ZIONSVILLE COMMUNITY DEVELOPMENT CORPORATION
MEETING MEMORANDA
FOR
Monday, September 10, 2018 at 8:15am

Members Present: Cara Weber, President, Tammy Kelly, Vice-President, and Brad Burk. Also
Present: Wayne DeLong, AICP, Director of Planning & Economic Development, and Ben Worrell,
Boone EDC
A. Opening
a. Call meeting to order-8:18am.
b. Recognition of Quorum, and adoption of Agenda.
B. New Business
c. Kim Cookies: Ben Worrell of the Boone Economic Development Corporation (Boone
EDC) as well as Kim Estep, Owner of Kim’s Cookies, offered a presentation to the
Commission related to the incentive request. In summary, the Applicant is seeking $8,000
in incentives to support the location of the business to Zionsville (occupying 70 East
Hawthorne Street). The incentive is associated with the planned capital expense that
would be incurred with the build out of the 1,100 square foot space, with the incentive
funding a Grease Trap and associated plumbing.
The Petitioner provided handouts to the Corporation describing the building. The Boone
EDC provided a letter of support for an incentive request.
In response to the presentation, the Corporation deliberated on the incentive request, the
submitted materials, and incentive history associated with the Town of Zionsville. The
Corporation inquired as to how long the business has existed, the number of employees,
and the term of the lease. To summarize, it was noted that the installation of the Grease
Trap would be a permanent feature of the leased space, to which the applicant
acknowledged that relationship and an interest in potentially extending the lease. Further,
it was shared that the business would have 10 part time employees and has been in
existence for 5 years. Additionally, it was noted that the Town, via the Redevelopment
Commission, has supported several Grease Trap installations in recent years, and
awarding both grants and microloans related to the requests. Predominately, the
previously projects were supported as they protected the Town’s infrastructure (as is the
case with the contemplated Grease Trap).
The Corporation had no specific suggestions or additional questions for the Applicant upon
conclusion of the discussion.
1. Action Taken: Based on the above discussion and submitted proposal, a motion was
made by Cara Weber (seconded by Tammy Kelly) to offer a favorable
recommendation to the Redevelopment Commission related to the Kim’ Cookies
proposal. The motion was approved by a vote of 3-0 of the members present at the
meeting.
Staff noted that the recommendation of the Corporation would be discussed at the
September 24, 2018 meeting of the Redevelopment Commission.

105, 1100 West Oak Street, Zionsville, Indiana.
Please note that a quorum of the Zionsville Town Council may be in attendance at the meeting.
