moliterno is at full staff now with two new hires Bryce Newcomer & Matt Miller. With the playgrounds opening up, the extra help will be needed. Grindline Skates has started today on the repairs to the Mulberry Fields Skate Park. They are predicting a 2 week time frame to finish. In addition to repairing the Skate Park, Grindline will also be pressure washing and sealing/filling in the cracks, painting all the metal. The Park Board questioned the additional $9,300 to do work that they felt could be done at a lower cost with a local vendor. As explained by Mr. Moliterno, Director of Maintenance, this additional cost was already in the contract that was approved by the Park Board. The additional amount was not encumbered, but was to be taken out of the Parks Contract Services. Mr. Moliterno will discuss the Park Board’s concerns of the cost with Grindline before they start any additional work. After discussing other options with Mr. Moliterno, the Park Board decided that the Parks get additional quotes from local vendors for future sealing/filling with the Skate Park. Park Board Attorney, Roger Burrus informed the Park Board of the plan for the Parks Impact Fee. The report was submitted to the Town Attorney. Mr. Burrus stated that the Parks will need more consulting to update this again. A Zone Improvement Plan needs to be approved by the Park Board, the Plan Commission. Mr. Burrus will look into what the Parks needs to do to update what was done last year and get this back on track. Mr. Burrus wanted to discuss with the Park Board the iron bridge – the Turkey Foot Road Bridge that crosses over Eagle Creek. This area is now being turned into luxurious home sites and a golf course called Holliday Farms. There is a road that goes east and west called Holliday Road, also called O’Neil Road. Because Holliday Farms is building all new roads, they vacated the eastern portion of Holliday Road and now they are wanting to vacate the middle portion, which is where the famous “rebuild iron bridge” is located, and is the western boundary of the Holliday Farms development. The County doesn’t want a bridge that is used only for pedestrians and want to give that bridge to the Parks. Once over the bridge you are on the Holliday Farm property. The family wants to vacate the rest of Holiday Road. The Park Board wanted to make sure that our Turkey Foot Park and the new Holiday Nature Preserve connectivity remains. If not, another connecter needs to be constructed. Also, the Zionsville Strategic Trails Implementation Plan will need to be looked at by developers. Mr. Burrus has drawn out maps to show this area. He also stated that the Holiday family very generously donated parkland with the restriction of no vehicles or bicycles; strictly a nature preserve. Mr. Burrus suggested that he and the Developer Attorney and Streets & Waste Department all get together to discuss this. Mr. Burrus has received 3 of the survey works. One is for the playground that a property owner had spread gravel on and this may have encroached onto the Parks property. Further action can now be decided. New Business Park Board President, Tim Casady welcomed Mindy Murdock as our new Interim Superintend for the Parks. He also update the Park Board on the Superintendent Search Committee. They had their first meeting and finalized the job description for this position. John Stehr motioned to approve the Superintendent Job Description as stated with Wayne Bivans seconding that motion. This was passed unanimously by a verbal roll call. Mr. Casady also informed the Park Board that Park Board Member Jeff Edmondson has stepped down from his position. He also asked if Park Board Members have a suggested replacement in mind to let him know. Interim Superintendent Murdock updated the Park Board on the July 4th fireworks with a rain date of July 5. This year the fireworks will be held at Mulberry Fields Park. The Parking Lot, Restrooms, & Splash Pad will be closed during this event. The Park Board suggested that signage be used to communicate that the restrooms will be closed. No other events are planned, just the fireworks. The Town is informing the public to continue to practice social distancing. The Splash Pad will now be opened on July 6 after the fireworks. Old Business Tricia McClellan from REA provided the Park Board with an update on the Tennis Courts/Pickle Ball. The RFQ’s were sent out. Most had a full plate and could not start until next year. REA suggested to the Park Board to extend the date to next spring with a note that if construction companies do get through their projects then the Parks would be next in line. Until then, the Parks Maintenance would be able to stripe the tennis courts now and they could stripe the basketball court at Heritage Trail Park both for Pickleball. REA is set up for the public virtual meeting to unveil the final design of the Overly Worman Park. All that needs to be done are to insert the videos. The structure of the website is finished and Ms MClellan was able to show what features this website will have. The 4 videos featured are the Project History, Park Details, Construction Timeline and a Welcome Video featuring our Mayor. The videos will be short in length. REA will send this to the Park Board first and then will work with our Public Information Officer, Amanda Vela to launch this website to the public. REA did hear from Mountain Bike Trail Designers on designing the trails at OWP. A questions for the Park Board is would it be ok to do submittals digitally. This would be through email, they would be read aloud publically. Bid opening would be June 24, with a week for the Park’s recommendations. Park Board Attorney Roger Burrus said that legally this would be fine. Claims A motion to approve claims was made by Park Board Member Wayne Bivans, and seconded by Jill Pack. Motion was approved unanimously by a verbal vote. Adjournment The meeting was then adjourned with a motion made by Park Board Member Jill Pack, seconded by John Stehr & a verbal roll call vote at ~8:25PM.
